This study analyzed cases of teaching consulting in the cyber university field and activated it in a remote university in the right direction to contribute to the development of high quality contents. This study analyzed the instructional consulting data of the Center for Content Quality Management at A Cyber University in Chungnam area and interviewed researchers working at the center using the phenomenological approach based on the data. This study showed that the professors participating in instructional consulting had many problems, but they were relatively active in improving the quality of the lectures. They wanted to know the teaching methods in the unfamiliar environment of remote universities. In addition, the researchers had difficulty in delivering feedback to the instructor through the process of exploring images taken several times with the objective framework of lecture evaluation. To allow better communication, it was necessary to form rapport between the instructor and researcher. Unlike general universities, cyber universities have features and limitations in that they only take cameras in the classroom without learners and proceed with class consulting. Therefore, the teachers have a feeling of burden about shooting and recording, but they are less than general university teachers, and are more willing to engage in class consultation more actively. In this study, the results of the research was discussed and the proposal of cyber universities' instruction consulting and the effective plan is proposed.

Advanced countries such as the USA and Japan are eagerly seeking ways to improve health and welfare of the elderly. One of the services is home health care service using the telephone. Various types of services using the telephone have been developed, improved and are being utilized ranging from the basic consulting to emergency response systems in the area of health care for the elderly. A demonstration project was launched to study the feasibility of a consulting system and telemedicine for the elderly using the public phone system in Korea. For this project, a gathering site for the elderly was selected and those who visited this place were interviewed to find out what kinds of services they wanted and what kind of system they needed to provide the required services. Based on the users' requests and the surrounding environment, a telephone consulting facility was established at the Research Institute of Nursing Science at Seoul National University and consulting personnel was recruited, trained and posted at the center. An Application program for home health care nurses to use when they visited the patients at their homes was developed. This system operates on a notebook Computer and allows nurses to communicate with a doctor at a local hospital through a modem and telecommunication line. These systems were implemented for three months and problems which developed during operation of the systems were identified and progressively modified. Through system evaluation, it was found that a consulting system using phone service will be an invaluable system for the welfare of the elderly in the future. But in order to meet the elderly's need, more services than mere consultation are needed. That is, communication with physicians and hospitals are needed. Thus, when there is any need for physicians' attention, physicians or hospitals should be contacted directly. Similarly for telemedicine, when the home health care nurse visits elderly patients she can assess the patient's problem and provide nursing care, access a physician or hospital to refer her patient to or consult directly using the telecommunication the system. The above mentioned system is a basic form of futuristic telemedicine for the elderly and those who have chronic disease problems. This kind of system will be of great value when it is used on the national information super-highways in the future. In order to get to that stage, of course, this project needs great improvement in the technical, academic, and legal aspects.

This study aims to investigate bibliometric services practices of foreign libraries by service types and suggest practical considerations for Korean libraries wishing to implement bibliometric services. Through the examination of previous research and library websites, nine types of bibliometric services were identified under two broad categories - education & consulting services and research evaluation & research trend services. According to the service types, a wide range of bibliometric services activities were analyzed and described. Recommendations from the study for service development include: building an institutional repository for scholarly output; developing subject guides and education programs at the initial phase of service and providing more advanced services such as consulting and analysis services at the later phase; identifying the potential service needs of researcher groups.

This study aims to analyze the current status of school library assessment and generate discussion points for the development directions of the assessment. Surveys, consulting, and evaluations related to school libraries conducted by the Office of Education, the Ministry of Education, the Ministry of Culture, Sports and Tourism were analyzed using meta-evaluations and in-depth interviews with the school librarians. The analysis revealed problems such as duplication of evaluation by various institutions, no reflection of the national school library development plan, low participation rate due to voluntary nature of the assessment, and lack of the educational evaluation index. The solution to the problem was a school libraries' operation evaluation improvement plan. The plan included the legal evaluation agent specification, the national school library development plan incorporation, inter-agency evaluation network & the case sharing system establishment, and the Office of Education's investigation and consulting cooperation.

