  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

  • A preliminary study was made for density correction for the effect of separation between sonde and borehole wall due to the existence of casing in a borehole. Firstly, series of gamma-gamma measurements were obtained with 3 different separations in 3 different density models constructed in Kangwon National University. Secondly, density correction charts were made based on the 'spine and ribs' technique in mud cake correction. Using these charts, we could determine effectively the true density from the measurement in the thinly cased borehole.

  • Any organization's Six Sigma program may be at high risk without heeding the lessons learned from the past and that tries to operate without a robust business foundation. A foundation that preferably should consist of stepping-stones such as a 5-S house-keeping program, an effective Integrated Management System (IMS), which includes a strong focus on planning for quality to fully capture the Voice of the Customer (VOC), and an organization-wide training scheme, as well as a reliable Cost of Poor Quality (COPQ) system. That's the best advise I can give to any organization that wishes to embark on a Six Sigma improvement program and hope to be successful. The paper will elaborate on the above issues and provide suggested solutions based on the review of published historical information and the experiences encountered over the last four decades by the author, as a quality practitioner and consultant, in industries that produced safety-critical product. This author maintains that few fundamentally new or useful things have been created in the field of Quality during the last couple of decades. Nevertheless, this paper deliberates on a number of relatively “newer” issues including the concept of “three types of customers”, the CTC, “Critical To Customer” term, the eight Quality Management Principles of the new ISO 9000 family, the growth of industry-specific standards, the adoption of Integrated Management Systems, the rebirth of AS2561 COQ standard, the spread of Six Sigma as well as related ASQ certification and the need for a robust business foundation to ensure Six Sigma survival.

This study was conducted to find factors associated with satisfaction as surveyor and reliability of surveyors in hospital accreditation program. Methods: This study was performed targeting 217 responded to the survey among 412 surveyors who had participated in the accreditation survey for acute care hospitals from December 2010 to February 2014. Results: The average number of survey per surveyor is 2.35. We divided surveyors into those who participated in the survey more than 3 times and less than 3 times in order to judge the professionalism of surveyors according to the number of survey participation. Those factors that have an influence on the satisfaction as surveyors include: activity period as surveyor, role in the survey team, experience of survey in other fields, experience as consultant and the useful education and proper composition of survey team (p<0.05). Those factors that have an influence on the reliability for fellow surveyors include: number of beds of hospitals they belong, experience of survey in other fields, useful education, proper composition of survey team and difficulty in leadership interview (p<0.05). Conclusion: It is important to provide useful education and proper composition of survey team to increase the satisfaction as surveyors and the reliability for fellow surveyors.

  • In this paper, we compared various shear deformation functions for modelling anti-symmetric composite sandwich plates discretized by a mixed finite element method based on the Lagrangian/Hermite interpolation functions. These shear deformation theories uses polynomial, trigonometric, hyperbolic and exponential functions through the thickness direction, allowing for zero transverse shear stresses at the top and bottom surfaces of the plate. All shear deformation functions are compared with other available analytical/3D elasticity solutions, As a result, reasonable accuracy for investigated problems are predicted. Particularly, The present results show that the use of exponential shear deformation theory provides very good solutions for composite sandwich plates.

  • Existing reinforced concrete frame buildings designed for only gravity loads have been seismically vulnerable due to their inadequate column detailing. The seismic vulnerabilities can be mitigated by the application of a column retrofit technique, which combines high-strength near surface mounted bars with a fiber reinforced polymer wrapping system. This study presents the full-scale shaker testing of a non-ductile frame structure retrofitted using the combined retrofit system. The full-scale dynamic testing was performed to measure realistic dynamic responses and to investigate the effectiveness of the retrofit system through the comparison of the measured responses between as-built and retrofitted test frames. Experimental results demonstrated that the retrofit system reduced the dynamic responses without any significant damage on the columns because it improved flexural, shear and lap-splice resisting capacities. In addition, the retrofit system contributed to changing a damage mechanism from a soft-story mechanism (column-sidesway mechanism) to a mixed-damage mechanism, which was commonly found in reinforced concrete buildings with strong-column weak-beam system.

  • The process of slope stability analysis is one of the most important stages in design of some civil and mining projects. Bimslopes are made from bimrocks (block-in-matrix rocks) where rocky blocks are distributed in a bonded matrix of finer texture. These kind of slopes are often seen in weathered and near-surface depths. Previous studies have shown that VBP (Volumetric Block Proportion) is one of the most significant factors affecting bimrocks strength and consequently the stability of bimslopes. In this paper, the influence of block inclinations on bimslope stability have been investigated. For this purpose, 180 theoretical models have been made with various VBPs, all of them have a specified block size distribution. These bimslopes contain blocks with differing dips relative the slope inclination. Also for each kind of block inclination, 10 different blocks arrangements have been modeled. The Finite Element Method (FEM) was used to analysis the stability of these bimslopes models. The results showed the inclination of blocks has a strong impact on the Safety Factor and stability of bimslopes. When the difference in angle of dip of blocks relative to the slope angle is maximum, the Safety Factor of bimslopes tends to be a maximum compared with the matrix-only state. Furthermore, with increasing VBP of bimslopes stability increases. The graphs obtained from this study could be used for preliminary guidance in the projects design with bimslopes.
