A Framework for Container Stowage Information Exchange Between Ships and Harbors Using RFID and Web Services (RFID 와 웹서비스를 이용한 선박과 항구 간의 선적정보 교환 프레임워크)

  • Efficient stowage plan is required for handling large number of containers in a container terminal. Before a ship enters port, most of container terminals prepare a stowage plan based on information received from the shipping company. If this information does not have the accurate information of containers in the vessel, the stowage plan might be often changed or sometimes it becomes useless. In order to avoid this problem, we apply RFID system in the container ship and we propose a framework for communication between ships and terminals using RFID and Web Services technology.

  • In this paper, we compare and analyze the current state of the productivity of the stevedoring work among several container terminals in 1999. Based on these results of analysis, we firstly classify several factors which impede the efficient operations of container terminal as follows ; late arrival of container beyond cargo closing time(CCT), change of port of destination, change of vessel, and return cargo. Such factors are major cause for the cargo rehandling on terminals, thus deteriorate the overall performance of transfer crane during the stevedoring work. In order to improve the productivity of container terminal, we suggest that it is necessary for establishing and operating the efficient logistics management system. Especially, we emphasize the importance of information exchange on the scheduled cargoes among the relevant parties such as shippers, shipping companies, and terminal operators, which is the most effective way to alleviate the cargo rehandling.

Operation Strategy of Container Terminal in the Era of Unlimited Competition (무한경쟁시대의 컨테이너부두 운영전략)

  • By the rapid expansion of containerization and intermodal transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limited number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows: First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third, Berth Pool Operation System is to be introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is to be decided by terminal operator.

  • Apart from the DEA method, the traditional measuring systems of container terminal productivities generally bring to light the partial productive efficiencies, because they evaluate only the productivity of each individual facility. However, these methods do not play roles of the reasonable productivity measures to compare and evaluate the efficiencies of terminals to meet the requirement of terminal customers like as shipping lines, shippers, etc. with the cutthroat competition in container handling market. As the suppliers of service, the terminals struggle to cope with the needs of buyers' markets due to the lack of suitable criteria to measure the efficiencies. Therefore, this paper uses the simulation approach to reveal which strategies enhance the productivities through the container terminal analysis. An additional intent of this paper is to build the active strategies to present what the experimental indexes like as norm-time exactness ratio, norm-time excess ratio, etc. compare between terminals to measure the total productivities for the age of global supply chain management. However, the experimental productivity indexes presented in this paper require a validation of the exact usefulness, by consideration from all angles in the future, and a development to more reasonable measuring method/indexes for the container terminal productivities.

  • There are few studies on the human resource development and management of container terminal in Korea. In this situation, we try to analyze the training and education of Busan port container terminals. This study took a close look at present condition of training and education of container terminals in Busan and compared it with foreign advanced port. And conducted a questionnaire survey on the actural condition and system of it. Based on the survey result, we examine the problems and suggest an alternative plan to improve the training and edcation of Busna Port container terminals.

  • The intensification of the competition among container terminals has led to important affect such as, decision making or aggressive intervention of customers for terminal operation. Therefore, in case of developed ports, the large transition of port operation is composed of the press of terminal customer than decision making of terminal manager. Overall port tariffs for using terminal is made out by the conference of terminal customers than the supreme headquarters of terminal operation, and the related investment of terminal has been made according to requisition or proposal of customers. Therefore, among decision making problems that shippers, shipping companies, and freight forwarder among decision making problems that shippers, shipping companies, and freight forwarder face, the choice of the container terminal is one of the most important problems. So, the decision making of the users seems to have a significant impact on the competitive power of container terminals. The main objective of this study is to design port marketing strategy for strengthening the competitive power of container terminals. The results of this study were found as follows: Firstly, port authority should establish user-oriented operation policy of terminal as the means of activating the opinion window, using terminal monitoring system(TMS). Secondly, terminal planning and development of government should be made to minimize the lead time, to induce the civil capital and to utilize the economies of scale. Thirdly, port authority needs to endeavor to analyze the information of competing foreign terminals as well to promote the concentrated marketing for the terminal on the users, to train the expert and to develop the new port charge system. Fourthly, to improve the competitive power of the container terminal, Port Authority should optimize the subsystems related to port marketing, far more these systems should be joined organically to work effectively. Finally, port authority system should be introduced, Namely, port should have the enterprise inclination as well s the public inclination.

