국내 기술의 적용시기를 고려한 북한 건축시설 개선사업의 경제적 타당성 분석 (Economic Feasibility Analysis on Construction Facility Improvement Project of North Korea Considering Technology Application Period)

  • North Korean market created by reunification of the Korean Peninsula is expected to serve as a new growth engine to the already-developed construction industry of South Korea. Improvement on deteriorated construction facility of North Korea is a project in urgent need at the initial stage of reunification. Prior to market entry of the Korean peninsula under these circumstances, economic feasibility analysis on construction technology application must be preceded by considering reunification period. Therefore, this study conducts an economic feasibility analysis on construction facility improvement project of North Korea considering application period of technology developed by South Korea. Results of this study are expected to be utilized in future reunification process as the basis for establishing relevant guidelines for construction facility improvement project of North Korea.

  • The sudden changes in the construction market and the progressively intensifying price wars have amplified the importance of the construction cost estimation in the initial and planning phases of construction projects. However the methodologies and process of estimating construction cost in the planning and design phase are not standardized in the domestic market, in contrast to the markets of more developed countries. Therefore this paper proposes a new approximate estimation model to be used from the initial stages of construction projects. This methodology that extracts, modifies and synthesizes comparable elements of previous cases. This will introduce the foundation for the implementation of systems with improved usability and applicability.

  • The circumstances of overseas construction market is developing into quite complicated and diversified trends. Construction circumstance is escaping from localization to the open competitions, and from developing countries focused to the resources developing countries. Thus, new strategies for order competitiveness improvement based on our know-hows are required to secure the order volumes. This study has analyzed domestic construction companies' order trends in overseas construction market, and proposed strategic plans through analyzing of Order Causes on overseas construction projects to improve the order competitiveness.

표준시장단가 공고시기 조정에 따른 영향분석 연구 (Analysis of the Influence of Changing the Announcement Date of Standard for Construction Cost Estimation)

  • Construction Standard Unit Price is the unit price calculated based on the market price for work items in construction projects that have already been conducted. It is used as basic data for calculating the budget price of public construction projects. In the Construction Standard Unit Price Book implemented in the second half of 2020, there are 1,810 types of unit prices. Since 2017, 100-150 construction standard unit prices have been revised semiannually (on January 1 and July 1 of each year) through Construction Site Surveys. Other work items have been set based on the rate of inflation during the corresponding period. Later in 2020, this procedure was changed, with on-site survey period extended to one year to strengthen the construction standard unit price investigation. The revisions previous announced during the second half of the year were changed only to reflect the price inflation rates. With such changes in the revisions to construction standard unit prices, one important issue that was raised: The timing of announcing the revisions during the second half of the year (reflecting the price inflation rates). The market unit wage, which is the unit price standard of labor cost that takes up a large part of the construction cost, is announced in January and September. The figures announced in September is reflected on the construction standard unit price four months later in January, but the market unit wage announced in January is reflected only six months after in July, which causes a timing issue. As such, the current study analyzed problems rising from the changed timing of the announcements of the construction standard unit price during the second half of the year, in addition to analyzing their impact on public construction projects.

  • 용역형 CM방식은 1996년 "건설산업기본법"에 의해 국내에 처음 도입된 후 매우 익숙한 용역 발주 방식들 중 하나로서 제시되고 있으나 최근 건설경기 침체와 더불어 용역형 CM 시장은 지속적인 침체에서 벗어나지 못하고 있는 실정이다. 국내의 CM과 관련된 시장 환경 요소와 함께 제도기반이 아직까지 정착하지 못한 점이 이러한 관련시장 침제의 근본적인 원인 중 하나라고 볼 수 있다. 즉 발주자의 CM 서비스에 대한 부정적 인식과 함께 CM대가의 현실성 결여, CM서비스의 기술 발전 한계 등 CM과 관련된 제도 및 기반 환경에 대한 전반적인 문제점이 제기되고 있으며, 이에 대한 개선이 시급한 시점에 도달한 것으로 파악된다. 과거 10년간 공공건설 시장에 있어 CM이 태동되었다면 현재시점부터는 외형적 성장만을 위한 것이 아니라 CM과 관련된 주체들이 상호만족 할 수 있는 기반 환경이 조성되어야 한다. 이를 위해서는 건설 산업에 있어 CM의 역할이 구체적으로 정립되어야 한다. 이에 본 연구는 현재의 CM 제도 및 제반 환경 사항을 집중적으로 분석하여 현안의 문제점 및 개선안을 제시하고자 한다. 본 연구에서는 설문과 델파이기법을 연구방법론으로 이용하여 관련 전문가의 다양한 의견을 객관적인 방법으로 취합 제시하였으며, 이에 기반한 개선안을 도출함으로써, 연구의 목적을 성취하고자 한다.

