  • 학술적 중요성 이외에 실무적으로도 정보시스템 효과성 측정을 위한 측정지표의 타당성 검증은 중요하다고 할 수 있다. 최근 정보시스템 또는 정보기술에 대한 투자가 급증함에 따라 민간기업에서도 IT 투자의 비즈니스 가치에 대한 관심이 높아지고 있다. 한편 민간부문뿐만 아니라 공공부문에서도 한정된 국가예산을 가지고 투입되는 정보화 부문에 대한 투자효과 평가의 필요성이 부각되고 있다. 최근 여러 정부부처별로 진행되고 있는 공공 정보화사업의 체계적이고 비교가 가능한 성과평가를 위해서 공공정보시스템 효과성의 개념을 정의하고, 이를 측정하기 위한 측정지표의 개발 및 타당성 검증이 요구되고 있다. 이에 따라 행정정보DB구축사업을 대상으로 공공정보시스템 효과성 측정지표의 타당성을 검증해 보았다.

A classification of electrical component failures and their human error types in South Korean NPPs during last 10 years

  • The international nuclear industry has undergone a lot of changes since the Fukushima, Chernobyl and TMI nuclear power plant accidents. However, there are still large and small component deficiencies at nuclear power plants in the world. There are many causes of electrical equipment defects. There are also factors that cause component failures due to human errors. This paper analyzed the root causes of failure and types of human error in 300 cases of electrical component failures. We analyzed the operating experience of electrical components by methods of root causes in K-HPES (Korean-version of Human Performance Enhancement System) and by methods of human error types in HuRAM+ (Human error-Related event root cause Analysis Method Plus). As a result of analysis, the most electrical component failures appeared as circuit breakers and emergency generators. The major causes of failure showed deterioration and contact failure of electrical components by human error of operations management. The causes of direct failure were due to aged components. Types of human error affecting the causes of electrical equipment failure are as follows. The human error type group I showed that errors of commission (EOC) were 97%, the human error type group II showed that slip/lapse errors were 74%, and the human error type group III showed that latent errors were 95%. This paper is meaningful in that we have approached the causes of electrical equipment failures from a comprehensive human error perspective and found a countermeasure against the root cause. This study will help human performance enhancement in nuclear power plants. However, this paper has done a lot of research on improving human performance in the maintenance field rather than in the design and construction stages. In the future, continuous research on types of human error and prevention measures in the design and construction sector will be required.

LiDAR를 활용한 국토환경성평가지도 산림부문 신규 평가항목의 도입 가능성 평가 (Introduction of the New Evaluation Criteria in the Forest Sector of Environmental Conservation Value Map Using LiDAR)

  • Environmental Conservation Value Assessment Map (ECVAM) is the class map to divide the national land into conservation areas and development areas based on legal and ecological assessment criteria. It contributes to enhancements of the efficiency and the scientificity when framing a policy in various fields including the environment. However, it is impossible to understand the multiphase vegetation structure as data on judging the national forest class in ECVAM are restricted to areal information of Ecological Nature Status, Degree of Green Naturality and Forest Map. This point drops the reliability of ECVAM. Therefore we constructed vegetation information using LiDAR (Light Detection And Raging) technology. We generated Biomass Class Maps as final results of this study, to introduce the new forest assessment criterion in ECVAM that alternates or makes up for existing forest assessment criteria. And then, we compared these with Forest Map and Landsat TM NDVI image. As a result, biomass classes are generally higher than stand age classes and DBH classes of Vegetation Map, and lower than NDVI of Landsat TM image because of the difference of time on data construction. However distributions between these classes are mostly similar. Therefore we estimates that it is possible to apply the biomass item to the new forest assessment criterion of ECVAM. The introduction of the biomass in ECVAM makes it useful to detect the vegetation succession, to adjust the class of the changed zone since the production of Vegetation Map and to rectify the class error of Vegetation Map because variations on tree heights, forest area, gaps between trees, vegetation vitality and so on are acquired as interim findings in process of computing biomass.

세계 주요국의 자율주행차 정책 및 기업전략에 관한 통합적 연구 (Integrative research on industrial policy and corporate strategy of autonomous car)

  • This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.