  • The automation of container terminals is an important factor that determines port competitiveness, and global advanced ports tend to strengthen their competitiveness through container terminal automation. The operational efficiency of the AGV, which is an essential transport equipment of the automated terminal, can improve the productivity of the automated terminal. The operation of AGVs in automated container terminals differs from that of conventional container terminals, as it is based on an automated system in which AGVs travel along designated paths and operate according to assigned tasks, requiring consideration of factors such as workload, congestion, and collisions. To prevent such problems and improve the efficiency of AGV operations, a more sophisticated model is necessary. Thus, this paper proposes an AGV scheduling model that takes into account the AGV travel path and task assignment within the terminal The model prevent the problem of deadlock and. various cases are generated by changing AGV algebra and number of tasks to create AGV driving situations and evaluate the proposed algorithm through algorithm and optimization analysis.

  • International major container terminals are trying to expand automation facilities in order to dominate the competition and grow as central harbors. Recently, system design and development were put underway to fully integrate automation systems in container terminals. This is because it can focus on improving the efficiency of the yard operations in container terminals and facilitates integration with other container terminal operation processes. Automation in the container terminal business today is essential to better serve customers and improve profitability. Real-time position and status of container handling equipment (CHE) have been required for more efficient terminal operations and consequently higher productivity. This study examined the real-time location and status of the container terminal automation equipment using DGPS in container terminals, and reviewed the components and functions of the container terminal automation yard equipment systems that developed, applied, and operated the automation systems. In addition, this study compared the existing yard system and the automation yard system and presented application methods. Also, the results revealed that the productivity of the container terminal and the efficiency of the transportation equipment can be further increased when the optimal yard automation transportation equipment system is used to efficiently operate the transportation equipment, which is the core equipment of the container terminal.

  • The productivity of automated container terminals is significantly affected by not only the speed related performances of automated transfer cranes(ATCs) but also the sizes of container blocks. In this paper, it is discussed how to determine the size of import container blocks considering both the container handling times of an ATC and their storage space. Firstly, evaluation models are suggested for the container handling times of an ATC in a typical import container blocks. Secondly, three mathematical formulations are suggested to determine the size of import container blocks. Numerical experiments for the suggested models to determine the size of import container block are provided.

A Study on the Resource Allocation Strategies of the Container Terminals Using Simulation Technique (시뮬레이션 기법을 이용한 컨테이너 터미널의 자원할당 전략에 관한 연구)

  • This paper presents an estimation method of container handling capacity and selection of resource allocation strategies of container terminals using the computer simulation models. Simulation models are developed to model container terminal consisting of 4 berths considering the berth allocation strategies, crane allocation strategies and the total number of container cranes using Arena simulation package. The proposed models do not consider the yard operations and gate operations. All the input parameters for the models are estimated on the basis of the existing container terminal operation data and the planning data for the automated container terminal planned by Korean government. Four berth allocation strategies and three crane allocation strategies are considered. The total number of container cranes considered ranges from 12 to 15. Non-terminating simulation techniques are utilized for the performance comparison among alternatives. The performance measures such as average ship turnaround time, average ship waiting time, average ship service time, the number of containers handled per year, and the number of ships processed per year are used. The result shows that the berth allocation strategy minimizing the sum of the number of ships waiting, the number of busy container cranes and number of ships handled performs better than any other berth allocation strategies. In addition, the crane allocation strategy allocating up to 5 container cranes per berth performs better than any other crane allocation strategies. Finally there are no significant performance differences among the alternatives consisting of different total number of container cranes allocated.
