This study analyzes the cost fluctuation between cost in contract stage and cost in adjustment stage in defense R&D project. This research shows that certain costs hold with the cost fluctuation and their degree of influence. The results of first analysis show that 13 out of 17 costs have a relationship with the cost fluctuation. The estimate of direct labor cost is positive and significant at the 0.1% level(direct labor = 1.022, t = 38.355). The estimate of amount of cost paid to subcontractor is positive and significant at the 1% level(amount paid to subcontractor = 0.942, t = 51.894). The results of second analysis show that all the direct costs have a relationship with the cost fluctuation(The fact that cost system is focused on direct labor cost is a consideration in this analysis). The estimate of direct labor cost is positive and significant at the 0.1% level(direct labor = 2.014, t = 21.787). The estimate of amount of cost paid to subcontractor is positive and significant at the 0.1% level(amount of cost paid to subcontractor = 1.068, t = 15.636). This finding supports a proposal theory that cost system is focused on direct labor cost through actual proof analysis and an inducement that amount of cost paid to subcontractor is a way to reduce the R&D cost.
In context of e-commerce, negotiation is a procedure to help negotiate between buyer and seller by adjusting their negotiation issues such as price and in terms of payment. We used intelligent agent and mobile device to promote new framework of e-commerce. Moreover, this framework can help buyers and sellers to carry their commercial transactions effectively. In regard to that issue, we need to carry out the research of negotiation agent that can be used in e-commerce fields. In this paper, we modeled the negotiation using CSP for the performance of agent in m-commerce environment. Furthermore we implemented interface for mobile device to extract buyer's requirement and preference easily Besides that we used utility function to make a decision for various evaluation functions and suggestions that are used for evaluation of negotiation issues. A difficulty of generating offer is dependent on the number of negotiation issues and the range of the values. Therefore, if any offer has a number of negotiation issues and the range of values are wide, the search space will be exponentially expanded. There have been many studies fur solving this problem, we applied those techniques to improve the agent's ability of negotiation. For example, a contract can be accomplished by exchanging seller and buyer's offer that is generated by agent to adjust the requisite profit for each party. Finally, we show the improvement of satisfaction as the negotiation is processed.
The purpose of this study was to seek a workable alternative to replace a big deal related to the journal budget for the maintenance of academic libraries with the largest issue on the E-journal consortium. The contents of this study was to present it. It had examined the current situation, strengths, weaknesses and corresponding to replace the big deal contract. After reviewing the literature, we looked into the alternative activities for the big deal such as open access-based, usage-based, consortium improvement-based, publishers lead, and other models. As a result, the 'consortium cost reapportion model' was an alternative for the KESLI. The alternative was in the short term for cost division format, but long-term oriented for a consortium single(bloc) payment type or national licence model. The model was based on the data from the last year. It had evaluated download the PDF and HTML documents, but the three times weighting more than others, and the rest of 14 factors of 0.5 to 5 out of 100 total score. The total amount negotiated by national units 10, 20 and 30 grades for the final step was allocated to the participating library on the KESLI consortium.

A collaborative system supports collaboration among participants by providing functions such as group composition and management of data shared for collaboration. In recent years, research on collaborative services based on the blockchain technology has been done to guarantee the reliability of collaboration processes and outcomes. The diversity of the application domains in which collaborations are performed and the various characteristics of the participants in the collaboration group naturally leads to various forms of collaborative processes. In order for these processes to produce the desired outcome of the collaborative efforts, it is desirable to specify the appropriate collaborative process in advance, so that the participants can understand and agree on the process, carrying out the collaboration. In this paper, we propose a method to control flexible collaborative processes according to workflow specifications in the Ethereum-based collaborative service environment. The specification of the workflow for the designated task is stored in the Ethereum smart contract and the process of performing the task is controlled according to the stored workflow specification. For this, we introduce JSFlow which is a simple workflow specification method using JSON and an Ethereum library to utilize it.
This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.
Blockchain is considered as an innovative technology along with Artificial Intelligence, Big Data, and Internet of Things. However, since the inception of the genesis of blockchain technology, the cryptocurrency Bitcoin, the technology is not utilized widely, not let alone disruptive applications. Most of the blockchain research deals with the cryptocurrency, general descriptions of the technology such as trend, outlook of the technology, explanation of component technology, and so on. There are no killer applications like Facebook or Google, of course. Reflecting on the slow adoption by businesses, we wanted know about the current status of the research on blockchain in Korea. The main purpose of this paper is to help business practitioners to identify the application of blockchain to enhance the competitiveness of their organization. To do that, we first use the framework by Iansiti et al (2017) and categorize the blockchain related articles published in Korea according to the framework. This is to provide a benchmark or cases of other organizations' adoption of blockchain technology. Second, based on the value proposition of blockchain applications, we suggest evolutionary paths for adopting them. Third, from the demand pull perspective of technology adoption for innovation, we propose applicable areas where blockchain applications can be introduced. Fourth, we use the value chain model to find out the appropriate domains of blockchain applications in the corporate value chains. And the five competitive forces models is adopted to find ways of lowering the power of forces by incorporating blockchain technology.

