A Study on the Introduction of the Work Breakdown Structure for Infrastructure Asset Management

  • Several scholars in South Korea have predicted that maintenance costs of social infrastructure will sharply increase from the mid-2020s, and cause budgetary deficits among facilities management agencies. Interest in infrastructure asset management (IAM) is rising as a solution to such problem. In this study, an information system for asset valuation that reflects the salvage value and deferred cost of social infrastructure based on WBS (work breakdown structure) was developed in consideration of IAM. To reuse the construction cost information such as the acquisition cost, the interconnection between CBS (cost breakdown structure) and WBS was considered. Furthermore, asset valuation information was developed with XML schema to facilitate the exchange and reuse of the information among project participants.

  • Risk identification for bridge projects is a knowledge-based and labor-intensive task involving several procedures and stakeholders. Presently, risk information of bridge projects is unstructured and stored in different sources and formats, hindering knowledge sharing, reuse, and automation of the risk identification process. Consequently, there is a need to develop structured and formalized risk information for bridge projects to aid effective risk identification and automation of the risk management processes to ensure project success. This study proposes a semantic risk breakdown structure (SRBS) to support risk identification for bridge projects. SRBS is a searchable hierarchical risk breakdown structure (RBS) developed with python programming language based on a semantic modeling approach. The proposed SRBS for risk identification of bridge projects consists of a 4-level tree structure with 11 categories of risks and 116 potential risks associated with bridge projects. The contributions of this paper are threefold. Firstly, this study fills the gap in knowledge by presenting a formalized risk breakdown structure that could enhance the risk identification of bridge projects. Secondly, the proposed SRBS can assist in the creation of a risk database to support the automation of the risk identification process for bridge projects to reduce manual efforts. Lastly, the proposed SRBS can be used as a risk ontology that could aid the development of an artificial intelligence-based integrated risk management system for construction projects.

Development of Work Breakdown Structure and Analysis of Precedence Relations by Activity in School Facilities Construction Work (학교시설 건설공사의 작업분류체계 구축 및 단위작업별 선후행 관계 분석)

  • The work breakdown structure and the precedence relations by work activity are very important because they are the basic data for estimating the construction duration in the construction work. However, there is no standard to accurately estimate the construction duration since the size of the school facilities construction is smaller than the general construction work. Therefore, some schools are unable to open in March or September and the delay of the construction duration can cause damage to the students. To solve this problem, this study developed a work breakdown structure of school facilities construction work and analyzed the precedence relations by work activities. The work breakdown structure of the school facilities construction is composed of three steps. The operations corresponding to level 1 and level 2 are as follows. (1) 2 preparatory work categories; preparation period and temporary construction. (2) 17 architectural work categories; temporary construction, foundation & pile work, reinforced concrete work, steel roof work, brick work, plaster work, tile work, stone work, waterproof construction, wood work, interior construction, floor work, metal work, roof work, windows construction, glazing work and paint construction. (3) 7 mechanic and fire work categories; outside trunk line work, plumbing work, air-conditioning equipment work, machine room work, city gas plumbing work, sanitation facilities and inspection & test working. (4) 4 civil work categories; wastewater work, drainage work, pavement work and other work. (5) 1 landscaping work categories; planting work. The work breakdown structure was derived from interviews with experts based on the milestones and detailed statements of existing school facilities. The analysis of precedence relations by school facilities work activity utilized PDM(Precedence Diagramming Method)which does not need a dummy and the relations were applied using FS(Finish to Start), FF(Finish to Finish), SS(Start to Start), SF(Start to Finish). The analysis of this study shows that if one work activity is delayed, the entire construction duration may be delayed because the majority of the works are FS relations. Therefore, it is necessary to use the Lag at the appropriate time to estimate the standard construction duration of the school facility construction. Lag is a term used only in the PDM method and it is used to define the relationship between the predecessor and the successor in creating the network milestone. And it means the delay time applied to the two work activities. The results of this study can reasonably estimate the standard construction duration of school facilities and it will contribute to the quality of the school facilities construction.

  • The government abolished the existing method to calculate the construction price by the quantity take-off and pricing. It has introduced a new estimating system which uses the actual cost data on the basis of actual contract unit price. However, in the case of the current method to calculate the estimate price of BTL educational facilities, it is difficult to prepare an accurate ground for calculating unit prices due to a lack of standardized work breakdown structure (WBS) and guidelines for the detailed bidding documents. Thus, this research aims to establish WBS using the actual construction price on the basis of the actual bidding documents for the previous construction of BTL educational facilities. This specific WBS can be differentiated from the general WBS which is not suited for construction of the educational facility. It makes possible to build the construction information classification system and it helps to systemize the maintenance and repair cost items.

