오늘 날, 미국과 유럽의 선진 조직에서는 역량의 개념을 인사관리의 기초 정보로 활용하고 있다. 한국의 경우에도 최근에들어 인사관리에 직무역량의 개념이 도입되어, 많은 조직에서는 이에 따라 인력을 관리하고자 하는 추세이다. 하지만, 이러한 추세에도 불구하고 국내에 도입되어 있는 건설사업관리자의 인적자원관리 방식은 경력, 학위, 자격증 등의 요건을 충족하면 능력있는 기술자로 평가받는 연공서열주의의 잔재가 많이 남아있다. 이는 해당 업무에 대한 실질적인 전문성 및 직무역량에 대한 평가정보는 포함되어 있지 않다. 한편, 건설사업관리자의 업무는 사업진행 단계 및 관리업무의 종류에 따라 그 전문성 및 역량이 세분화되어 있으나, 현재의 경력관리 방식으로는 이러한 세분화된 역량의 확인이 어렵다. 그러므로 발주자의 요구 및 프로젝트 특성에 적합한 건설사업관리자를 선택하고, 건설사업관리자가 자신의 직무역량을 실질적으로 관리하기 위해서는 업무별로 세분화된 역량관리 시스템의 구축이 필요하다. 따라서, 본 연구에서는 건설사업관리자의 업무별로 세분화된 역량관리 시스템 구축을 위한 기초연구로서 현행 건설사업관리자의 능력평가 방식을 분석하여 문제점을 제시한 후, 건설사업관리 직무 역량에 실질적으로 영향을 미치는 요인을 통계적으로 분석하고자 한다.

2000년대 초반 이후 대형사업의 발주가 늘어나고 전문적인 건설사업관리에 대한 중요성이 인식되면서 CM시장은 지속적으로 성장하고 있다. CM시장이 성장하면서 CM기업의 수도 증가하고 기업 간의 경쟁이 심화됨에 따라 경쟁력 향상을 위한 노력이 계속되고 있다. 특히 능력 있는 CM단장을 보유하는 것은 사업 수주나 CM기업의 경쟁력 향상에 중요한 현안이 되고 있다. 본 연구의 목적은 설계단계의 CM업무를 중심으로 전략계획설정자, 팀 형성자, 정보소식통, 전문가, 챔피언 등 5가지 리더 역할의 관점에서 CM단장의 역할 특성을 분석하는데 있다. 연구 결과, 설계단계 CM업무들의 특징에 따라 리더로서의 CM단장 역할 특성이 다른 것으로 나타났으며, CM업무 특성과 CM단장 역할 특성이 상호 연관성이 높은 것으로 나타났다.

Recently, the construction industry is increasingly in need of securing safety rights due to repeated serious accident. Accordingly, the government enacted the "Serious accident Punishment Act" to strengthen punishment for serious accident and expand the scope of punishment. However, safety managers in the construction industry are still vulnerable to safety accidents due to the heavy workload. The purpose of this study is to increase the efficiency of performance tasks and reduce serious accidents in the construction industry through analysis of performance tasks by stages of construction projects. The tasks derived through domestic research and domestic and foreign system analysis were classified step by step to analyze the correlation between difficulty and preventive effect, and inefficient tasks were discovered and improved. This can be used as basic data for identifying safety management tasks and preparing effective safety prevention measures, and it is expected to be a preventive measure against industrial accidents in the construction industry by using it for efficient work reorganization by safety managers.

현재 국내의 건설공사 품질관리, 안전관리, 환경관리는 각각의 법령을 기반으로 고유특성에 맞게 발전되어와 통합을 위한 기반이 형성되어 있지 못하다. 즉, 인력에서는 품질관리자와 안전관리자를 법적 배치인력으로 정하고 있으나, 환경관리자는 법적 배치인력이 아니다. 또한 품질관리계획은 KS A ISO 9001 규격의 모든 요구사항이 반영되어 PDCA(계획-실행-체크-조치) 시스템으로 업무를 수행하도록 되어 있으나, 안전관리계획 및 유해 위험방지계획은 KOSHA 18001 규격 요구사항 중 4항 실행(D) 및 운영에만 치중되어 P(계획), C(체크) 및 A(조치) 시스템이 제대로 반영되어 있지 못하다. 더욱이 환경관리계획은 수립기준조차 마련되어 있지 못한 실정이다. 이에 건설공사 품질 안전 환경 통합관리 기준을 마련함에 앞서 해외의 건설공사 운영사례를 조사하여 국내 적용가능성을 검토하고자 하며 본고에서는 싱가폴의 건설공사 운영사례를 살펴보기로 한다.

This paper discusses the components of a guaranteed maximum price (GMP) and proposes a framework for the development of GMPs as contract payment provisions for construction manager-at-risk (CMR) and design-build (DB) contracts for transportation projects. The framework is the synthesis of a comprehensive literature review, a content analysis of CMR and DB solicitation documents and contracts, and case study project output from twelve projects in nine states worth $3.1 billion. The research also discusses the development of three common types of contingencies that are often utilized in projects with GMPs. The study concludes that owners should specify the structure of the GMP and its components to enhance clarity and understanding of the GMP's composition. It recommends that this structure be included in the CMR and DB solicitation documents so that pricing proposals can be formulated in a manner that is consistent with the contract payment provisions that will be useful to practitioners that need to implement GMP-based contracts.

Although various research is being carried out to prevent the construction accidents, the number of victims of construction site is increasing continuously. Therefore, the purpose of this study is construction accidents prediction applying the boosting algorithm to the construction domains. Boosting algorithm was applied to construct construction accident prediction model and application of the model was examined using actual accident cases. It is possible to support safety manager to manage and prevent accidents in priority using the model.

본 연구에서는 현재의 책임분산형 직능별 조직구조하의 공공 공동주택사업의 비효율적 사업관리시스템을 개선하기 위하여, 선행연구에서 제안한 매트릭스 조직기반하의 책임과 권한 통합형 PMr형 사업관리 조직모델을 실제 사업에 적용하기 위하여 세부업무단위별 수행주체 및 프로세스를 정의하고, 실증적 시범사례분석을 통하여 개발모델의 유효성을 검증하였다. 유효성 검증결과 원가절감, 목표손익, 분양률, 매출액 총이익률 등에서는 PMr형 사업관리가 기존 방식보다 우수한 것으로 검증되었으며, 또한 원가절감 및 사업성 개선사례에서도 다양한 활동들이 수행되었다. 그러나 조직운영 및 업무구분, 사업관리 및 집행권한 등 일부 문제점도 도출되었으며, 이에 대한 개선방안을 제안하였다.

The purpose of this study is to explore and categorize the rhetorical strategies of text construction in research articles and to provide data for academic writing education for foreign graduate students. This study analyzes 30 research articles by Korean writers from Korean language and Korean language education fields, and categorizes the rhetorical strategies according to the roles of the writer as a RA form composer, a manager of research content, and a communicator. On the basis of the strategies, this study analyzes 18 term papers of foreign graduate students and inspects their weaknesses in using the rhetorical strategies. Based on the results of analysis, this study suggests rhetorical strategy education for KAP learners that emphasizes validity and clarifies argument along with attracting readers.
