In spite of the socio-economic benefits of the construction industry, it accounts for many deaths, injuries and illnesses in many countries. In developing countries like Vietnam, the situation is even worse. Health and safety (H&S) management plays a crucial role in the efforts to improve H&S performance as it contributes to mitigating the risks of occupational injuries and illnesses. However, within the wider H&S literature in Vietnam, there is no insight into the current state of affairs of H&S management, particularly in terms of the management practices that need attention in order to improve H&S management across the construction sector. This study therefore presents the findings of an inquiry into the H&S management practices of contractors in Vietnam. The study employed a questionnaire survey which yielded 58 responses from contractors, particularly those operating in Southern Vietnam. Some commonly implemented H&S management practices by the contractors are: provision of personal protective equipment (94%), allocation of H&S supervisor on site (90%), and displaying of company H&S policy on construction sites, company website, and head/branch offices (86%). Some of the less implemented practices are: networking/engaging with other companies/institutions (e.g. government offices) about H&S issues (39%), rewarding workers for safe work behaviour (39%), reviewing and updating H&S plans (48%), and displaying regulatory H&S posters on site (45%). The findings have provided some insight into the current state of affairs of the H&S management practices of contractors in Southern Vietnam and could thus inform efforts by industry stakeholders to improve the aspects of H&S management that are lagging.

최근 건설산업의 환경변화에 따라 전문건설업체 종사자의 업무수행능력 향상을 통한 업체 경쟁력 강화가 요구되고 있다. 이에 본 연구는 전문건설업체 종사자의 능력향상에 가장 효율적인 방법이 교육이라는 점을 인식하고, 이들을 대상으로 한 효과적인 교육, 나아가 맞춤형 교육 프로그램 개발에 기초자료로 활용될 수 있는 직무별 경력별 업무수행수준 분석과 필요역량요인을 파악하기 위한 목적으로 수행되었다. 이를 위해 전문건설업체의 대표, 현장소장, 공사담당, 공무담당, 자재/노무담당, 안전담당 등을 대상으로 설문조사를 실시한 후, 이들의 업무부담수준과 업무수행 능력수준비 등 업무수준을 분석하였으며, 직무별 필요역량요인을 파악하였다. 본 연구의 분석결과를 통해 향후 전문건설업체 종사자의 직무별 경력별 특성을 반영한 수요자 중심의 맞춤형 교육이 가능 할 것으로 판단된다.

본 연구는 경마산업에서 중요한 요소 중의 하나인 경마방송을 살펴보고자 한다. 한국의 경마방송과 해외선진국과 비교했을 때 어떤 차이점이 있는지를 Hughes(1987)의 기술시스템(Large Technological Systems) 관점에서 분석함으로써 향후 경마산업의 한 전문분야에 비전을 제시할 수 있는 것을 목적으로 한다. 본 연구는 크게 두 가지 관점에서 접근하는데, 우선 한국의 경마방송을 기술시스템 구조를 적용하여 연구 대상들을 개념화하고 두 번째로는 개념화를 기준으로 해외 비교대상들과 공통점과 차이점을 파악하고자 한다. 비교를 통해 한국 사례에서 방해가 되는 역돌출 요소는 무엇인지 분석하고 도출된 결과를 바탕으로 시행체 직접 운영에 의한 빠른 정책결정, 경쟁력 있는 콘텐츠 개발, 해외 개방정책 및 방송통신 융합흐름에 따른 미래 정책 개발 등 경마방송을 활용한 경마산업의 균형적인 발전을 위한 비전과 시사점을 제시하였다.

The mining-related damages such as ground subsidence, acid mine drainage(AMD), and deforestation in the abandoned underground coal mine areas become an object of public concern. Therefore, the system to manage the miningrelated damages is needed for the effective drive of rehabilitation activities. The management system for Abandoned Underground Coal Mine using GIS includes the database about mining record and information associated with the mining-related damages and application programs to support mine damage prevention business. Also, this system would support decision-making policy for rehabilitation and provide basic geological data for regional construction works in abandoned underground coal mine areas.

국내 산업재해는 점진적으로 감소하고 있음에도 불구하고 건설업에서의 사망자는 전체 산업의 49.9%를 차지하고 있으며, 그 중 추락사고 사망자는 59.7%의 높은 비중을 차지하고 있다. 이에 따라 정부차원에서 건설업의 추락사고를 예방하기 위한 다양한 안전 활동 및 정책을 추진하고 있으나 그 효과는 미비한 실정이다. 반면 미국, 일본, 영국, 싱가포르 등 해외 선진국의 경우 각국의 상황에 적합한 안전 활동, 규제 및 정책 등을 펼친 결과, 국내보다 산업재해 발생율이 저조했다. 따라서 본 연구의 목적은 국내 산업안전보건법과 해외 선진국의 법령을 추락재해에 밀접한 영향을 미치는 기인물별로 비교·분석하여 국내 실정에 맞는 개선방안을 제시하는 것이다. 비교 분석 결과, 본 연구에서는 국내 건설현장의 추락재해 저감을 위한 개선방안으로 1)추락 높이에 대한 기준 개선 2)안전난간 상부난간대 높이의 개선 3)수평안전대 부착설비 연구 및 지침의 개정 등의 개선방안을 제시하였다. 향후 본 연구는 해외 선진국의 사례분석을 위한 기초자료로 활용될 것이다.

