While making a vigorous discussion about self-regulation for exponential growth of harmful health information on the Internet, many countries lave made various efforts to select and circulate high quality health information on the Internet. The purpose of this study Is to review the serf-regulation methods of health information on the Internet and to suggest quality control methods of health information on the Internet suitable for Korea. Self-regulation methods of the health information on the Internet include ‘content rating system(or content selection system)’, ‘codes of conduct or guideline’, ‘internet hot-line’, ‘education for information providers and consumers’. Any self-regulation method should be used with other methods. We can regulate health information on the Internet effectively by using both self-regulation methods and compulsive methods such as law. Also information providers, information consumers, specialists, consumer representatives, scholars, governments officers should take part in doing these efforts and make concern.

최근 인터넷 환경은 인터넷 내용규제에 대한 새로운 접근을 요구한다. 헌법재판소가 인터넷을 가장 참여적인 시장으로 표현촉진적인 매체라고 정의한 지 20여년이 흘렀다. 그 동안 인터넷에서는 디지털성범죄, 마약, 자살정보, 악성댓글, 혐오표현, 가짜뉴스 등 표현의 자유로만 설명할 수 없는 다양한 문제들이 등장했다. 통신심의 제도에 대한 논의가 중요한 이유이다. 본고는 국내 통신심의 제도에 대한 입법적 분석, 사법적 분석, 행정적 분석을 시도한다. 통신심의 법률 현황과 특징은 무엇인지, 통신심의에 대한 사법부의 판단은 어떠한지, 실제 통신심의의 운영과정과 특징은 무엇인지 분석하였다. 입법적, 사법적, 행정적 접근을 통해 국내 통신심의 제도의 문제점을 총체적으로 다루었다. 이를 통해 국내 통신심의 제도 개선을 위한 정책적 제언을 도출하였다.

기술은 다양한 차원에서 잠재적 용도를 가지고 있고, 그것을 둘러싼 사회적 맥락에 의해 끊임없이 변화한다. 따라서 기술이라는 인공물의 내적 논리체계에는 정치적 함의가 투영되어 있다고 할 수 있다. 이것은 인터넷 규제기술에도 동일하게 맥락화 될 수 있는데. 어떠한 기술이 채택되느냐에 따라서 정보통제권 관계는 매우 가변적이다. 본 논문은 인터넷 내용등급제를 사례로 이용자 정보통제권에 정합하는 인터넷 규제기술 구조와 원리 및 그 사회적 함의를 고찰한다

This study analyzes and compares the contents of the prohibited history textbooks to the officiated curriculum textbooks during the Japanese Intervention period. By doing so the study will discuss the curriculum regulation through the new educational sociology aspects. The results are as follows. First, the Residency-General placed Japanese advisors in educational faculties to prepare a foundation for colonial education. It was intended to influence the educational system and its contents by displaying their superiority represented by their group of elites. Second, In 1908, the authorities issued the textbook regulation, which controlled the contents of the education before the book was published. The standard for the regulation was to exclude contents that are disadvantageous to Japan, and is favorable to colonial rules. Third, The prohibited textbooks contained contents that violate the standards. This shows that during the Residency -General period the textbook examination system was a tool to control school curriculum. Fourth, after comparing the contents of both prohibited textbooks and regulated textbooks, the prohibited history textbooks included the national independence, the victory over the Japanese, patriotism, and unfavorable relations with Japan. On the other hand, the regulated textbooks omitted patriotism and ethnicity-independent content, and instead filled its content with a friendly relationship Korea had with Japan at the time. This phenomenon proves that knowledge and the way of thinking are favorable towards superior groups of society and have an influence in determining the content of school education. This is the new education sociology theology.

According to the Article 4(Confirmity Assessment)of the Electrotechnical Regulation, Confirmity Assessment for the Electrotechnical Regulation decides confirmity of Electrotechnical Regulation; whether to satisfy performances and requirements(determined from Electrotechnical Regulation). It evaluates technical requirements, new technology and standards. However, it does not evaluate technical content stated from Electrotechnical Regulation & Conformity Criteria. From Confirmity Assessment, the technology will be decided whether to fulfill performances and technical requirements. Which is predetermined by contents related to Electrotechnical Regulation. Test standards and test conditions will be overlooked to determine its performances and technical requirements for safety. This paper will show that, studies have been done to determine the guideline for Confirmity Assessment, which is evaluated from performances and technical requirements associated with Confirmity Assessment of electrical installation for new technology of wireless power transfer.

The main purpose of the study is to analyze the features of state regulation of the labor market in a crisis. Structural shifts in the labor market are due to the transformation of public and economic relations in today's globalized world. Increasing competition, the development of the knowledge economy, information technology, changes in the content and forms of labor require updating the labor market regulation system. The research methodology implies the use of modern methods of analysis. The analysis of the features of state regulation of the labor market in crisis conditions is carried out.

