Characteristics of Construction Machinery Noise (건설기계류 소음 특성)

  • The construction noise has been considered as one of environment pollution and complaints about it have been increasing every year. In order to reduce construction machinery noise, the product noise labeling for construction machinery has been recommended since 1 February 1996 and in the near future the government will convert the recommended product noise labeling to the mandatory product noise labeling fir high noise construction machinery. Therefore, we investigated the noise and vibration level of 302 construction machines and the effect of noise reduction for the soundproof facilities in construction work sites to support the policy of the government. Additionally, we present the basic data that will be used for setting the standard of construction machinery noise and predicting the noise level near construction work sites in environmental impact assessment.

  • The objective of this study is an assessment of competitiveness in construction infrastructure by nation in order to provide preliminary data of government policy. Key results indicated that out of 23 countries, Korea's construction market size ranked 11th, construction market growth rate ranked 16th, market stability ranked 14th, construction risk ranked 4th, construction system ranked 10th, ICT ranked 1st. And Korea was ranked 10th in overall construction infrastructure competitiveness by nation.

Assessing the Safety Performance of Domestic Small-Sized Construction Companies (국내 소규모 건설회사의 안전관리활동 평가)

  • This paper presents the safety performance of domestic small-sized construction companies including the characteristic and current status of safety management actions of the firms. Safety performance both at the head office and job sites of each construction companies, which are divided two groups by construction capacity ranking, are investigated. The investigation results on the small-sized construction companies in this study was compared with those of on the large and medium-sized construction companies studied in existing papers. General recognition that there is a wide difference of safety performance among domestic construction companies by construction capacity ranking was companies by this study. Especially, Data analysis shows that the safety performance of the small-sized companies has the larger difference than large and midium-sized companies.

  • In China, the Reform-Open policy was executed in 1978. During the following 30 years, the economic regime in China had been changed to a socialist market economy from a socialist planned economy, and the construction industry in China has been achieved high economic growth. However, as the construction project increasing, a lot of problems which affect the construction expense payment occur. And it is a fact that the construction expense payment disputes have become a serious problem now. Therefore, it is necessary to discuss the problem of Chinese construction expense payment. In this paper, we would like to clarify the difference of the legislation of construction expense payment between China and Taiwan Region.

  • Using the CSI(Construction Safety Management Integrated Information) data, a comparative analysis was conducted by work type and construction cost according to whether the construction sites were subject to making a safety management plan or not. As a result, by type of work, the ratio of deaths in non-plan sites was high in mechanical facilities and earthworks, and the operation performance of the system was much higher in sites that were less than 5 billion won of construction cost.

  • After foreign exchange trouble, Korean government became effective an economy-invigorating policy that to raise the housing demand and transaction. In result, the rate economic growth kept up a high growth rate and the market recovered. But an economy-invigorating policy of continuance caused an excessive boom of housing market in the second half of 2001. Therefore Korean government enforced a speculation-restraint policy. But it caused a instability of economics. This study is to analyze the effect between the housing policy and the housing cost and is to apply the basis data of the next housing policy.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.

  • The construction industry in the local areas business as the archetypal local one is effectuating industrial production, create employment and so on to perform a significant part in keeping local economy also reviving sluggish economy. The construction stagnation in market may cause severe economic depression in local which leads to having a crippling impact on local constructive industry, in terms of the phenomenon is on the interrelation between the local construction industry and local economy, with regard to local economy which is not covered by firm based industries is wield strong influenced over by construction industry. The object of this study is to research possible improvement factors on the preferential basis by only companies' efforts, therefore the policy of government or local self-governing body in support may be unnecessarily involved after grasping faced practical problems at regional construction companies from analysing the present condition of local construction marketplace and companies.

This research analyzes and suggests are enrolled in The Korean Federation of Science and Technology Societies (KOFST) to find reasonable solutions for international engineer's mutual certification and growth of domestic construction related societies. This study also analyzes department structure and relationship of Civil engineering and construction related societies. This paper suggests reasonable development strategy, governmental policy and roles of construction related societies by analyzing multi dimensional problem set.