A Linkage Method for the Life Cycle Cost Breakdown Structure through an Analysis of Boundary Conditions (경계조건 분석을 통한 LCCBS 연계방안)

  • Costs and expenses are intertwined and incurred throughout an entire construction project, even from the pre-construction phase, and each phase has a different impact on the life cycle cost (LCC). However, the cost breakdown structure (CBS) is different in each phase of a building construction project, which makes it hard to reasonably calculate construction cost. For this reason, the boundary conditions were analyzed in this study based on the life cycle cost break structure (LCCBS). In addition, breakdown factors were analyzed based on the boundary conditions to derive a linkage method. The validity of the linkage method was verified through application to actual construction projects. Through the analysis, it was found that the problem of items being left out was reduced by more than 97.2 percent, and the work was done an average of 6 hours faster compared to the conventional method. It is expected that by applying the new LCC system, LCC will be both reduced and calculated in a more efficient manner.

  • This study suggests a reasonable method for visualizing risk management level by risk weight linked with 4D model. This study defines risk management procedures as preparation, identification, analysis, response and management to manage potential risks in the construction project. The modules for computerizing in this system consist of planning, construction, application of WBS (Work Breakdown Structure) and RBS (Risk Breakdown Structure), and risk analysis. The final results include a method for visualizing risk level by each element of the project by using 4D simulation technique. It can be used as a visualized risk management tool instead of current system using numerical data.

  • Construction industry has the form of industry progressed through mutual cooperation among participants in various fields. Accordingly, it may be referred to as an aggregate of information where various pieces of information are generated and managed according to each construction phase. Most of the information on the construction project is issued in the form of a document. And document management of the site is critical to successful execution of the project. Therefore, in the construction site to use IT technology for efficient information management. But, most of the information on the construction site is managed by the non-structured document. and Information management in the construction site is difficult to lack of information management systems. In this study, proposed construction information database structure and breakdown structure to the information management of the construction site through the BIM technology. Therefore, previous studies were reviewed about the document management and information link management. and Space breakdown structure and information breakdown structure was proposed to structure the information of the construction site and Database for information storage is designed. And, BIM-based construction information database was examined through the application scenario.

  • As the government has enforced recently the policies on the distribution of the housing, the construction cost of multi-family housing projects has increasingly become very sensitive and political issue. However, it is difficult to predict the construction cost in planning and design phase of the project because the Bill of Quantity of the multi-family housing projects was composed of breakdown structure based on each work package. To predict the construction cost in planning and design phase for multi-family housing projects in more effective and reasonable way, this study developed the cost breakdown structure based on spaces using Delphi method. The Cost Breakdown Structure (CBS) based on spaces for multi-family housing projects basically consists of three parts: (i) Building part; (ii) Non-building part; and (iii) Additional part. The characteristics of spaces in multi-family housing projects are fully taken into consideration. Then these three parts were subdivided into work packages in terms of work tasks. Additionally, the usefulness and effectiveness of Space CBS in this paper were validated by analyzing the BOQs of several collected sample projects and matching with Space CBS afterwards.

  • There are many problems such as uncertainty of sequencing and irrational interdependence of processes in work breakdown structure of construction project. This study suggests work structuring for improving work reliability and transparency of processes to solve problems of work breakdown structure. Also, It proposes a process design diagram The goal of improving process design by work structuring is to make work flow more reliable and quick while delivering value to the customer. The process design diagram aims at achieving lean project objectives, such as, reduction in the share of non-value adding activities, increased transparency, process simplification and increased product flexibility.

  • A temporary work are lifting equipment that tower crane or lift, and temporary architectures that office building and storage in construction site. And it is main construction work that built and used temporarily like to a scaffolding, a walk plate, and a formwork. This study is to adjust breakdown structure of temporary work to introduce technical tendency. With a site manager, it is collected a detailed statement and compared. As a result to break down a tendency that temporary equipment, additional function, and direct work of temporary technique, first, existing detail technical indexes that group I, group J, group K, and group L are classified. Second, due to set up and manage to main agents in case of existing detail technical indexes that B1, B2, it is not wrong to classify. But, it is somewhat different, and therefore adjust it to same level. Finally, as a technical tendency that temporary equipment, additional function, and direct work of temporary technique, it is adjusted the others.
