  • Life can be kept in suspended animation either before fertilization at oocyte stage or after fertilization at different stages of embryonic development for a variety of reasons. It not only has potential applications in fertility preservation and management in human but also has important roles in the preservation and management of animal genetic resources, low-cost international movement of selected genetics, and rapid dissemination of germplasm through assisted reproductive technologies (ART) and genetic engineering. Currently, slow-freezing and vitrification are the two approaches by which oocytes and embryos can be cryopreserved for long-term storage. Both of these methods have their own advantages and disadvantages but allow the cryopreservation of oocytes and embryos with comparable efficiency. Vitrification of oocyte and embryos, although proven successful just 13 years after slow-freezing, is generally considered an emerging technology and appears to slow gain acceptance in both animal and human ART despite having controversial storage and contamination issues. In this manuscript, we discuss the basic techniques of oocyt/embryo cryopreservation and review the current status and recent developments in vitrification.

Study on the Impact of Collaboration on Business Performance in the Public Sector (공공부문에서의 협업이 업무성과에 미치는 영향에 대한 연구)

  • Internal and external environment changes surrounding our society are pressing our government to solve a lot of difficult problems. These problems are more likely to be solved by a number of ministries and agencies, rather than a single ministry or agency. Thus collaboration is a necessary strategy to increase government's problem-solving skills. This study examines determinants of successful collaboration by analysing cases of local governments that solved uneasy problems covering many ministries after persistent efforts which have been controversial issues in our society. First, theoretical approach for collaboration and its matrix is examined. Second, interviews of government officers are analyzed to study collaboration cases. Finally, Strategic points of view are discussed to promote collaboration within government sectors. The results show that common goal sharing, incentives and supporting systems play important roles in inducing collaboration.

HIGH REDSHIFT GALAXY CLUSTERS IN ELIAS-N1/N2 FIELDS WITH A NEW COLOR SELECTION TECHNIQUE

  • Galaxy clusters, the largest gravitationally bound systems, are an important subject of study to place constraints on cosmological models. Moreover, they are excellent places to test galaxy evolution models in connection to their environments. To date, massive clusters have been found unexpectedly (Kang & Im 2009; Gonzales et al. 2012) and the evolution of galaxies in clusters is still controversial (Elbaz et al. 2007; Faloon et al. 2013). Finding galaxy cluster candidates at z > 1 in a wide, deep imaging survey data will enable us to solve such issues of modern extragalactic astronomy. We report new candidate galaxy clusters in one of the wide and deep survey fields, the European Large Area ISO Survey North1 (ELAIS-N1) and North2 (ELAIS-N2) fields, covering a sky area of $8.75deg^2$ and $4.85deg^2$ each. We also suggest a new useful color selection technique to separate z > 1 galaxies from low - z galaxies by combining multi-wavelength data.

  • The beauty of the laryngeal mask is that it forms an air tight seal enclosing the larynx rather than plugging the pharynx, and avoid airway obstruction in the oropharynx. The goal of its development was to create an intermediate form of airway management face mask and endotracheal tube. Indication for its use includes any procedure that would normally involve the use of a face mask. The laryngeal mask airway was designed as a new concept in airway management and has been gaining a firm position in anesthetic practice. Despite wide spread use the definitive role of the laryngeal mask airway is yet to be established. In some situations, such as after failed tracheal intubation or in oral surgery its use is controversial. There are several unresolved issues, for example the effect of the laryngeal mask on regurgitation and whether or not cricoids pressure prevents placement of mask. We review the techniques of insertion, details of misplacement, and complications associated with use of the laryngeal mask. We then attempt to clarify the role of laryngeal mask in air way management during anesthesia, discussing the advantages and disadvantages as well as indications and contraindications of its use in oral and maxillofacial surgery.

