Our country is promoting the introduction of new means of transportation due to insufficient supply according to the existing demand of road traffic. Among them, manless light railroad transit is settled down as the most definite alternative. However, new traffic systems such as manless light railroad have certain difference between characteristics of hardware and software and subway system. Therefore, there will be many differences compared to the existing contingency system when accidents occur. Railway management organization has to establish railway contingency plan and acquire permission from the minister of the Ministry of Land, Transport, and Maritime Affairs. However, as commercial transportation is available, a new traffic system also should establish contingency plan. Therefore, the establishment of systematic contingency plan is suggested in order to analyze characteristics of manless light railroad in the beginning of introduction and to make contingency response available.

We need the contingency cost in order to deal with the uncertainty to be accompanied inevitably at the construction and an every kind risk not to forecast in advance. And also the contingency colt needed for the change order and we need it for reduction of the delay and reduce the trouble between owner and constructor. This study, through checking and analyzing the risk factor, in the step of domestic construction, suggests optimal management reserve to specific business about the contract type and the scale. The main results of this research are summarized as follow. First, I investigated the recognition about the contingency cost, grasped the risk to be happened at the construction step and found out the frequency occurrence, through making up question to engineer are carrying out their job in the domestic construction. Second, I computed optimal contingency cost rate by the statistics investigation, and proposed an improvement plan and problem when compute a contingency cost.

This paper presents algorithm to plan construction and expanding of substation considering contingency accidents by proposing utilization factor according to configuration of substation bank system. In this paper, firstly, proper sphere of supply area by each district which could be standardized with respect to its supply capacity is established under assumption of long term load forecasting. Secondly, goal of utilization ratio based on configuration of substation bank was set to keep reliability by remaining sound bank when it happen to one bank accidents. Finally, it is set up for optimal construction and expanding of substation considering economy and reliability simultaneously about substation to exceed these ratio. To verify proposed algorithm, at first, after adopting a part of Kangnam area in Seoul as area for testing, it is divided into several regions for this area according to power branches of power utility. Secondly, by deriving correlation factor between load demand and economic indicators in these region respectively, the regional load forecasting was performed with economic growth and city plan scenario. Finally, based on the predicted load demand by region and land use data which is identified from air-photographic, the load demand by district was predicted. Also, planning for substation considering contingency is formulated to expand taking into account computing utilization factor which is based on configuration of substation bank respectively.

This study as a demand of reconstruction allows the longevity of the multi complex, analyze the problems and solutions for a long term maintenance planning scheme, and how to save contingency fund to utilize. The major role of the multi complex housing market reflects Positively on our valuable society, provides a better life of environment on top of longevity and for the superior living duality. For a achievement and improvement existing long term maintenance Plan and contingency fund system should be considered as follows. First, shall be expanded more units of house as smaller group. Second, advice from expert shall be reconsidered, eliminated, and protected reorganizing an informal reconstruction planning comparatively legal procedure must be renegotiated and pursued. Third, the fund which saved for the contingency has to clarified as tax free item by government. It's not only mistreated as a limitation of personal asset but also treated as national source Despite of rather compulsive and constructive method must be noticed by whoever owns for, more positive follows, promotion and directing must be able to guide its understanding and adherence of importance and inevitability.

NOWPAP사업 추진등 인접국가간 방제협력체제의 구축 21세기 방제정책은 선진 방제체제를 조기에 구축하여 방제작업의 과학적ㆍ전문화ㆍ국제화를 동한 실행적 방제능력 향상에 주력하여야 할 것이다.

Massive underground excavation can be carried out recently due to the technical development of the excavation for retaining wall. Feed-back analysis using field measurement results is recommended to secure the stability of the construction because calculated values at stages of the design and the construction are uncertain. Reinforcement plan should be established based on the result of it. This study deals with the underground excavation site, which is under construction and is close to structure(subway) at downtown area. The result of feed-back analysis on the measurement data of displacement at multi-soil layers was reflected to make a plan for safe construction. This case study can be useful information for contingency plan on abnormal displacement which can be occurred at similar underground excavation.

This paper deals with implementation of an expert system to obtain an optimal plan of load transfer for fault restoration with the capability of security monitoring and assessment in distribution systems. Based on the technique of load transfer tree analysis, the proposed expert system can afford to assist system operators in proposing an optimal plan of load transfer for fault restoration, In paticular, an application of the proposed ES to practical distribution systems yields an optimal load transfer plan which ensures system security by considering security assessment for contingency of feeders and main transformers in the knowledge based sense.

This study was carried out to check the contingency planning methods under the analysis of oil spill potential and make a guide line to apply the results to the port of Busan. The expected spilled oil drift patterns are considered with the most probable scenarios under the base of the oil spill potential. The results obtained from this study are as follows: (1) Analysis method of oil spill potent was proposed and the applicability was proved by the application example to the port of Busan to make the contingency plan. (2) Responsible oil spill contingency planning methods / flow are suggested considered environmental factors and the oil spill potential. (3) The coastal waters of Busan was consist of rocky flat, man-made solid shore and beach shore. Marine traffic have high density of oil tanker and cargo ship. Also, oil tanker ship are examined in the small ships to be less than 3000t to supply oil to the ship moored / anchored as well as the large amount of oil tank / basin are located along the coast of Busan port. These systems are introduced to make in put data to the analysis of oil spill potential. (4) According to the analysis of historical records of oil spill accident in Busan, the frequency of accidents by cargo ship rank highest and 45% of accidents is caused by carelessness. about 65% of total accidents shows a small spill accident of less than $10k{\ell}$.
