Background : Second opinion diagnosis of outside pathology slides is a common practice for efficient and proper patient management. We analyzed cytology slides from outside hospitals submitted for a second opinion diagnosis to determine whether the second opinion diagnosis had any influence on patient care. Methods : We reviewed 1,153 outside cytology slides referred to Asan Medical Center for second opinions from January, 2007, to December, 2007. All cases were categorized into three groups; no diagnostic discrepancy, minor diagnostic discrepancies (no impact on the management), and major diagnostic discrepancies (significant impact on the management and subsequent follow-up). Results : The thyroid was the most common organ system (933 cases, 80.9%), Forty cases (3.6%) belonged to the major diagnostic discrepancy group and 149 cases (12.8%) to the minor discrepancy group. For validation of second opinion diagnoses in major discrepancy cases, subsequent biopsy or surgical resection specimens and clinical information were reviewed, which were available in 29 cases. The second opinion diagnoses resulted in alteration of clinical management in 21 of 29 cases. Conclusion : For all referred patients, second opinion diagnosis is important and mandatory for appropriate patient care.
Objectives : The purpose of this study is to investigate necessity of overtime hospital business hours and patient's visiting time preferences. Methods : The study was composed of 117 children's protectors who visited the pediatrics department in Kyunghee university oriental medicine hospital between on April 14th and on July 4th in 2008. Results and Conclusions : 1. Question for asking the preference of weekdays regular consultation hours 27% of preschool children preferred time around 11 am to 12 pm, each 32% of school aged children preferred time around 3:30 to 4:30 pm, 4:30 to 5:30 pm. 2. Question for 'Have you ever experienced inconvenience for regular consultation hours' 41% of them said 'Yes', and 59% said 'No'. 3. School aged children more experienced inconvenience for regular consultation hours than preschool children, and more likely to come at overtime hospital business hours. 4. Question for 'If the hospital extends the business hours for holidays and weekdays and Saturdays, would you prefer to come at that time?' 88% of them answered 'Yes'. 5. Question for asking the preference time on weekdays, 35% of them preferred 6:30 to 7:00 p.m. 6. Question for asking the preference time on Saturdays, 44% of them preferred 1:30 to 2:30 p.m. 7. Question for 'Do you willing to pay extra charges if you visit in non office hours?' 66% were willing to pay, 24% of them said "no", 'the other opinion' is 10%.
Current Military Airbase Law, in an effort to promote safety of military aircraft and security of military airbase, requires an administrative agency or its empowered branch to consult with the Secretary of Defense or the commander of the airbase before they issue a certain administrative approval or decision related to the installation. Although this consultation process purports itself in simplifying what can be an protracted administrative procedure, and in unifying objectives of the military and the administrative services, such procedural requirement is vulnerable inevitability of various legal problems whenever there is a conflict of interests among civil, military, government services. Nor is there sufficient studies done by academian in the area of bureaucratic issues of administrative resolution, and certainly not in the area of the military consultation procedure. This article, with such reality in mind attempts to constructively examine 1) when a consultation application is submitted, whether the discretionary power of the commander of the affected airbase is acknowledged at the outset; 2) if the content of the consultation is deemed unlawful, whether a civilian can institute an administrative lawsuit against it; 3) problems about the subject matters of the consultation requirement within the framework of military airbase law; 4) whether the issuing administrative agency must abide by and issue approval or decision in accordance with the opinion proposed by the said commander; 5) the legal problems of the remedial measure such as an order of removal, appellate review, notion to challenge authority, and etc. in cases such as administrative agency ignoring the commanders proposal or issuing final approval or decision that is inconsistent with what was consulted and agreed upon between both parties.

Second, the shape of eyebrows was based on the physiognomy of the form. And hair type changed volume, thickness, length and texture depending on character. Third, shape of beard is expressed different kinds of volume, thickness, length and texture depending on character. There fore, that systematization of the make-up design elements is useful to express stable characters and make drama for make up in various image genres.
Ministry of Commerce, Industry [MOCIE] has taken it into consideration to introduce a Renewable Portfolio Standard (RPS) that is a purchase obligation program as an alternative plan to the FIT. We conducted a survey of renewable energy companies and experts to ask their opinions about renewable energy policy, the introduction of the RPS, and the scheme for aid of North Korea with renewable energy. Korean renewable energy companies show an impartial opinion about a FIT and a RPS system overall, although they tend to have distinctive opinions by technology each other. With respect to eligible resources for a RPS, the industries want to extend the scope of it as broad as possible. In addition, experts prefer the multi-tiered and energy production based RPS to the sing1e-tiered and installed capacity based RPS. We also conducted a surrey to find the best renewable energy sources. Wind, Geothermal, Solar-thermal, and Photovoltaic were selected to have the best potential capacities to support North Korea by renewable energy experts. However, these energy resources also have several problems to overcome in the aid of North Korea, and thus, the plans for solving them and for giving efficient support to North Korea in the area of Renewable Energy are discussed.

The incidental finding of an enlarged mastoid foramen on the right posterior mastoid region of temporal bone is reported, together with a discussion of its clinical significance. A 67-year-old female underwent the pre-implant assessment of a maxillary left edentulous region. A cone-beam computed tomographic (CBCT) image was acquired and referred for consultation. Axial CBCT slices revealed a unilateral, well-defined, noncorticated, low-attenuation, transosseous defect posterior to the mastoid air cells in the right temporal bone. The borders of the osseous defect were smooth and continuous. No other radiographic signs suggestive of erosion or sclerosis were noted in the vicinity. The density within the defect was homogenous and consistent with a foramen and/or soft tissue. The patient's history and physical examination revealed no significant medical issues, and she was referred to a neuroradiologist for a second opinion. The diagnosis of an enlarged mastoid foramen was made and the patient was reassured.
