Development of Real-Time Drought Monitoring and Prediction System on Korea & East Asia Region (한반도·동아시아 지역의 실시간 가뭄 감시 및 전망 시스템 개발)

  • The objectives of this study are to develop a real-time drought monitoring and prediction system on the East Asia domain and to evaluate the performance of the system by using past historical drought records. The system is mainly composed of two parts: drought monitoring for providing current drought indices with meteorological and hydrological conditions; drought outlooks for suggesting future drought indices and future hydrometeorological conditions. Both parts represent the drought conditions on the East Asia domain (latitude $21.15{\sim}50.15^{\circ}$, longitude $104.40{\sim}149.65^{\circ}$), Korea domain (latitude $30.40{\sim}43.15^{\circ}$, longitude $118.65{\sim}135.65^{\circ}$) and South Korea domain (latitude $30.40{\sim}43.15^{\circ}$, longitude $118.65{\sim}135.65^{\circ}$), respectively. The observed meteorological data from ASOS (Automated Surface Observing System) and AWS (Automatic Weather System) of KMA (Korean Meteorological Administration) and model-driven hydrological data from LSM (Land Surface model) are used for the real-time drought monitoring, while the monthly and seasonal weather forecast information from UM (Unified Model) of KMA are utilized for drought outlooks. For the evaluation of the system, past historical drought records occurred in Korea are surveyed and are compared with the application results of the system. The results demonstrated that the selected drought indices such as KMA drought index, SPI (3), SPI (6), PDSI, SRI and SSI are reasonable, especially, the performance of SRI and SSI provides higher accuracy that the others.

A Study on the Factors Affecting Visitor's Attitude and Behavioral Intention to Visit Educational Farms (농촌교육농장 방문자의 행동의도 및 방문태도에 미치는 영향요인 연구)

  • The purpose of this study is to provide an objective insight for factors that affect people's visiting behavior to educational farms. Second, this study aims to identify the underlying dimensions representing motivations and constraints for visiting educational farms. Third, this study explores differences among the classified groups with respect to structural relationships of each construct. Finally, identifying strategies of educational farm-related organizations could develop to reinforce visit motivations, offset visit constraints and ultimately increase behavioral intention for potential possible visitors to revisit and recommend educational farms. Empirical results of the study suggest implications for promoting the current farm villages and markets with many stakeholders in agricultural industries. Nevertheless, there are some limitations as followed: first, despite the possibility of their effects, the study did not consider other factors, which could affect revisiting behavior such as destination image, experiencing attributes etc. Second, the study needs improvements through longitudinal research because the cross-sectional research could not rule out the alternative explanations. The directions for the future study are as follows: first, future study requires time series approach instead of cross sectional approach. Secondly, future study might utilize comparative study regarding regional characteristics of educational farms or a nation-wide approach. Thirdly, future study can suggest a combined educational farms considering practical educational farm cases. Lastly, it is considered that developing evaluation measures such as quality authentication system will contribute to educational farms' stabilization.

A Study on the Behavior of Reinforced Earth Retaining Walls by Shaking Table Test (진동대 실험을 이용한 보강토 옹벽의 거동특성 연구)

  • In order to understand evaluation of the seismic stability of a reinforced earth retaining, we made chambers of 1:10 (the ratio of the miniature), considering the law of similarity based on drawings of representative cross sections. And we measured an increase in acceleration, earth pressure, and displacement after applying Hachinohe wave (long period), Ofunato wave (short period), and artificial wave, complying with the domestic standards, in order to evaluate the external stability of the reinforced earth retaining wall during earthquake based on the measurements. As a result, the unreinforced earth retaining wall collapsed at 2 g of seismic acceleration. But the reinforced earth retaining wall was evaluated to ensure proper stability as well, with respect to the earth pressure gauge, the increments of earth pressure tend to be raised significantly in the upper than the lower and showed a similar characteristic of behavior in previous theory.

  • The ever-increasing government budget constraints have led to a continued decline in the increase rate for defense spending, and the government's 5-year National Fiscal Management Plan has served to reinforce the verification and validation procedures for the Force Improvement Programs (FIP) budget requirements and performance. Additionally, as large programs are controlled in accordance with the Total Program Cost Management Guidelines, timely and credible feasibility study and performance measurement need to be conducted. Due to these internal and external circumstances, needs have surged for feasibility and economic effectiveness study for big ticket projects in the FIP sector, with an increasing number of studies conducted by external research institutes. However, questions have been raised regarding the credibility and thoroughness of the program analyses performed by these research institutes due to various restrictions. This paper analyzes and identifies the structural limitations and problems using a systems thinking approach, and examines the systemic characteristics of the program analysis system. It also presents policy intervention recommendations based on the theory of systems thinking, a method to regularize and reinforce the program analysis system. Policy interventions recommended to ensure alignment of the external studies to the clear analysis objectives and resolve the bottlenecks in the external analysis include training those in charge of external study commissioning for a short term intervention, and increasing the number of research institutes and consulting agencies utilizing analysis and evaluation experts who transition to the private sector from the military for a long term intervention. additionally presented are strategies and policy alternatives to best utilize these policy interventions. They will contribute to the stable funding of Force Improvement Programs and efficient utilization of defense budget.

