A Delphi Study on the Price Escalation Clause in a Construction Contract

  • The purpose of this study is to suggest policies to improve the price escalation system in a construction contract through a Policy Delphi technique. The Delphi, including two times questionnaires and a group discussion, was conducted by joining 14 experts. Also, the escalation provisions of various countries were examined. Results of the Delphi showed that the minimum fluctuation rate for price escalation was desirable at a level of 3%. To compute the fluctuation rate, calculating the price fluctuation of overall articles was more desirable than using price indices. A bidding date was more reasonable as the initial date of change in price. Losses caused by price change should be shared between contractor and owner; therefore a deduction rate should be introduced in price escalation. Meanwhile, overhead and profit should be adjusted in proportion to the fluctuation rate; but advance payment or the delayed construction amount should be deducted from the adjusted amount.

  • The amount of construction waste increased to 176,447 ton/day in 2008 from 28,400 ton/day in 2000, a 6-fold increase in just 10 years. Such dramatic increase in the waste of concrete, asphalt concrete, wood and metals was due to demolition of old buildings as well as a great number of building redevelopment projects and hurried city industrialization. Many buildings targeted for demolition today were built in line with the government policy to provide affordable housing to citizens in the shortest time possible and consequently, said buildings underwent rapid deterioration and required periodic repairs and reconstruction. Based on the above, we predict that construction waste will continue to increase for the foreseeable future. In particular, due to limited availability of suitable space to construct apartments and residential buildings in the city, old buildings are being torn down to make space for new development, further increasing construction waste. In light of that, efforts to recycle as well as reduce generated waste are urgently required.

  • This study aims at surveying the current competitive position of our construction machinery industry in the international market. We will then reveal the critical issues by applying a SWOT analysis and a Delphi research from the viewpoint of strategic planning. At the same time, policy alternatives are also sought after as contributory tools to resolve the strategic issues demonstrated in this analysis and research.

  • This study performs analyzing a status of labor cost policy of public construction project and labor management information system in Korea for improving of labor cost survey in the construction market. The outcome of this study will be helpful to build a labor cost information system included the information of man-hour, regular pay and benefit, total wage. And if these result is integrated with the information of worker's career, qualification, skill level, it is confidently expected that the survey of labor cost is reliable.

  • Until now, the eco-friendly construction (green construction) has been focused on reducing environmental impacts in use(operation and maintenance) phase. Considering the environmental influence along the life cycle of construction project, the impact in execution phase is rather lower than that in use phase. However, that impact is thought to be greatly decreased by well-organized activities. Based on its urgency and requirement for timely action, this study aimed to discuss the greenhouse gas (GHG) reduction plan in execution phase from a broad perspective. To achieve this purpose, the green building rating systems in domestic and foreign countries have been reviewed, and the practice in Japan was investigated. In order to improve current on-site greenhouse gas management, the integration among construction phases, participants, and environmental factors, and institutional supports are required as well as the contractor's efforts.

  • This research explored methods for improvements to be made within the field of drone usage within the construction industry based on an investigation of factors which limit their efficiency and productivity. Limiting factors and improvement measures were presented in terms of technology, service, law and policy for employing drones at construction sites. Our first suggestion is, from a technical point of view, that companies need to expand professional manpower and infrastructure for systematic management. Second, in terms of service expansion, it is necessary to have management capabilities for operation such as the use of drones with enhanced safety and reinforced on-site education and personal information management. Third, in terms of legal and institutional support measures, it is necessary to prepare a plan for reforming the legal system for revitalization and to expand the training of professional manpower. This study may contribute not only to the development of drone technology, but also to effectively respond to various problems that appear at construction sites.

  • 미국, 영국, 호주 등의 나라들은 최소의 비용으로 도로시설물의 기능을 유지 또는 개선하기 위한 방안으로 자산관리(asset management) 체계를 기반으로 한 정보시스템을 개발하고 있다. 한국은 아직까지 자산관리정보시스템에 대한 연구가 초보적인 수준에 머물러 있다. 본 연구에는 사용자관점의 서비스 수준(level of service)과 경제성 분석기법 간의 관계를 토대로 도로시설물을 유지관리하기 위한 자산관리정보시스템을 개발하기 위한 방안을 제시하였다.

  • With the recent global trends in environmental preservation, the importance of sustainable construction is being highlighted in Korea. In particular, the trend is being discussed about life cycle of the apartment houses in various aspects. However the Korean construction market and housing policy have been increasingly focusing on supplier. Structures become progressively obsolete after a certain period, but their durability can be extended with proper maintenance management. Accordingly, if maintenance management on the structures is made efficiently, waste of construction energy and damage to the environment and economic loss due to early demolition and reconstruction can be effectively prevented. Improving the Ripple-Effect Metrics of Post-Construction Evaluation (건설공사 사후평가 파급효과 지표 개선방안)

  • The ripple effect is analyzed in the post-construction evaluation phase, but only the qualitative analysis and simple numerical fluctuations are analyzed, thus, no reliable ripple-effect analysis has been conducted. Therefore, in this study, a focus group interview was conducted with 10 experts to propose a plan to improve the ripple effect metrics. Consequently, by linking with the policy-effect metrics of the pre-feasibility study, it is expected that the utilization of the analysis results will be improved and objective and quantitative analysis will be possible.