The addition and evaluation of health impact items in Environmental Impact Assessment document are written in hygiene and public health items only for specific development projects and are being reviewed. However, after the publication of the evaluation manual on the addition and evaluation of health impact items in 2011, there is a demand for continuous methodology and improvement plans despite partial improvement. Therefore, in order to propose a methodological improvement of the evaluation manual, this technical paper identified detailed improvement requirements based on the consultation opinions on hygiene and public health items, and investigated and suggested ways to solve this problem by reviewing the contents of the research so far. As for the improvement requirements, the contents related to mitigation plan, post management, effect prediction, assessment, and present-condition investigation were presented in Environmental Impact Assessment documents for the entire development project at a frequency of 93%, 85%, 80%, 74%, and 67%, respectively. Particularly, the detailed improvement requirements related to mitigation plan consisted of an establishment direction and a management of development project. Considering the current evaluation manual and the frequency of improvement requirements, this paper proposed concrete methods or improvement plans for major methodologies for each classification of hygiene and public health items. Furthermore, a comprehensive evaluation methodology related to whether a project is implemented was proposed, which is not provided in the current assessment manual.
State's compensation obligation accompanied in case of indirect expropriation of foreign investor's investment asset has been established definite principle under international investment law. But the concrete and unified application criterion regarding valuation methods for measuring compensation have not been established yet. The World Bank investment guideline is adopting the Hull's Formula, which is understood as the full compensation standard with prompt adequate effective compensation and Fair Market Value method. It is a general principle that compensation should be equal to the fair market value of investment asset just before indirect expropriation date. However, there is a problem of the valuation method of fair market value of investment asset. In general, discounted cash flow, liquidation value, replacement value, book value, etc. can be the applicable standards. Arbitral tribunals determine compensation by adopting proper valuation method on a case-by-case basis according to the discretion based on the arbitration parties' experts' review on the presented opinion and by considering fact relevance of the issued dispute. This compensation includes also interest, recently it tends to award according to compound interest rather than simple interest. Beginning of the period to generate interest is the next day of the indirect expropriation occurrence date. And it should be considered that interest until the payment of compensation is also included. In addition, it should be considered that mental damages is available only when there's a basis to prove this or special case. Therefore, this study suggests to review of precedents related to indirect expropriation and concretely specify compensation valuation standard and method of indirect expropriation on investment agreements through enough consultation beforehand.
The purpose of this study is to assess residents' perception of the revitalization projects of the rural center and to evaluate their views of the projects' importance and their levels of satisfaction with how they have been carried out. In this study, we measured the residents' perceptions and preferences regarding these projects by using Importance-Performance Analysis (IPA). Results showed that residents' perceptions and satisfaction were the highest for the projects providing welfare facilities, even though this project has little relevance to the overall project goal. Residents were dissatisfied with construction projects such as the building of cultural facilities and urban parks, even while recognizing their importance. It is necessary to establish what problem the people perceive and to manage them appropriately. Next, the residents did not appreciate the community empowerment projects, nor did they evaluate the contents of the program positively. It can therefore be seen that the community empowerment projects have not been carried out well. Finally, the street landscape improvement project was not successfully implemented compared to other projects. The residents have negatively perceived the installation of facilities that they do not want, rarely use, or are poorly operated. this shows that the evaluation of residents is significant. They become the users of the revitalization project for the rural center. It is necessary to overcome problems such as project items chosen by professionals without local consultation and obvious design in the revitalization project of the local center. There is a need to ascertain the residents' opinion of each project and to encourage them to participate directly in the management operation.
Concept analysis is a strategy that examines the attributes or characteristics of a concept. It is a formal linguistic exercise to determine those defining attributes. The basic purpose of concept analysis is to clarify ambiguous concepts in theory, and to propose a precise operational definition which reflects the theoretical base of the concept. The concept of maternal role is too broad and variable in expression, therefore there has been no authentic definition nor standard opinion for this concept. The purpose of this study is to clarify the concept of maternal role which in turn will help in the development of a theory of maternal role attainment. In order to analyze the concept of maternal role, much effort was extended to look up "maternal role" in various dictionaries and literature, but only a few cases were found which listed this terminology. Consultation on the meaning of "mother" and "role" separately was then done and consequently a definition of "maternal role" was obtained through concept analysis of these two words independently, finding their attributes and unifying them. The attributes of the concept of maternal role which was analyzed based on the steps of concept analysis by Walker & Avant (1988) are : 1) Women who have pregnancies 2) Women who have a child 3) Women who rear a child 4) Expected behavior according to social status 5) Learning through social cultures 6) Social interrelationships. The antecedents of the maternal role are : 1) women who are pregnant and deliver a baby, must keep in contact with their child. 2) Circumstances for childrearing must be provided. 3) Formation of self-concept as mother should be developed, cognitive activity, which is necessary for the nurturing activity, financial support and preparation of childrearing should be provided. And the consequences of the maternal role are : 1) Improvement 2) Changeability 3) Ambiguity 4) Stability Through this concept analysis, the concept of the maternal role is defined as "expected behavior by social interrelationships and learned nurturing behavior through social cultures."