공공건설공사 표준시장단가 적용 파급효과 분석 (Ripple Effect Analysis of Construction Standard Unit Price in Public Construction)

  • 「Act On Contracts To Which The State Is A Party」 stipulates that the "Construction Standard Production Rate" and "Construction Standard Unit Price" be used as the criteria for determining the estimated price of construction works performed by public institutions. In this regard, issues such as the application scope of the Construction Standard Unit Price, and the effect of budget reduction continue. However, due to the lack of quantitative data on the actual application of Construction Standard Unit Price, it is difficult to objectively evaluate various issues. In order to prepare data for objective evaluation of the Construction Standard Unit Price, this study analyzed the ripple effect of applying the Construction Standard Unit Price based on the bill of quantity. As a result of the analysis, the Construction Standard Unit Price ripple effect in the civil engineering part was 9.2%, and it was analyzed that there was a ripple effect of about 1.9% based on the civil engineering direct cost. In the construction part, the ripple effect was analyzed to be relatively high at 17%, but it was found to have a ripple effect of about 3% in the construction direct cost. Based on the total direct cost, the ripple effect was calculated as 2.2%. Based on the analysis results, it is possible to evaluate the effect of applying the Standard Market Unit Price, and it is expected to be used as basic data to solve issues. As a future study, it is necessary to additionally analyze the ripple effect by Standard Market Unit Price application range (over 10 billion, over 20 billion won, etc.) and delivery system type (comprehensive evaluation, qualification examination, technical bidding, etc.). In addition, it is necessary to study the appropriate ripple effect of the Standard Market Unit Price.

해외건설 수주경쟁력 강화를 위한 다자간개발은행 활용 방안 (Strategies for Multilateral Development Banks Utilization to Enhance International Construction Competitiveness)

  • 글로벌 경제의 불확실성 확대와 저성장 지속에 따른 해외건설시장의 성장 정체에도 불구하고 국내기업은 높은 기술 및 가격경쟁력을 바탕으로 견조한 시장점유율을 유지하고 있다. 그러나 해외건설시장에서 투자개발형사업의 비중이 확대되고 있음에도 불구하고 국내기업의 수주는 일반 도급형 사업에만 지나치게 편중되어 있는 실정이다. 사업발굴, 금융조달, 시공 및 운영까지 종합적인 역량을 요구하는 투자개발형사업에 있어서 안정적인 재원조달과 수익성 확보는 무엇보다 중요한 요인이다. 이러한 관점에서 개발도상국을 중심으로 재원투자를 확대하고 있는 다자간개발은행에 대한 관심 제고는 어느 때보다 절실한 상황이다. 그러나 다자간개발은행에 대한 국내기업의 전략적인 접근은 이뤄지지 않고 있으며 정부의 지원정책도 효율성도 낮은 수준이다. 본 연구는 이러한 필요성와 시급성을 바탕으로 국내기업의 다자간개발 은행에 대한 인식과 진출 실적을 분석하고 다자간개발은행의 투자시장 진출을 위한 민간 및 정부차원의 역량과 정책적 지원 방안을 제시하였다. 연구결과에 따르면 다자간개발은행 투자사업은 입찰의 공정성과 재원조달 안정성이 장점으로 평가되었으며 국내기업의 진출 확대를 위해서는 시장에 대한 체계적인 정보제공, 전담조직의 구성과 운영, 기업 간 과당경쟁 방지, 공적자금과의 연계성 확보 등이 중요한 요인으로 제시되었다.

Identifying the Relationship between Total Quality Management and Sustainable Competitive Advantage from the Construction Industry Perspective

  • While it Is well-known that Total duality Management (TQM) can generate and sustain competitive advantage, its process and components have not been clearly identified for the construction industry. This paper aims first to enhance the understanding of TQM Content and Process. Then, drawing various seminal works on TQM and an application of market-based and resource-based theory, a consolidated model identifying the relationship among TQM principles and gaining a sustainable competitive advantage is proposed. Finally, the influence of TQM on sustainable competitive advantage of construction organizations is discussed, thereby interpreting the proposed model. Recognition of TQM's influence will be a starting point, enabling the construction industry to sustain their competitive advantage in the highly competitive global construction market.