  • WRC-03 was held between 9 June and 4 July 2003 in Geneva, Switzerland. Over 2,200 delegates from 138 ITU Member States attended the Conference. The delegates considered some 2,500 proposals, and over 900 numbered documents related to 50 agenda items. The final output of the Conference consists of 527 pages of new and revised text of the Radio Regulations. This paper provides some details about the outcome of the radio astronomy related issues at the WRC-03 Conference. It is divided into two part: a) Agenda item1.8.2 and b) Agenda item 1.32, related to radio astronomy. Relevant extracts from the Final Acts of WRC-03 are given in the Appendix. Agenda item 1.8.2 was one of the most controversial Agenda Items at WRC-03. Studies were carried out within ITU-R TG 1/7 for the last three years; the results of these studies are summarized in Recommendation ITU-R SM.1633. The Conference adopted a new footnote (5.347A), that calls for the application of Resolution 739 (WRC-03) in the 1452-1492 MHz, 1525-1559 MHz, 1613.8-1626.5 MHz, 2655-2670 MHz, 2670-2690 MHz and 21.4-22.0 GHz bands. Agenda item 1.32 is to consider technical and reglatory provisions concerning the band 37.5-43.5 GHz, in accordance with Resolutions 128 (Rev.WRC-2000) and 84 (WRC-2000). WRC-03 reviewed and adjusted the New footnotes 5.551H and 5.551I cover the protection of radio astronomy observations in the 42.5-43.5 GHz band from unwanted emissions by non-geostationary (5.551H) and geostationary (5.551I) FSS and BSS systems, respectively.

Communitarian Liberalism and Controversial Issues in Moral Education (공동체적 자유주의와 도덕·윤리교육의 쟁점(I) : 교재관의 문제)

  • The purpose of this paper is to justify the following four points. 1) Both communitarianism maintaining perfectionism and liberalism maintaining state neutralism are wrong. Communitarian liberalism is right. 2) If we accept a standpoint of communitarian liberalism, every state must make its own moral textbook for the achievement of common good. Of course, it dose not mean that a government must be an author of moral textbook. 3) The subjects of unification education and democratic citizenship education must be included in moral textbook. The crucial difference between moral education and civic education lies not in the educational subject but in the educational method. In order to internalize communal values and virtue, moral education prefer reflective internalization to indoctrination. But civic education prefer indoctrination to reflective internalization. 4) An desirable Korean who shares Korean values and virtue, provisional moral truth of Korea is a citizen of two isms, namely nationalism and cosmopolitanism.

A Study on the Basic Environmental Considerations to Reflect the Time Value of Bulk Cargo (벌크화물의 시간가치 반영을 위한 기초환경 구축 방안 연구)

  • It is debated whether the time value of bulk cargo should be reflected in the economic assessment of SOC investments. The purpose of this study is to present the basic considerations that should be addressed to reflect the time value of bulk cargo. The study first tried to understand the status of foreign countries, related research cases, and the limitations of applying findings to the domestic situation. Further, the method of reflecting the time value of bulk cargo, as well as the extent to which it is reflected, varies across countries. Furthermore, the reflection of the time value derived from the transport selection model remains a controversial issue. To overcome these limitations, this study suggests basic environment considerations to reflect time. Although the need to reflect the time value of bulk cargo is fully recognized, it seems that there are issues that need to be reviewed and solved before its actual implementation. To complement this, further research needs to be conducted, and it is expected that more clear guidelines will emerge.

Short-term Benefits of Mobilization for Patients with Non-Specific Neck Pains: Executive Function and Neck Pain Intensity