  • The developing country, KOREA where does not possess the natural resources for traditional energy such as oil and gas, so. The nuclear energy is the most single reliable source available for closing the energy gap. For these reason, It is inavoidable to construct the nuclear power plant and to develop technology related nuclear energy. The rate of operation in large nuclear power facilities depends upon the performance of work system through design and construction, and also the applied technology. Especially, it is the most important element that safety and reliability in operation of nuclear power plant. In view of this aspects, Nuclear power plant is performed severe examinations during preservice and inservice inspection. This study provide an automation of analysis for volumetric examination which is required to nuclear power plant components. It is composed as follows: I. Introduction II. Inservice Inspection of Nuclear Power Plant ${\ast}$ General Requirement. ${\ast}$ Principle and Methods of Ultrasonic Test. ${\ast}$ Study of Flaw Evaluation and Design of Classifying Formula for Flaws. III. Design of Automation for Flaw Evaluation. IV. An Example V. Conclusion In this theory, It is classifying the flaws, the formula of classifying flaws and the design of automation that is the main important point. As motioned the above, Owing to such as automatic design, more time could be allocated to practical test than that of evaluation of defects, Protecting against subjective bias tester by himself and miscalculation by dint of various process of computation. For the more, adopting this method would be used to more retaining for many test data and comparative evaluating during successive inspection intervals. Inspite of limitation for testing method and required application to test components, it provide useful application to flow evaluation for volumetric examination. Owing to the characteristics of nuclear power plant that is highly skill intensive industry and has huze system, the more notice should be concentrated as follows. Establishing rational operation plan, developing various technology, and making the newly designed system for undeveloped sector.

A Study of Double Dark Photons Produced by Lepton Colliders using High Performance Computing

  • The universe is thought to be filled with not only Standard Model (SM) matters but also dark matters. Dark matter is thought to play a major role in its construction. However, the identity of dark matter is as yet unknown, with various search methods from astrophysical observartion to particle collider experiments. Because of the cross-section that is a thousand times smaller than SM particles, dark matter research requires a large amount of data processing. Therefore, optimization and parallelization in High Performance Computing is required. Dark matter in hypothetical hidden sector is though to be connected to dark photons which carries forces similar to photons in electromagnetism. In the recent analysis, it was studied using the decays of a dark photon at collider experiments. Based on this, we studies double dark photon decays at lepton colliders. The signal channels are e+e- → A'A' and e+e- → A'A'γ where dark photon A' decays dimuon. These signal channels are based on the theory that dark photons only decay into heavily charged leptons, which can explain the muon magnetic momentum anomaly. We scanned the cross-section according to the dark photon mass in experiments. MadGraph5 was used to generate events based on a simplified model. Additionally, to get the maximum expected number of events for the double dark photon channel, the detector efficiency for several center of mass (CM) energy were studied using Delphes and MadAnalysis5 for performance comparison. The results of this study will contribute to the search for double dark photon channels at lepton colliders.

탄소중립 목표 달성을 위한 그린리모델링 활성화 방안에 관한 연구 - 광명시 사례를 중심으로 - (A Study on the Activation of Green Remodeling to Achieve Carbon Neutrality - Focusing on a case of Gwangmyeong City -)

  • 한국판 뉴딜에서 제시된 그린리모델링은 공공건축물을 대상으로 신재생에너지 설비와 고성능 단열재 등을 사용하여 친환경, 에너지 고효율 건축물을 신축하거나 리모델링 하도록 하는 사업이며, 정부는 그린리모델링을 실시함으로써 탄소배출감축량 목표를 달성하고자 한다. 그린리모델링을 실시하는 해외의 주요 도시들은 건물 특성에 따른 에너지성능 평가, 민간 활성화를 위한 보조금, 세제혜택과 더불어 기술지원 및 홍보를 적극 추진하고 있다. 이러한 배경에서 본 연구는 그린리모델링 사업에 대한 현황과 문제점을 분석하고, 설문조사 결과를 토대로 그린리모델링 활성화 방안을 도출하였다. 또한 시민참여, 홍보, 행정 우선순위 선정 전략 등 전략적 방안, 그리고 민간영역 확대를 위한 공공부문의 선도적 역할, 사회적 약자를 위한 지원의 확대, 금융 및 조세 지원제도 확대 등 정책적 방안을 제안하였고, 본 연구의 결과는 그린리모델링 사업 활성화에 대한 기초자료로 활용될 수 있을 것으로 기대된다.

