  • Inchon International Airport (IIA) is one of many new airports being constructed in the Asia Pacific region. IIA is located at the center of Northeast Asia connecting 43 major cities within 3.5 hour flight. With the sate-of-the-art airport facilities, IIA will also have the diverse functions of a modern airport for international business, where airport users can work and relax at the same time. It will be built for the multifunction of Pentaport - Airport, Businessport, Teleport, Seaport and Leisureport. IIA will be a leading hub airport for Northeast Asia in the coming 21st century. This paper will focus on the development plan for Inchon International Airport and its current status.

  • Although This study is to produce various considerations for the proper time and feasibility of new runway with Incheon international airport $4^{th}$ runway development case. In order to validate the feasibility of runway development, it is main considerations to be increased airport capacity for accommodating increase air traffic demand, secure stable airport operation without degrading service level, cope with emergency situation and maintain competitive among competitive airports which are developing new runway. Conclusionally, to develop new runwlay at the proper time for sustainable and stable airport operation without stop is the best way of maintaining competitiveness among foreign competitive airports.

  • Kimpo International Airport, located within the Seoul metropolitan district, experienced a sudden surge of passengers and cargo in recent years. In 1990, MOCT sponsored feasibility studios and Youngjong Island location was selected as the most suitable choice among four proposed sites to build a new airport. The construction work was then commenced in November 1992. Phase I project facilities are scheduled to start its operation in March 2001 with an annual capacity of 27 million passengers and 1.7 million tons of cargo for both enplaning and deplaning from International liners. Kimpo International Airport will remain in operation primarily for domestic passengers and cargo only. Phase II project construction work will add two more runways with its related facilities by 2005. Inchon International Airport will then conveniently serve 100 million passengers for enplaning and deplaning, and 7 million tons of inbound and outbound cargo annually in its full capacity. All the airport facilities In phase I and phase II periods are constructed to meet international standards. A fully integrated transportation network and logistics function systems should be accomplished prior to the full operation of the airport. With these sccomplishments, the state-of-the-art airport is poised to meet the needs of a rapidly growing worldwide air transport industry, and will more than adequately fulfill its role as a hub airport for the Northeast Asia region.

  • Today air traffic at the airport is complicated including a significant increase in the volume of air transport, so aviation accidents are constantly occurring. Therefore, we should newly recognize importance of the Air Traffic Safety, the core values of the Air Traffic. The location of airport that is the basic infrastructure of the air traffic and the security of safety for facilities and equipments are more important than what you can. From this dimension, I analyze the step-by-step safety factors that are taken into account in the airport development projects from the construction or improvement of the airport within the current laws and institutions and give my opinion on the enhancement of safety in the design and construction of airport. The safety of air traffic, as well as airport, depends on location, development, design, construction, inspection and management of the airport including airport facilities because we have to carry out the national responsibility that prevents the risk of large social overhead capital for many and unspecified persons in modern society through legislation regarding intervention of specialists and locational criteria for aviation safety from the planning stage of airport development. In addition, well-defined installation standards of airports and air navigation facilities, the key points of the airport development phase, can ensure the safety of the airport and airport facilities. Of course, the installation standards of airport and air navigation facilities are based on the global standard due to the nature of air traffic. However, to prevent the chaos for the safety standards in design, construction, inspection of them and to ensure the aviation safety, the safety standards must be further subdivided in the course of domestic legislation. The criteria for installation of the Air Navigation facilities is regulated most specifically. However, to ensure the safety of the operation for Air Navigation Facilities, performance system proved suitable for the Safety of Air Navigation Facilities must change over from arbitrary restrictions to mandatory restrictions and be applied for foreign producers as well as domestic producers. Of course, negligence of pilots and defective aircraft maintenance lead to a large portion of the aviation accidents. However, I think that air traffic accidents can be reduced if the airport or airport facility is perfect enough to ensure the safety. Therefore, legal and institutional supplement to prioritize the aviation safety from the stage of airport development may be necessary.

  • Acoustic and pressure type seabed installed wave sensors have advantage in observing long period infra-gravity wave and tsunami, while buoy type wave gauges which measure acceleration of the moored buoy motion are not able to detect long period waves. That's why most of the Japanese coastal wave observation sensors are seabed installed typed ones. Nationwide Japanese coastal wave observation systems with seabed installed sensors are gradually clarifying long-period tsunami profiles and infra-gravity wave characteristics (Nagai.et.al., 1996, 1997,2000,2002a,2002b). • The back-filled soil of the New Incheon International Airport construction site was reclaimed with sea sand in near the Young-Jong island. The primary study was carried out from August 1993 to June 1997 to study soil amendment and to select salt resistance turfgrass species. This study dealt with low maintenance area that included most part of open space of airport site. The second experiment, from October 1996 to August 1998, focused on soil amendment and selection of turfgrass species for alongside runway where turf area was maintained. Through two previous studies, propagation methods with zoysiagrass were tested for alongside runway and surrounding areas at 1998. The study of construction methods with zoysiagrass, vegetative propagation showed better results on visual quality and cover rating compare with seeding propagation. However, significant different between vegetative and seeding propagation was not showed on visual quality and drought tolerance after one year of plot establishment. The cover rating by seeding construction methods reached in excess of 70% of limitation suggested by the Incheon International Airport Cooperation. Zoysia net and sprigging net methods were the most suitable where there requires rapid and high rate of ground cover. Seeding propagation should be acceptable to obtain a resonable cover rating where there allows relatively longer period of completion. Therefore, it should be possible to attain a proper rating of ground cover on the site of open space, alongside runway or areas similar to the New Incheon International Airport which is being built on dredged seashore sand. However, the methods of soil amendment, selecting salt tolerance species, and proper construction procedure should be considered at the a time.

  • PURPOSES : This study aimed to analyze economic effect of recycled aggregate production on job-site airport pavement. METHODS : The validation of site recycling for waste concrete as economic efficiency is analyzed through the case study of site recycling at an O airport pavement construction. The break-even point for the cost of site recycling was estimated according to two different waste concrete processing methods such as job-site recycling and processing on commission (or plant). RESULTS : Job-site recycling cost decreases as the use rate of job-site recycled concrete aggregate increases, or the amount of concrete waste increases, but transporting distance decreases. It was shown in an O airport case that as the use rate of job-site recycled concrete aggregate exceeds 61.4 %, the job-site recycling cost is cheaper than the processing cost on commission. CONCLUSIONS : The results of this study can utilize basic data of feasibility for site recycling of waste concrete on airport pavement construction.