Purpose: The small-scale environmental impact assessment has been in operation since its implementation in August 2000, and is a system that meets the purpose of sustainable development in consideration of the environment in areas requiring conservation. However, when preparing a small environmental impact assessment report, the contents of the reduction measures are too qualitative, or reports are prepared to simply list the compliance stipulated by individual laws, and the contents of consultations prepared by consultative agencies and review agencies are not much different. In addition, the direction of consultation on development projects for similar locations of the same project type is frequently changed by reflecting the subjective judgment of the consultative officer of the Ministry of Environment (Environment Agency). Therefore, this study attempted to improve the establishment of measures to reduce the existing simple listing of qualitative contents and the inconsistent presentation of review opinions by consultative agencies and review agencies. Research design, data and methodology: The research method extracted absolute evaluation items and relative evaluation items among small environmental impact assessment items, analyzed and presented detailed items, and prepared a distribution table for each section according to the details of the relative evaluation items, and presented them as a table. Results: This study was conducted to derive uniform results with objective indicators in the preparation and consultation process of a small-scale environmental impact assessment. Conclusions: Once a quantitative evaluation is established, the consultant can objectively determine and process the environmental impact.

In the paper, we builds an advanced new credit evaluation system for Micro-small sized individual firms through appropriate evaluation factors derived by logistic regression analysis for credit evaluation model using in Korean Federation of Credit Guarantee Foundations, and the weights of factors computed by analytic hierarchy process(AHP). Industry characteristics are more applied to previous credit model with the additional the financial fact-information and non-financial judgement-information. Our results show that the financial factors have become more important than three years ago. Moreover, in the non-financial factors, the fact-information factors consider more important then the judgement-information factors. A new credit evaluation system is developed based on this credit evaluation model.

Increased use of software and complexity of software functions, as well as shortened software quality evaluation periods, have increased the importance and necessity for automation of software testing. Automating software testing by using machine learning not only minimizes errors in manual testing, but also allows a speedier evaluation. Research on machine learning in automated software testing has so far focused on solving special problems with algorithms, leading to difficulties for the software developers and testers, in applying machine learning to software testing automation. This paper, proposes a new machine learning framework for software testing automation through related studies. To maximize the performance of software testing, we analyzed and categorized the machine learning algorithms applicable to each software test phase, including the diverse data that can be used in the algorithms. We believe that our framework allows software developers or testers to choose a machine learning algorithm suitable for their purpose.

Now a day, the company must strengthen the contact-point of the customer who the company has and has to block the secession of the customer by providing services or goods on time. Under this market situation, the corporation extends the CRM for the customer management and strategic management, and set the CRM-strategies up for managing the customer relationship. For this, the present enterprise's level and the business-ability for the management of the customer relationship should be considered. Therefore, in this study, we will analyze the critical factors to set the CRM up as a strategy by studying the literature review. In the critical factors, the factors of enterprise level as well as the technical factor will be included. Secondly, as you know, the BSC is used to evaluate the corporation as a index. In this study the BSC model is changed and rearranged for the applied BSC model to measure the C3M level of companies. Thirdly, based on the model developed, the factors in the first step are classified by levels and weighted values are calculated by using AHP method. As a result, we will show the diagnostic model for check the operational performance of management, marketing and sales etc.

This study aims to analyze various issues and problems in the implementation process of cultural impact assessment in 2016. As a result of the analysis, it is found that the evaluation index of the cultural impact assessment is difficult to understand, and the referring data and materials in the evaluation planning phase in the process of the cultural impact assessment are deficient, and the evaluation planning is based on surveys rather than various methods. And there are some problems with evaluation scales and weighting, and they are focused on the evaluation itself rather than the feedback of the evaluation results. Therefore, this study suggests that, in the evaluation planning phase, the different methods of comparing the evaluation results according to the project execution, the project progress, and the completion time of the project should be adopted, and the project manager and the evaluation group participate developing the evaluation indicators together, and methodology for identifying causal relationship such as system dynamics will be adopted. In the stage of evaluation, it is necessary to introduce various methodology such as diverse residents participation, abundant case study, application of quantitative methodology, and the utilization of expert evaluation teams. In the evaluation feedback stage, it is necessary to provide thorough consulting based on the evaluation results.

Scalability of clustering algorithms is critical issues facing the data mining community. This is particularly true for computationally intense tasks such as data clustering. Random sampling of instances is one possible means of achieving scalability but a pervasive problem with this approach is how to deal with the noise that this introduces in the evaluation of the learning algorithm. This paper develops a new optimization based clustering approach using an algorithms specifically designed for noisy performance. Numerical results illustrate that with this algorithm substantial benefits can be achieved in terms of computational time without sacrificing solution quality.