환경영향평가 개선을 위한 무인항공기 기반의 산림공간정보 활용 방안 연구 (Study on Application Plan of Forest Spatial Informaion Based on Unmanned Aerial Vehicle to Improve Environmental Impact Assessment)

  • UAVs are unmanned, autonomous or remotely piloted aircraft. As UAVs become smaller, lighter and more economical, their applications continue to expand. Researches on UAVs in the field of remote sensing show development methods and purposes similar to those on satellite images, and they are widely used in studies such as 3D image composition and monitoring. In the field of environmental impact assessment(EIA), satellite information and data are mainly used. However, only low-resolution images covering long distances and large-scale data allowing for rough examination are being provided, so their uses are seriously limited. Therefore, in this paper, we construct spatial information of forest area by using unmanned aerial vehicle and seek efficient utilization and policy improvement in the field of environmental impact assessment. As a result, high-resolution images and data from UAVs can be used to identify the location status of SEIA, EIA, and small scale EIA project plans and to evaluate detailed environmental impact analysis. In addition, when provided together with infographics about Post-environmental impact investigation, it was confirmed that the possibility of periodic spatial information construction and evaluation can be used throughout the entire project contents and project post-process.In order to provide sophisticated infographics for the EIA, drone photography and GCP surveying methods were derived.The results of this study will be used as a basis for improving high-resolution monitoring and environmental impact assessment in the forest sector.

가스산업 조직 및 규제 동향의 국제비교 (An International Comparison of Industrial Organization and Regulation Trends in the Gas Sector)

  • 본 연구는 가스산업 조직과 규제 정책을 중심으로, 주요선진국들과 국내의 가스산업을 비교한 것이다. 그리하여, 우리나라와 미국, 캐나다, 영국, 프랑스, 독일 및 일본의 천연가스 산업 구조와 규제현황, 성장과정 등을 비교·분석하였고, 그 결과는 다음과 같다. 첫째, 가스산업이 성숙된 국가들은 상류부문과 최종소비자 보급부문의 시장경쟁을 촉진하려는 것이 최근의 추세이다. 그러나, 현재 우리나라는 도시가스 최종판매부분이 완전 민영화되어 있는데, 그러면서도 전국적 배관망이 완성되지 않아, 제 3자 수송을 통한 도시가스 보급경쟁의 조장은 아직 이르다고 할 수 있으며, 수요 급성장에 대응하여 안정적인 공급기반을 구축하는 것이 우선적인 정책과제라 본다. 둘째, 지금과 같은 LNG 형태의 도입 계약 확대와 더불어, 파이프라인을 통한 가스도입 방법의 모색과 도입선 다변화 등 적극적 자원확보 방안이 검토되어야 한다. 셋째, 비교 대상국들의 가스관련 기술개발이 대외 공여수준에 이르는데 반해 우리나라에서는 아직 미약한 실정이므로, 가스기슬의 개발과 자립기술을 바탕으로 한 해외사업 진출 등 부가가치를 더욱 증대시킬 수 있는 영역으로의 사업다각화가 필요하다.

국내 친환경 업무용 건축물의 디자인에 대한 비교 연구 (A Comparative Analysis of Designs in Low Carbon Environment-Friendly Business Buildings)

  • The eco-friendly elements are important for new construction and renovation and redevelopment of the buildings. The green buildings are related with minimizing environmental pollution and how to live with nature throughout the entire process of demolishing and building. The purpose of this paper is to study on eco-friendly business buildings in the trend of mandatory green building certification system. The analysis of this paper is comparative studies on practices at eleven domestic eco-friendly business buildings through site survey on design framework of green buildings. The design framework of eleven this buildings is six kinds of skills on technical, renewable, ecological, cultural, healthy, social. The eleven this buildings in the new & renewable energy and IT technology of technical sector are satisfied with the framework. But, domestic most advanced eco-friendly business buildings are placed difference between almost the two times on the lower buildings at comparative evaluation. The three of this buildings are gratified rainwater harvesting and waste recycling systems for renewable and recycle. The buildings have an excellent aspects of technology and ecology. The benefits of this buildings are related with future compulsory zero energy house to take technical advantage of renewable energy. However, the buildings reflecting the regional culture types is insufficient. The buildings should be supplemented as follows. This buildings are need to have the social enhancement programs and design for convenient space of community residents, through health and comfort of on workplace. Moreover, this buildings have features of coexisting with human beings and nature friendly with the aim of realizing the sustainable development. The social enhancement programs through regional cultural aspects with ecology are related with individual and community livings in harmony, non-hierarchical communal lifes. The development of the cultural aspects provide for consensus about the local community and creating sustainable communities. Thus, The buildings are to have energy saving, pleasant and healthy living environment and interactive individual and community livings in harmony.
