  • It is necessary to systematically explore the reform plans of the Software Industrial Promotion Law to systematically a representative high-added value future knowledge-based industry, software industry. The current Software Industrial Promotion Law provides only one provision on software business contract procedures, and the Civil Code, the National Contract law or Subcontract Fairness Law regulate other things, so the features of software industry are not properly reflected. To the contrary, the Information Communication Construction Law or the Construction Basic Law effectively prevent disputes by providing material and detailed provisions. Therefore the current software industry needs to be shifted from promotion to fundamental one. That is, as the software industry takes up a large portion at present, so the law should have basic procedural provisions. Also the National Contract Law governs only the contract procedures of public sector, so there should be business performance procedural provisions to regulate the software business formalities of civil sector. And the National Contract Law controls the sale, construction and service of articles at separate contract procedures, but software business contains construction and service characters simultaneously, so there should be business performance procedures fit for software business. Thus this study presented the legislative need and bill on the performance procedures of software business.

  • Technology transfer (TT) has been defined as the shared responsibility between the source and the destination for ensuring that technology is accepted and at least understood by someone with the knowledge and resources to apply and/or use the technology. The adoption of TT in construction industries is necessary for economic growth to occur in developing countries such as Thailand. This process should provide numerous benefits for the host sector in areas such as increased productivity, enhancement of product quality, cost savings, improvements in market share and entry to new markets. However, there are many factors, which may impact on the TT process and its subsequent outcomes for Thai construction firms and individuals, including, the transfer environment, learning environment, transferor characteristics and transferee characteristics. The performance and interaction of these enablers will influence the degree of value added to the local construction sectors in areas such as economic advancement, knowledge advancement and project performance. This paper presents a conceptual framework for international TT that accommodates the numerous factors believed to impact on the processes effectiveness. Through a Pilot Study, where 27 industry professionals from Thailand were interviewed, the significant factors which impact on the TT process have been identified along with the strength of interrelationship between individual and groups of factors. Future research seeks to target a greater sample of respondents with the view to validate the conceptual model and apply it on a number of large Thai projects where international TT was incorporated into the project agreement.

  • The architecture, engineering, and construction (AEC) industry is yet to formulate a holistic strategy to realign the evolving technological infrastructures with organisational ambitions and adaptive knowledge of the workforce. This study attempts to create an understanding of the underlying processes adopted by technology-enhanced construction organisations to disseminate and maintain knowledge within the workforce in order to keep pace with the evolving construction technologies. The study adopted expansive learning and adaptive expertise constructs to help better explain workplace learning support structures for organisational effectiveness in a turbulent situation. The two theories were tailored to empirically evaluate three case study construction organisations that have embarked on technology-enabled organisational changes. The study concluded on the creation of a facilitating workplace learning environment to enable the workforce to adapt into and resolve any inherent contradictions and cognitive ambiguities of the changing organisational conditions. This could ensure that novel and conflicting features of the emerging technologies can be adapted across the myriad multi-functional project activities in order to expand the frontiers of the technological capabilities to address the eminent issues confronting the AEC sector.

  • Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.