  • Softness is considered one of the most important attributes of hygiene paper such as tissue and towel. Being subjective in nature, however, softness attribute has been generally believed to be impossible to evaluate using objective methods. Hallmark in his pioneering work proposed that tissue subjective softness should be mainly consisted of the bulk softness component and surface softness component. The bulk softness component can be determined by tensile stiffness; the surface softness component by surface tester. The surface friction turns out far more important than the surface roughness in determining the surface softness component. It cannot be too much emphasized that both results of the tensile stiffness and the surface friction should depend on measuring conditions such as an instrument used, sample sizes (e.g., basis weight, length, and width) and operating conditions of the instrument (e.g., gauge length, cross-head speed, size of stylus, and its scanning speed). This indicates that a direct comparison of the test results would be impossible or misleading unless they have been tested under the identical conditions. This may explain why the standard objective test method for tissue softness has not been available at present.

  • This study develops a set of measures for public library services to children. It is designed to use both measures for library service quality including personnel, library materials and resources. spaces for the service, and other services. and those for library customer satisfaction on equal basis. It specifies 23 scales for 4 each dimensions of measures for service quality, based on the suggestions both from the consulting members of specialists and from the personnel of the National Library for Children and Young Adults. and from the results obtained from the analysis on the questionnaires from the public librarians to children and researchers in this fields. This measures were testified by applying to 18 sample libraries.

  • It is essential to develop legal and legislative devices like the National Environmental Act to conduct systematic and continuous environmental education. In many Countries including the Uinted States, Great Britain, Germany, and Australia, environmental education has been developing based on legal and legislative systems. Of those cases, the Uintes States made efforts to promote environmental education through legislation, which can have significant implications for us with intention to legislate the National Environmental Education Promotion Act. This study is focusing on our environmental education by studying the histiry and current situation of National Environmental Education Act, PL 91 516 of the United States and its features. In case of the United States, there has been several amendments and re-approvals. since the first National Environmental Education Act was legislated. The public hearing for the re-approval of National Environmental Education Act whIch was legislated in 1990 was held during the Summer of 2000. This gave us important reference data including the need of environmental education, its effects, and considering articles. As a result of the public hearing, 1990. National Environmental Education Act was recognized and some articles were amended. Its re-approved as John H Chafee Environmental Education Act of 2001, PL 107-S 876 IS Some implications and suggestions were drawn from the case study, which included the importance of related ministries, financial support, the role of Consulting Committee and Special Committee for environmental educators, environmental education program certification system.

  • I Bank, which is domestic one, has implemented a performance management system based on the balanced scorecards (BSC). The purpose of this study is to understand the status and seek improvements of the performance management system of the bank. To achieve the purpose, this paper makes study about the earlier researches and does empirical study based on the questionnaire survey analysis.   • Korean small and medium sized software companies have tried to export their solutions or services to overseas markets. In 2016, exports of the software industry increased by 6.0% from the previous year, and the value added of the industry was 2.2 times higher than that of the manufacturing industry. From a long-term perspective, it is important to secure a global competitive advantage in order to sustain the export high value-added of the software industry. The obstacles to entry into the overseas market of small to medium enterprises are as follows: first, difficulty in product development and localization of marketing; second, lack of investment for overseas expansion; and finally, competitiveness of software technology. In particular, To overcome such obstacles, Korean small and medium sized software companies should increase the technical perfection and secure software export competitiveness. The paper presents a payment settlement framework enabling adaptive reuse and semiautomatic development of global payment settlement services. The quantitative and qualitative evaluation results are presented with domestic and overseas case studies as follows: Firstly, semi-automatic development is realized successfully by applying the framework. Secondly, it is possible to maintain consistent quality of software and to deliver maintenance services without relying on the internal human resources. Thirdly, it is possible to reduce the project duration of the same development cope to less than 50% by applying the framework. Finally, because it is based on BPMN 2.0, which is a high level design diagram, it is expected that it will be easy to implement through components connection and reduce difficulties in technology transfer and localization. Also, at the time of runtime operation, it will be effective to understand the design idea easily and to carry out additional developments without human resource who participated in the initial project.

  • The purpose of this study was to provide fundamental data to propose further directions of education on rehabilitation nursing by investigating the adequacy of the educational contents of rehabilitation nursing. This study was a descriptive survey study. The data collected at 25 universities and 24 junior colleges through questionnaires to answer the research questions from August 10 to September 30, 2000. The questionnaire was consisted of 24 items. The contents of rehabilitation nursing education were developed by consulting with the rehabilitation nursing professionals. The results are as follows Rehabilitation nursing was taught as an independent class in 15 universities and 9 junior colleges. Most professors majoring in adult nursing (66.8%) were in charge of teaching the courses. For the adequacy of the teaching contents of rehabilitation nursing, conceptual bases for rehabilitation was the highest score (4.0), and interdisciplinary rehabilitation team, activities of daily living, clients of rehabilitation, nursing process in rehabilitation nursing, functional evaluation, movement and mobility, physical therapy, occupational therapy, sensation and perception, communication/language, eating and swallowing, bladder elimination, community based rehabilitation nursing, sleep, rest &, fatigue, bowel elimination, historical perspectives of rehabilitation nursing, sexuality, pulmonary rehabilitation, pain, cardiac rehabilitation, skin integrity, family care was ordered.
