  • In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations : Building up security system along with operational expansion, building up a system for emergency medical treatment, buliding up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119, we can review the following considerations : Improving the education for fire fighting trainging corps under Jeju Provicial Fire and disaster management department, providing rescue members with more opportunity for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. Provide little more superior quality high fire fighting service to jeju islander, and need long-term and elaborate research to correspond in rising fire fighting man-power demand newly and investment. Construction of well-matched disaster administration system is assignment that must hurry in international free city. That jejudo receives time factor about that is received for another thing area's number of persons or equipment when regional special quality large scale or disaster happens is that of course the support receives limitation immediately. Jeju fire fighting services is one story reform, specialization taking into account particular situation of jeju area to grow as sightseeing and center of culture intending international free city, should be upgraded. So, it may do big contribution naturally in jeju international free city phase that coincide jeju islander's social welfare promotion and safety desire.

A Study on the Online Service of Cultural Heritage Contents (문화유산 콘텐츠 온라인 서비스에 관한 연구)

  • Online service has been emphasized in various studies for content uses and diffusion of cultural heritage domain. This study purports to investigate the status of contents organization and information services for online cultural heritage services and to suggest improvement directions. This study conducted case studies and expert interviews based on contents, search systems, additional services, and expansion services. It also suggested an integrated information retrieval service for cultural heritage contents as well as the provision of high-quality content and various types of contents. The flexibility of the search function through the content hierarchy, the expansion of access points through the construction of controlled vocabulary, and authority data were also focused. As an additional service, the study proposed a curation-based, user-customized service, data sets open and share, and user participation.

  • Korea Agency of HACCP Accreditation and Services(KAHAS) has been focused on strengthen food safety management and competitiveness of the food industry. As a solution, the institution has launched the smart HACCP project, which is highly praised to be an innovation in food safety management system. KAHAS try to analysis of food manufacturing company, candidate of supporting about construction of smart factory from Small and Medium venture Business Department and confirm the effect of smart HACCP introduction. Korea Agency of HACCP Accreditation and Services will use these results for widespread of smart HACCP

  • In response to the COVID-19 pandemic, the global airport industry is actively introducing 4th Industrial Revolution technology-based systems for quarantine and passenger safety, and test bed construction and prior verification using airport infrastructure and resources are actively being conducted. Analysis of recent cases shows that despite the changing travel patterns of airport users and the diversification of airport service demands, most testbeds construction studies are still focused on suppliers, and task prioritization is also determined by decision makers. There is a tendency to rely on subjective judgment. In order to find practical ways to become a first mover that leads innovation in the aviation industry, this study selected tasks and derived priorities to build testbeds from a service perspective that reflects various customer service needs and changes. Research results using the AHP analysis method resulted in priorities in the order of access transportation and parking services (29.2%), security screening services (23.4%), and departure services (21.8%), and these analysis results were tested in the airport industry. It shows that innovation in testbeds construction is an important factor. In particular, the establishment of smart parking and UAM transportation testbeds not only helps strengthen airports as centers of technological innovation, but also promotes cooperation with companies, research institutes, and governments, and provides an environment for testing and developing new technologies and services. It can be a foundation for what can be done. The results and implications produced through this study can serve as useful guidelines for domestic and foreign airport practitioners to build testbeds and establish strategies.

  • In this paper, we describe technologies of Intranet administrator and user application used in the PEC(Protocol Engineering Center) Office Intranet system which provides platform independent application framework using Internet/Intranet standard technologies for distribution of Web documents and real-time multimedia information. The PEC Office is composed of administrator applications to support environments for administration of all applications including group/user add, update, and delete facilities and construction of user directory and user applications to support schedule sharing, virtual library, job report, output management, budget management, and real-time audio/video broadcasting services. These applications allow differentiation and customization services according to department and title employed per users.

