A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P&I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P&I clubs and their implications upon shipboard operations.
Based on the string, Euler beam, and Timoshenko beam theories, the transfer functions of axially translating web system to predict the lateral tracking are introduced in this paper. In addition, total transfer function of a multi-span web handling system is developed by the combination of the transfer functions of each single span. Experiments and computations are carried out and the results obtained for the Timoshenko beam model are compared with those of other models. The comparison indicates that the predictions from the Timoshenko and Euler beam models are quite different from that of the classical string model in both the gain and phase response. The results are expected to help in the development of high fidelity models of web tracking systems within a general computational framework.
This paper presents two kinds of new approaches, one of which is concerned with recognition of emotional speech such as anger, happiness, normal, sadness, or surprise. The other is concerned with emotion recognition in speech. For the proposed speech recognition system handling human speech with emotional states, total nine kinds of prosodic features were first extracted and then given to prosodic identifier. In evaluation, the recognition results on emotional speech showed that the rates using proposed method increased more greatly than the existing speech recognizer. For recognition of emotion, on the other hands, four kinds of prosodic parameters such as pitch, energy, and their derivatives were proposed, that were then trained by discrete duration continuous hidden Markov models(DDCHMM) for recognition. In this approach, the emotional models were adapted by specific speaker's speech, using maximum a posteriori(MAP) estimation. In evaluation, the recognition results on emotional states showed that the rates on the vocal emotions gradually increased with an increase of adaptation sample number.
This paper describes an approach for classifying myoelectric patterns using a multilayer perceptrons (MLP's) and hidden Markov models (HMM's) hybrid classifier. The dynamic aspects of EMG are important for tasks such as continuous prosthetic control or vari- ous time length EMG signal recognition, which have not been successfully mastered by the most neural approaches. It is known that the hidden Markov model (HMM) is suitable for modeling temporal patterns. In contrasts the multilayer feedforward networks are suitable for static patterns. Ank a lot of investigators have shown that the HMM's to be an excellent tool for handling the dynamical problems. Considering these facts, we suggest the combination of MLP and HMM algorithms that might lead to further improved EMG recognition systems.
For many decades, the railway was constructed using tracks with jointed rails of relatively short lengths in accordance with rolling and handling technology. The joints cause many drawbacks in the track and lead to significant maintenance cost. So, railroad engineers became interested in eliminating joints to increase service loads and speeds by improving rolling, welding, and fastening technology, Continuous welded rail(CWR) track has many advantages over the conventional jointed-rail track. But in the case of the elimination of rail joints, it may cause the track to be suddenly buckled laterally by thermal and vehicle loads. Thermal loads are caused by an increase in the temperature of railway track. In this paper, CWR track model and CWRB program are developed for linear buckling analysis using finite element method(FEM). The finite element discretization is used with a total of 14 degrees of freedom for each rail element. The stiffness of the fastener, tie, and ballast bed are included by a set of spring elements. The investigation on the buckling modes and temperature of CWR track is presented in the paper.
This paper describes the Petri Net(PN) model for reliability analysis of fault-tolerant dual Ethernet which Is applied in Naval Combat System. The network for Naval Combat System performs failure detection and auto path recovery by handling redundant path in case of temporary link failure. After studying the behavior of this kind of network, the reliability analysis model is proposed using stochastic Petri Net and continuous-time Markov chains. Finally, the numerical result is analyzed according to changing the failure rate and the recover rate of link.
In this paper, a robust nonlinear prediction-type controller (RNPC) is developed for the continuous time nonlinear system whose control objective is composed of system output and its desired value. The basic control law of RNPC is derived such that the future response of the system is first predicted by appropriate functional expansions and the control law minimizing the difference between the predicted and desired responses is then calculated. RNPC which involves two controls, i.e., the auxiliary and robust controls into the basic control, shows the stable closed loop dynamics of nonlinear system of any relative degree and provides the robustness to the nonlinear system with parameter/modeling uncertainty. Simulation tests for the position control of a two-link rigid body manipulator confirm the performance improvement and the robustness of RNPC.
In this paper, a programming system for SCARA-type robots is designed, consisting of robot language, computational facilities and programming tools for handling interconnection environments. In designing the robot language, CLRC(C Library for Robot Control) is introduced, using the general-purpose language 'C' as base programming language. Also the motion primitives for Continuous Path control as well as Point-To-Point motion arc included. By means of frame and homogeneous transformations the system is capable of applying the SCARA-type robot efficiently and easily for any given task.
Knowledge based fault diagnosis has a limitation in determining the cause and scheme for the fault, because it detects faults from signal pattern only Therefore, model-based fault diagnosis is requested to determine the fault by analyzing output of the equipment from its dynamic model. This research shows a method how to devise the automaton of system as a model for normal and faulty condition through the reduction of handling data by quantization of vibration signals and the example which is concerning to the bearing of ATM. The developed model based fault diagnosis was applied to detect the faulty bearing of ATM, which results.

The employment of risk management theory in Urban Disaster Management System (UDMS) has become an important trend in recent years. The viewpoint of risk management is mainly a comprehensive risk assessment of various internal and external factors, and a subsequent handling of risks. Through continuous and systematic accumulation and analysis of risk information, disaster prevention and rescue system is established. Taking risk management theory as the foundation, Organization for Economic Cooperation and Development (OECD) has developed a series of UDMS in the mega-cities all over the world. With this system as a common platform, OECD cooperates with different cities to develop disaster prevention and rescue system consisting of vulnerability assessment methods, risk assessment and countermeasures. The paper refers to the urban disaster vulnerability assessment and risk management of OECD and the mega-cities of different advanced and developed countries in the world, and then constructs a preliminarily drafted structure for the vulnerability assessment methods and risk management mechanism in the metropolitan districts of Taiwan.