  • Background: Cervical mobilization has been applied mainly for the improvement of arm and neck movements and pain reduction, and little research has been done to improve the executive function. Since this kind of so-called mechanical neck pain is one of most common symptoms, there are controversial issues about this with spine alignment. Posteroanterior (PA) mobilization from the Maitland concept is a process of examination, assessment, and treatment of neuromusculoskeletal disorder by manipulative physical therapy. Objective: To examine the short-term benefits of mobilization for patients with non-specific neck pain. Design: Dual-group Pretest-Posttest Design from the Quasi-Experimental research Methods: Fourteen participants (male 8, female 6; 20's of their age) with non-specific neck pains which are distributed all the unilateral or bilateral body side were recruited. Participants were categorized to Neck Pain with Movement Coordination Impairments (NPMCI) and Neck Pain with Mobility Deficits (NPMD) groups according to the results of physical examination. Professional physical therapist who has over 15-years-of clinical experience applicated manipulative therapy for the neck pain, an occupational therapist only conducted evaluations; K-NDI (Korean version of the Neck Disability Index), VAS (Visual Analog Scale), BDS-K (Korean version of Behavioral Dyscontrol Scale) for decreasing possible adverse effects; there were no person who reported other symptoms followed 4 weeks from the trial. Results: In the NPMCI group, data analysis indicated statistical differences between the PA mobilization interventions in NDI and BDS-K; even though, pain was reduced in VAS, this is not a significantly differ. In the NPMD group, data analysis represented statistical differences between the PA mobilization interventions in NDI, VAS and BDS-K; the scores were represented to be increased or the pain got relief. Conclusions: PA mobilization techniques according to Maitland concept have beneficial effects in patients with neck pain and other clinical positive effects which included neck disability, pain itself and motor function of upper extremity.

Reconstructing History: Founding 'America' and Woman's Role in Sedgwick's The Linwoods (역사의 재구성-세즈윅의 『린우드가』에 나타난 '미국' 건국과 여성의 역할)

  • This paper examines how Sedgwick makes a political allegory of founding the nation in domestic terms in The Linwoods (1835). Set in the Revolutionary period, The Linwoods is a historical fiction reconstructed by the writer in order to diagnose currently controversial issues. In this aspect, Sedgwick's interest in history is genealogical in Foucaudian sense. Foucault's genealogical method provides a way of recuperating a part of history hidden, submerged, obliterated by the official history. Seen in a genealogical perspective, the story of the Linwoods can be viewed as a political allegory in order to explore political conflicts of Sedgwick's own day. Faced with the threat of national disunion presented in the Nullification Crisis of sectional conflicts and divisions, Sedgwick attempts to provide a fictional solution to the first serious challenge to the U. S. Constitution. Going back to the times around the American Revolution, Sedgwick emphasizes how strenuously the American Constitution of America was formed as the outcome of the war against the tyranny of Britain, and how the Union was made on the basis of the cooperation between the States. By posing a contrast of political positions between family members, Sedgwick imagines a family/nation that allows diverse political positions. The conclusion of a diversity of marriages between man and woman who agree to be united after overcoming their differences in political affiliations seems to show her conservative proclivity to support the Union. However, by emphasizing the principles of freedom and equality represented by the significant role of Isabella and Rose, an African-American slave, in the victory of the American Revolution, Sedgwick also supports the spirit of the Jacksonian American democracy.

A Health and Safety Issue in the Serious Accident Punishment Act - Focusing on the Contract, Service, and Commission Relationship Issues - (중대재해처벌법의 안전보건상의 쟁점 고찰 - 도급·용역·위탁관계 문제를 중심으로 -)

  • Objectives: Given the real problems at industrial sites related to the Serious Accident Punishment Act (SAPA), it has become controversial as a particularly important issue in terms of occupational safety and health. I intend to examine in detail what are the problems and how to approach them. Methods: The contents of SAPA were reviewed focusing on whether its provisions conform to the principles of occupational safety and health, whether they fit the related legal theory, and whether they are effective for accident prevention. The purpose of this study is to examine whether there is a problem with SAPA from the perspective of the effectiveness of accident prevention by combining occupational safety & health management theory, and legal theory. Results: In order to ensure the effectiveness of SAPA, it should be revised to increase the predictability and implementation of safety and health measure standards. Otherwise, it is expected that there will be not only economic and social costs in the short term, but also side effects that disrupt the safety law system, resulting in a considerable number of post-mortem conditions in the mid- to long term. Conclusions: It is easy to see in comparative law that raising the legal punishment alone does not have the effect of preventing industrial accidents. SAPA should be revised as soon as possible in the direction of faithfully and elaborately reorganizing the standards for safety and health measures.
