Best value in value engineering has relation to cost and performance. But a severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient and practical methodology for accomplishing best value in construction projects is proposed. This study developed a more objective approach for performance measurement approach of mega projects and suggested a systematic process of performance quantitative analysis verifying value improvement. The proposed performance measurement method would be very useful for better communication and consensus between stakeholders and VE team especially through value engineering.

설계VE 활동작업 중 대상의 기능을 철저하게 분석할 수 있는 기능분석 활동은 그 중요성에도 불구하고 수행자의 인식부족, 분석방법에 대한 어려움 및 설계VE 활동 시간적 제약 등의 이유로 활동 자체가 약화, 변형되거나, 생략되는 경우가 발생하고 있다. 이와 같이 기능분석이 변형된 VE활동은 아이디어 창출과정에 있어서 기능부분이 약화된채 아이디어의 결과를 창출함으로 신뢰성이 매우 떨어진다고 할 수 있다. 따라서 본 연구는 현재 시행되어진 설계VE작업중 기능분석활동 부분을 분석하여 이를 활동유형별로 분류, 그 특징을 파악한다. 이를 통해 기능분석 활동에 대한 올바른 이해를 확립하고, 기능분석 활동의 개선부분을 도출하여 올바른 설계VE 활동을 유도하고자 한다.

최근 정부는 임대형민간투자사업(BTL, Build Transfer Lease)방식을 적극 도입함으로써 민간의 축적된 지식과 경험을 이용하여 보다 효율적인 사회간접자본(Social Overhead Capital) 확충을 도모하고 있다. 공공부분 및 사업시행자 등 민간투자사업의 사업기획단계에서 운영단계에 이르기 까기 전문화된 기술과 경험을 바탕으로 한 설계를 통하여 시설물 사용자의 요구를 충족시키는 동시에 창의적 기법을 총동원 예산과 리스크 범위내에서 최대한의 효율과 수익 창출을 극대화하려는 노력이 필요하다. 이처럼 BTL등 민간투자사업의 투자가치(Value for Money)를 극대화시키기 위해서는 VM(Value Management) 방법론의 효과적인 사용이 불가피하다. 여기서는 BTL 사업에서의 "VE job Plan" 활용 절차 및 적용방안을 제시하였다. BTL 사업에서의 효율적인 "VE job Plan"을 제시하기 위하여 국내 민간투자사업 및 VE 추진을 위한 법적제도의 변화를 분석하였다. 국내 BTL 사업 수행절차 및 BTL 사업에서의 VE적용방안을 "VE job Plan"과 함께 제시하였다. 실제 적용사례 연구를 통하여 BTL 사업에서의 "VE job Plan"의 작성과 작성된 프로세서를 활용한 의사결정 및 대안평가 방법을 제시하였으며, 속성 중 비용은 LCC(Life Cycle Cost : 이하 LCC) 분석결과를 바탕으로 평가하였고, 프로젝트 기능개선을 위한 평가방법으로는 기술적 FAST도를 사용하여 분석하였다. 사례는 "대구시립미술회관" 사업자 선정을 위한 BTL VE 활동을 통해 보다 향상된 가능의 개선, 비용절감 및 양질의 서비스 수준을 제공한 VM사례를 소개하였다.

Recent increases in construction costs on Korean public works projects, largely due to change orders caused by poorly elaborated design, become a motivation of applying VE process in Korean construction industry. The Seoul Toll Plaza project, recently value analyzed by four VE teams, demonstrates how value management helps save time, money and increase functional performance. The objective of this project is to upgrade and expand existing pay and ticket booths system on "Kyungboo Express Highway", the main artery for the Korean peninsula linking Seoul to Pusan. The value management study generated several innovate alternatives capable of saving up to 50% of project cost from the baseline project plan.

The purpose of this study is to provide the systematic report and analysis about Apartment VE application in Design Phase. In this study, the method of VE application is classified into foure groups-changing materials, changing a method of construction, acceptance of new technology, and use of new device. The facts found in this study can be summarized as follows. Application rate of VE is highest in building circumference parts. The main reason would be that there are many applicable factors according to locations, types of work, etc. Parking lots also show similar results with the same reason. It means there are a lot of possibility to adapt value engineering in these steps during the work. So far application of value engineering has been so limited that just small changes of process or method have been tried. One reason is the lack of challenging and the other is some characteristics of construction work which is very difficult to fix after completion. In the future, it would be more efficient to apply new technology and new device in construction work. Though these attempts have been ignored in Korea so far, there are still lots of possibilities to be developed in value engineering.

VE는 여러 산업분야에서 지속적으로 요구되는 개선 목표를 달성하고 제한된 건설예산을 보다 효과적으로 관리하기 위해 사용되어온 체계화된 절차를 말한다. VE의 업무절차 중 준비단계의 주요 목적은 원활한 VE수행을 위하여 관련된 집단의 협력체계 구축과 공동목표 달성을 통하여 분석단계에서 요구되는 충분한 자료를 확보하는데 있다. 그리고 사용자 및 발주자 등 프로젝트 이해당사자들의 요구를 측정하는 데는 주로 품질모델(Quality Model)이 사용되며, 이러한 품질모델은 VE활동 시 대안이 발주자의 요구에 적합한지를 확인할 수 있는 평가척도로 활용된다. 하지만, 현행 준비단계 업무는 단순히 발주자 및 사용자의 요구사항을 확인하는 수준이며, 이를 통해서 대상선정 및 기능분석 단계의 명확한 목표 및 방향제시를 해주지 못하고 있다. 이에 본 연구에서는 사례분석과 전문가 설문조사 및 면담조사를 실시하여 현행 준비단계 업무의 문제점을 분석하고, 각 주체별 요구항목을 정확히 파악하여 새로운 대상선정 모델을 제안하고자 한다.
