  • The e-Government in Korea has made such good results as improvement of official work productivity and citizen service quality. However, e-Government in Korea involves many problems and subjects to must solve, especially, at the side of citizen services. Every public organization as supplier provides each service of themselves to the civilians. Citizens feel inconvenience yet, because they must visit and are supplied various civil services to one public affair from several public institutions. When we consider the paradigm shift of the e-Government service, the status and problems of the e-Government in Korea required more better service model to the citizen. To realize the citizen oriented service, the integration and linkage of the system infrastructure and applications among governmental organizations are required. In this changed situation, when new one/non-stop service model of the digital government is developed and launched, the e-Government can supply better service to the citizens. In this study, the model that we suggest is among the new service models of the e-Government, named the Integrated Civil Service Model. The e-Government involving the Integrated Civil Service Model can make more outcome, such as better civil life convenience, cost-effective results by processing time and cost reduction for public affairs of citizens.

  • Although there were many activities to provide FMC (Fixed Mobile Convergence) service by several foreign countries such as United States, FMC service could not make a good success for a number of reasons for example, customers indifference and lack of needs. On the other hand, recently FMC is showing its good progress at B2B market in foreign government such as in Germany and US satisfying e-government and BYOD (Bring Your Own Device) needs. • When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.

  • Although Korea's e-government is at the level of developed countries, it has been pointed out that the introduction of SOA is too slow. It also points out that the government's low SOA level has a negative impact on the UN's e-government rankings. In 2002, Korea introduced the first web service in the domestic public sector. At that time, there were few cases in the world where Web services were introduced in the public sector. However, the advanced e-government advanced countries already have SOA ideology based on e-government. Denmark and so on have SOA ideologies on the basis of e-government, and many countries make and use service repositories. In this environment, we analyze the application status of web service centered on the case of e - government in Japan.

  • New information communication technologies are changing our society completely, offering the government new possibilities for providing citizens and businesses with better, and more efficient E-Government services. This study analyzes the direct and indirect impact of service value, innovativeness, and users' participation level on the trust toward the Government. Results from a citizen survey indicate that service value, innovativeness, and participation positively affect the trust toward the Government, and that innovativeness has been found to affect service value as well as the level of participation. However, the moderating effect of political efficacy on the relationship between two variables(service value and participation) and trust have been found to be insignifcant. Several other findings and policy implications are also discussed.

  • This paper examines new phenomenon and transformation that arise from the expansion of knowledge-based economy, envisions the meaning of e-government through comparing traditional administration with new governance, formulates the e-government model, and presents a direction for next e-government for the conclusion. These new phenomenon include a transformation to product and service convergence model, cyber sovereignty dilemma, privacy and information security threats, and various others. Also, there is a gradual transformation from government-oriented administrative approach to a new governance model that strengthens the role of NGO. And, e-government must work together to realize this new governance ideology. New e-government must be transformed where government and citizens can implement and manage e-government together. Therefore, expanding applications of Public Key Infrastructure (PKI) technologies, promotion of e-Democracy, and improvement of user interface to improve usability must be emphasized.

  • This study explores the possibility of innovative government's administrative services to the public by reflecting the social implications of 'Big Data'. In particular, the idea of OPP (Order Penetration Point) and SOP (Service Offering Point) as a management scheme for the extension of administrative processes into the resident's living space is proposed to overcome the inherent limits of e-government service quality, the root cause of which is believed in the segregation of two spaces - the resident's living space and the government's offices. Furthermore, a discussion is made on how to integrate sensor data from the resident's living space with traditional administrative database, which is a new challenge in the course of synchronizing the two spaces. The implications on the process extension are also provided centering around the shift from reactive to proactive services.