Current Status of Health and Welfare Long-Term Plans in Korea (국내 보건복지 장기계획 수립 현황)

  • Korea is undergoing a rapid environmental change in health and welfare. Therefore, the law mandates the establishment and implementation of plans in accordance with the changes. A total of 49 long-term plans related to health and welfare were specified by the National Law Information Center, the Korean representative legal information website managed by the Korea Ministry of Government Legislation. Of the 49 long-term plans, 10 plans (20.4%) were not yet fully constructed. Eight out of 10 non-constructive plans have been put into force for more than a year, but these plans still require further systematic planning and development. The complete construction of long-term plans is substantial to account for the changes in South Korean health and welfare. In addition, a systematic plan with solidarity and continuity between the mutual plans should be established in planning.

A Comparative Analysis of PKI Authentication and FIDO Authentication (PKI 인증과 FIDO 인증에 대한 비교 분석)

  • The two factor authentication capability, private key possession and key protection password knowledge, and the strong public key cryptography protocol of PKI authentication have largely contributed to the rapid construction of Internet transaction trusted infrastructure. The reusability of a certificate-based identity for every PKI site was another contribution factor of the spread of PKI authentication. Nevertheless, the PKI authentication has been criticised mainly for the cost of PKI construction, inconvenience of individual certificate management, and difficulties of password management. Recently FIDO authentication has received high attention as an alternative of the PKI authentication. The FIDO authentication is also based on the public key cryptography which provides strong authentication services, but it does not require individual certificate issuance and provides user-friendly and secure authentication services by integrating biometric technologies. The purpose of this paper is to concretely compare the PKI-authentication and FIDO-authentication and, based on the analysis result, to propose their corresponding applications.

  • Recently Korea has imported and executed Performance Based Design for the method to settle the dangerousness on outbreak of fire of high-rise building. The overseas country's PBD is autonomic but It is unable to carry out the essential role of PBD as the performance based design that based the code based design in the domestic. Also It occurs the problems that different the classification standard of building as dualisation between the building code and the fire services act. In this study, We have investigated overseas's cases for the PBD of high-rise building and have drawn the improvement direction & the problem of domestic's PBD by comparing and the analysing the domestic regulation.

  • With the improvement of the Information Technology and the change of the business environment, the dependency of business on the Information Technology shows sharply increase. The Information Technology, however, is centered on the support of the technology viewpoint and thus the influence and effect of Information Technology on the business is hardly analyzed. The information system, therefore, requires not only technology-centric support management but service-oriented and systematic introduction of Information Technology Service Management(ITSM). The domestic ITSM market is currently expanding into variety of industries like finance, telecommunication, manufacturing and public service and at the same time the consequent reconstruction process of information system is continuously under way so as to qualify for the ISO 20000 certification. Especially the public organizations rapidly adopt the ITSM, in order to improve the quality of public service together with a goal of realizing the electronic government and of managerial innovation. The existing ITSM still, however, shows the tendency of depending only on the system construction and the management on the visible requirements whereas the overall process is not likely being improved. Hence, this study suggests, focusing on the life cycle of service, the model of ITSM based on Information Technology Infrastructure Library(ITIL) v3 which is appropriate for the public service. We expect, as stated in this study, that our ITSM model shall be widely accepted to the public agencies who promote the advance campaign by setting up the ITSM or reconstructing the existing process.

An Empirical Study on Importance of Evaluation Factors for Improvement of Fire Emergency Medical Service (소방응급의료서비스 향상을 위한 평가요인의 중요도에 관한 실증적 연구)

  • This study is performed to determine the priorites of the evaluation factors for the improvement of fire emergency medical service by increasing it's efficiency to protect the people's lives effectively, and by recognizing it's mid-long term development. Based on the output of the analysis, the critical evaluation factors of the fire emergency medical services to be improved shall be identified, and shall be intended to use strategically for increasing the efficiency of all the activity in the EMT service, and also for providing the basic date to product and manage the good quality services. To calculate the priority of the evaluation factor for each level as shown on this study, AHP(anaysis hierarchy process) with pairwise comparison method is applied. According to the priority analysis for the evaluation factors in main category (evaluation zone), 'medical service professional aspect' is recognized as highest one, and 'service infrastructure aspect', 'service management aspect' are indicated in order. According to the priority analysis for the evaluation factors in evaluation index, 'professional personal arrangement' in the service infrastructure aspect, 'appropriateness and timeliness of emergency medical care' in the medical service professional aspect, and 'clinical training' in the service management aspect are respectively recognized as most important factors.
