항공기 지속감항성 유지에 관한 연구 (A Study on the Continuing Airworthiness of Aircraft)

  • The first Type Certificate project for small airplane is in progress in the Republic of Korea. Therefore, it is necessary to prepare the circumstances that the airplane developed and certificated by this country will exported to foreign countries and operated in the world. One of the main items to be prepared is the systems related with continuing airworthiness of aircraft during the operation. From this point of view, the systems and corresponding capabilities to maintain the aircraft to continue the flight and safe landing will be the immediate work. This study is to review the continuing airworthiness system established by foreign countries such as USA FAA and European EASA and to propose how we will setup our continuing airworthiness system for the airplane developed and certificated by the Republic of Korea.

  • As the issuance of type certificate and production certificate for KC-100 Naraon, Korea is ranked as the State of Design and the State of Manufacture for civil aircraft specified in the Convention on International Civil Aviation. It means that another responsibilities are imposed and new frameworks are required for the airworthiness management including the continuing airworthiness. So far the minimum airworthiness management system was sufficient as the State of Registry for the aircraft operations and safety management. However, we need to establish and maintain the airworthiness management system for the effective certification and oversight of our air operators and approval holders. This paper introduces the new obligations under the Convention on International Civil Aviation, reviews the current aviation regulations and procedures and presents the strategy for the establishment of the regulatory system to ensure the airworthiness of aircraft.

  • Current limitation of Aviation airworthiness manage system and text based Aviation safety report data, lack of Data Manage system for aviation parts failure and lack of continuing airworthiness related to task linking system for Inspection/Report/Improvement(AD ; Airworthiness Directive) have been apprehended to suggest direction of realizing improved operating system by applying aviation airworthiness manage system by using standardization and safety performance index based managing and safety performance index based data analyzing.

  • Continuous airworthiness system is comprised of regulations and procedures to assure the safety and reliability through the total stage of development, certification and operation of aircraft. The purpose of this system is not only to provide the guidelines that should be kept by manufacturers and operators, but also to evaluate the maintenance capability in every activity of safety related procedures. During the development process of the mid and large size aircraft, operational experience should be reflected systematically for a safer and more reliable product by using the meaningful data base from operation. The relationship of safety roles between manufacturer and operator is mutually complementary, and the roles of each function have an influence to the next step. Overall structure of the procedure contains the concept of continuous analysis and feedback to achieve highest degree of safety and reliability during the entire life of aircraft. Finally, this paper describes how the feedback is made and used for aircraft design from operational experience under the continuous analysis and surveillance system.

국내 개발 항공기에 대한 항공안전 고장보고 제도운용에 대한 고찰 (Study on the implementation of malfunction, defect and failure reporting system to the korean indigenous aircraft)

  • ROK issued its first type certificate to the KC-100 airplane, Part 23 normal category, and become the State of Design (SoD) in 2013. Before this, ROK aviation regulations were focused on the operation and continued airworthiness of aircraft registered and operated in ROK that were designed and manufactured in another contracting state. Therefore the implementation of reporting system were restricted to gather the failure and service difficulty reports from the owners or operators and transmit the information to the State of Design and/or the manufacture relating to the type certificated aircraft. However, ROK, to fulfill the accountability of the State of Design, has to ensure there is a system to address the information received from the State of Registry on failure, malfunctions, defects and other occurrences that might cause adverse effects on the continuing airworthiness of the korean type certificated aircraft. This paper presents an overview of ICAO requirements for the State of Design, and current implementation of reporting system of USA and Japan and discusses the current status and further considerations on the rule-making for the malfunction, defect and failure reporting system applicable to the korean indigenous aircraft.

Fielding a Structural Health Monitoring System on Legacy Military Aircraft: a Business Perspective

  • An important trend in the sustainment of military aircraft is the transition from preventative maintenance to condition based maintenance (CBM). For CBM, it is essential that the actual system condition can be measured and the measured condition can be reliably extrapolated to a convenient moment in the future in order to facilitate the planning process while maintaining flight safety. Much research effort is currently being made for the development of technologies that enable CBM, including structural health monitoring (SHM) systems. Great progress has already been made in sensors, sensor networks, data acquisition, models and algorithms, data fusion/mining techniques, etc. However, the transition of these technologies into service is very slow. This is because business cases are difficult to define and the certification of the SHM systems is very challenging. This paper describes a possibility for fielding a SHM system on legacy military aircraft with a minimum amount of certification issues and with a good prospect of a positive return on investment. For appropriate areas in the airframe the application of SHM will reconcile the fail-safety and slow crack growth damage tolerance approaches that can be used for safeguarding the continuing airworthiness of these areas, combining the benefits of both approaches and eliminating the drawbacks.