본 논문에서는 온디맨드 비디오 스트리밍 플랫폼에 대한 콘텐츠 쿼터제 적용의 실효성 확보 방안에 관하여 분석하였다. 특히 넷플릭스(Netflix)의 EU시장 진출에 대한 공동체의 대응을 중심으로 단일시장 내 저작권 보호 및 문화산업 보호에 관한 OTT 규제의 효과성을 분석하였다. 온디맨드 비디오 스트리밍 서비스와 넷플릭스의 성장 그리고 넷플릭스의 EU 시장 진출에 대해 고찰하고 있다. 다음으로 EU 내 온디맨드 비디오 스트리밍 서비스 현황을 분석한다. 온디맨드 비디오 스트리밍 서비스 시장 대응에 관한 EU의 정책은 디지털 단일 시장 내 '이동성(portability)' 그리고 저작권 보호를 위한 콘텐츠 쿼터제 등으로 구성되며, OTT 규제의 세부지침의 고찰을 통해 시장보호 그리고 온라인 스트리밍 서비스업의 경쟁력 제고 방안 측면을 분석하였다. EU는 유럽 방송사업자에게만 적용되어 온 콘텐츠 쿼터제를 OTT 사업에 적용, 규제함으로써 역내 문화산업 보호 및 저작권 보호 강화를 도모하고 있다.

This study aims to suggest a measure to reduce industrial accident and secure adaptation to the industrial safety regulation policies by empirically establishing the effects of stress from adaptation to the industrial safety regulation on the human error, one of direct causes of industrial accident to the target groups of the industrial safety regulation policies. This study as for content range examines the stress from adaptation to the industrial safety regulation, job satisfaction, human error, and as for spatial range, this study performed an empirical research on the workers of 24 companies located within Chungcheong region centers district among 153 companies nationwide that uses 7 chemicals by introducing PSM (process safety management) system of the Ministry of Employment & Labor as of January 2012. Based on these results and suggestions there are five(5) necessities to reduce industrial safety regulations adaptation stress and human error generation, first(1st) is the necessity of understanding influential factors to stress, second(2nd) is the necessity to customized vocational training, third(3rd) is improving enhance system of job satisfaction, forth(4th) is preparing stress-reduction program, and fifth(5th) is introducing on-site restrictive action of advanced country as politics items.

Mandatory shutdown policy of the juvenile protection act was enforced in December 2011 to prevent game addiction of the youth. However, the size of game market in Korea seems to be reduced significantly after implementation of the shutdown policy. The purpose of this study is to investigate the impact of current government regulations on Korean online game market. Based on empirical evidences and results from the related literature, we developed several causal loop diagrams(CLD) and system dynamics models. The CLD include sub-diagrams of innovation processes, user commitments, and operational costs. We conducted simulation analyses under various policy scenarios, adopting Normalized Unit Modelling By Elementary Relationship(NUMBER). Our results show that first, the impact of time regulation on the number of users is greater than the impact of content regulation. Second, the quality of domestic online game appears more elastic to regulations than the quality of foreign online game. The results of this study suggest that the deregulation in Korean online game market can narrow the gap in market outcomes between domestic and foreign online games. Some recommendations for future study are suggested.

${\alpha},\;{\beta}-Adrenergics$, and calcium channels were known to be related to inducing cardiac hypertrophy. Recently, it was reported that the cardiac renin-angiotensin system (RAS) was an important factor in ventricular hypertrophy. The present study was aimed to investigate the effects of ${\alpha},\;{\beta}-adrenergic$, and calcium channel blockers that might be involved in the regulation of cardiac RAS. The reverse transcription-polymerase chain reaction (RT-PCR) was used to detect the expression of renin gene in the perfused rat heart. Changes in angiotensin converting enzyme (ACE) activity and cyclic AMP (cAMP) content which were thought to play a role in inducing cardiac hypertrophy were measured in the perfused rat heart. The expression of renin gene was not only increased by isoproterenol with metoprolol-pretreatment but also increased by vasopressin treatment in the presence of calcium channel blocker, nifedipine or verapamil. Either prazosin alone or norepinephrine with prazosin-pretreatment significantly increased the ACE activity. However, isoproterenol with metoprolol-pretreatment significantly decreased the ACE activity. On the other hand, the ACE activity was not changed by vasopressin, nifedipine, or verapamil treatments. The content of cAMP was significantly increased by either isoproterenol or vasopressin treatment. According to these results, renin gene expression was associated with ${\beta}2$ - adrenoceptor and calcium channel. ACE activity was associated with ${\alpha}-\;and{\beta}2$ - adrenoceptor. In conclusion, ${\beta}2$ - adrenoceptor was important in cardiac renin gene expression and ACE activity and ${\alpha},\;{\beta}$ -adrenergic, and calcium channel blockers might be involved in the regulation of cardiac RAS in a complicated way.