전세계적으로 녹색 건설에 대한 관심과 필요성이 높아지고 있는 시점에 있다. 정부도 녹색 성장 기조 하에 건축물의 에너지 사용량 저감을 위한 공격적인 목표를 설정하고 다양한 정책적 지원책을 통해 추진하고 있다. 하지만 녹색건설 시장의 지속적인 성장을 위해서는 수요 주체의 녹색 투자 의사 결정을 지원할 수 있는 녹색 건설 투자 비용과 경제적 편익 정보가 제공되어야 하지만, 녹색 건설 선진국에 비해 국내 건설산업계에서는 녹색건설의 비용이나 편익과 관련한 구체적이고 객관적인 자료가 부족하고 분석이 부족한 실정이다. 이에 본 연구에서는 건설 산업 차원에서 녹색 건설 비용의 개념을 정의하고, 녹색 비용 및 편익 정보 체계와 관련한 녹색건설선진국의 다양한 사례를 살펴봄으로써 국내 녹색건축 비용 및 편익 정보 체계의 문제점을 도출하고 개선 방안을 제시하였다. 본 연구에서 제시한 녹색 건설 비용 및 편익 정보의 분류, 축적, 활용 메커니즘이 해당 건설 상품의 경제적 타당성 검증 작업을 견인할 수 있을 것으로 기대한다.

건설산업의 변화에 따라 글로벌 수준의 사업관리 기술력과 서비스 역량의 중요성 증대 및 새로운 발주방식의 필요성에 의해 시공책임형 CM방식이 국내 건설산업에 적용되었다. 하지만 시공책임형 CM에 대한 인식부족, 오픈북 정책에 대한 신뢰성 부족 그리고 CM기업의 시공책임형 CM에 대한 기술력 및 관리 능력 부족 등으로 인해 국내 시공책임형 CM 활성화가 어려운 실정이다. 따라서 본 연구에서는 국내 CM기업 중 시공책임형 CM실적이 가장 높은 A기업의 33개 프로젝트를 계약유형, 오픈북 정책 항목, 계약조건에 대한 문제점들을 분석하였다. 그리고 시공책임형 CM에서 오픈북 정책을 정착하기 위한 방안을 구성원 교육 강화를 통한 고객만족도 강화부분, 자금청구 시스템 개선을 통한 추가 현장업무 최소화 부분, 현장 성과평가 방식 개선을 통한 오픈북 정책 정착 유도 방안으로 구분하여 제시하였다. 이러한 개선방안을 통해 시장 주도권 확보, CM서비스 차별화, 발주자 공감대 형성을 통한 신뢰성 확보 그리고 CM의 본질 유지를 통한 공감성 형성이 가능할 것으로 기대한다. 또한 본 연구는 시공책임형 CM에 대한 경쟁력 향상과 차별화 전략에 기여할 수 있을 것으로 기대한다.

As an important factor of capitalism economics, price of commodities represents a certain country's economic index. For having correct price policy, there should be an appropriate mechanism to make and use systematic statistical data on price. Price statistics are made by indexes and price indexes are categorized into producer price index(PPI) and consumer price index(CPI). The Bank of Korea is publishing producer price index every year, but the producer price index contains some problems. These include as follows : (a) the impractical selection of fisheries products sample (b) uncorrect measure of aquatic products weights (c) investigating sample places. This study try to substitute producer price index of aquatic products and change construction of fisheries producer price index with experimental research on representative fisheries, weight of each fisheries, and suitability of investigating sample places. It is possible to improve practical fisheries producer price index with the results of this research. The findings are as follow. (a) It will be helpful for the government to make the fisheries price policy. (b) It can be used to understand trends of accurate price and price increase of aquatic products, and it's possible to compare with it other industrial indexes including the mining, agricultural, and manufacturing industry and understand relative price movement. (c) When free sales systems of fisheries products as expected, it will be helpful to analyze price movement of producing fisheries cooperatives, producing fisheries market and consuming fisheries market, analysis of market, and formation and consideration of budget. (d) It can be an important index to determine labor wage.

연구목적: 본 연구는 국내 건설업 분야에 종사하는 외국인 근로자들의 고용안정을 위해 필요한 제도적 개선방안을 마련하고자 하였다. 연구방법: 외국인 근로자 현황을 조사하기 위해 통계청 및 관련 보고서를 분석하였고, 이를 기반으로 한 제도 개선 방안을 마련하였다. 연구결과: 현시비교우위지수(RCA) 분석을 통해 내국인 근로자 대비 외국인 근로자의 기술주준을 평가한 결과 형틀목공, 철근공, 콘크리트공, 석공(타일공), 방수공의 순으로 분석되었다. 결론: 건설업 활성화를 위해 부족한 현장인력 문제를 해결하기 위해 도입된 외국인 근로자 근무제도를 활성화하고 문제점을 개선하기 위해 건설현장에서의 고용허가제 운용을 개선할 필요성과 고용허가제를 도입하는 건설업 규모를 제한할 필요가 있다.