The university facility is made up of multiple buildings and has many maintenance items. In addition, administrative constraints need to be handled within a limited period. Most maintenance work is small scale and multi-work construction, such as waterproofing, needs to be organized. The facility manager makes annual unit price contract with a maintenance company and carries out the maintenance work. On the other hand, delay and rework is occurring because existing maintenance work performed without scheduling based on the manpower input. This study proposed a scheduling model that can support the facility manager to manage maintenance works of multiple university facilities at the program level. The model consists of three stages in order. In object analysis, details of the maintenance items were analyzed and the quantity is calculated based on the quantity takeoff sheet. In resource analysis, the craftsmen and construction period of detailed works are derived for the effective input of craftsmen. In scheduling, the priority of each work and the optimal manpower input are derived. The optimal schedule is selected according to the goodness of fit. The applicability and effectiveness of the prototype was evaluated through a case study and interviews with case participants. The model was found to be an effective tool to support the scheduling of maintenance works for the facility manager.
The failure of company management that does not overcome the recession of shipping economy has negative impact on front-end and back-end industries in relation to shipping industry overall. This study aims to derive a measure of government policy support for win-win of ship owners and shippers by performing a survey with experts in ship owners, shippers, and port-related institutions. This study employed a consistent fuzzy preference relation (CFPR) method to provide the priority of government policies. The study results showed that out of all 14 policies, the policy perceived most important was "expansion of participation in share of shipping company or ships of shipper (0.102)" followed by "strengthening of national shipper-centered service quality (0.101)", and "providing a long-term transportation contract model of container cargo (0.085)". To recover the Korean shipping industry via win-win of ship owners and shipper, the policy enforcement is important through correct government policy establishment and priority selection. In this regard, this study contributed to proposing policies and priority of the policies. For the future study, detailed analysis on comparison of perception difference among stakeholders in the shipping industry is needed.

The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.
Purpose - The major objective of this study was to investigate the effect of franchisor's (economic and philanthropic) CSR in inspiring franchisee's loyalty for the franchisor. Another aim of this investigation also was to clarify the mediating role of economic and social satisfaction in the relationship between franchisor's CSR and franchisee's loyalty. Research design, data, and methodology - This study explores the structural relationship between franchisor's CSR and franchisee's loyalty and in these relationships, the mediating role of relationship satisfaction. Data were gathered from employees(above manager) in food-service franchisee companies in Seoul, Korea. The questionnaires were distributed to managers of the franchise stores. A total of 251 questionnaires were collected. Data management and analysis were performed using SPSS 21.O and SmartPLS 3.0. Evaluation of measurement model and structural model was carried out using confirmatory factor analysis and correlation analysis. Result - The results of this study show as follows. First, economic CSR had positive effects on economic satisfaction and social satisfaction. Second, philanthropic CSR had positive effects on social satisfaction. Third, economic satisfaction and social satisfaction had positive effects on franchisee's loyalty to the franchisor. Conclusions - The important implications of this study have as follows. First, this study has found that economic CSR can create a high economic satisfaction and social satisfaction of franchisee. Second, this findings suggest that the philanthropic CSR can improve the social satisfaction of franchisee. Third, this results demonstrate, for the first time, that the economic satisfaction and social satisfaction of franchisees can play a crucial role to improve their loyalty for the franchisor and pursue mutual development by maintaining the stable business relationship with a franchisor. In this investigation there are at least three limitations. First, Because the research sample is limited to the foodservice franchisee in Seoul, it is not possible to be representativeness of the national franchisee. Second, CSR activities are mostly focused on large franchise companies. Therefore, there is a limit to the research approach. Finally, this study examined the effect of economic CSR and philanthropic CSR on the loyalty of franchisors, but in the future study, it is necessary to analyze the relationship between CSR and loyalty of franchise companies by collecting specific quantitative data such as re-contract rate and management performance of franchisees.
