  • This paper constructs the two-part tax-a combined form of output tax and entrance fee-for polluting oligopolists under endogenous entry. In the presence of external damage that varies exogenously with aggregate output, we show that the two-part tax produces the ex post Pigouvian rule and thus achieves the first-best optimum. We also examine a detailed analysis of the impact of the two-part tax on social welfare and government revenues. Finally, when estimation errors exist in the process of regulation, we identify the incentive conflicts between interest groups and analyze the effects of estimation errors on determining optimal tax. In particular, we show that if the regulator takes care of both welfare loss and revenue gain under the proposed two-part tax, not only over-estimation on the slope of external damage but also under-estimation on the slope of market demand should be taken into the policy consideration.

  • The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.

  • Based on a long-term ethnographic study, this paper examines how the propositions and practices for desertification management in Inner Mongolia, China have changed over time. Desertification as an ecological issue cannot simply be treated as a something "natural" or "social," while it is an outcome of the construction made by both human and non-human agents. My research has found that the propositions for desertification management have been involved in the process of defining desertification, particularly by selecting different actors related to the ecological process in this region. Ultimately, the crisis in the inner Mongolia has always been constructed by the ways in which the selected actors and their relationships are differently defined. My study also reveals that although the proposed preventive measures, including afforestation, area protection, and pasturing prohibition, have tried to reconcile the conflicts of interest among the different actors, they have always been faced with certain limitations and failed in dryland management. In this historical context of crisis construction, by introducing a new non-human agent, "the chicken," the project of grassland chicken farming has eventually appeared to be an innovative strategy that can overcome the earlier limitations and coordinate the interests of Mongolian pastoralists who have suffered from economic difficulty.

  • Recently, there is has been significant interest in the allocation systems of rail track capacities with considerations of the multiple train operating companies. The system indicates both a well-defined procedure and an algorithmic method to allocate the rail track capacities. Among them, this study considers the algorithmic method to derive the optimal timetable for the trains, which the companies propose together with their arrival and departure times at each station. However, most studies have focused on the adjustment of the departure and arrival times without conflicts, which could result in incompatible allocations with the line plan, which would result in an insufficient number of trains on each line to satisfy the demands. Our study presents a new optimization model and algorithm for the allocation problem in order to reflect the predetermined line plan. Furthermore, we provide the experimental results that were applied to the Korean high-speed railway network including the Suseo lines.

  • Recently, personal mobility (PM)-related complaints and PM accidents have increased as the number of users soars due to growth in the domestic PM market and the emergence of a number of electric scooter-sharing services. As a result, the need for PM education and practice spaces is emerging as a way to reduce accidents caused by poor PM manipulation and operation. In this study, we analyze the relevant conflict factors in order to come up with a systematic operation and activation plan for PM, and as an alternative, we review and propose how to operate a PM playground and test zone. It is expected that basic data collection and analysis of rudimentary driver behavior through PM playground operations will improve users' operational safety, and various conflicts of interest between users and non-users will be resolved by installing facilities to secure their safety.

  • As we observed in Irag war, air force power is integral to military operations owing to its promptness and accuracy. In this regard, strong air force power has a deterrent effect on a war. Meanwhile, as aviation industry is a key-future industry, the importance of the industry in our economy is significantly growing. Therefore, to maximize a national interest in utilizing limited aviation resources, it is necessary to establish a new system in which civil aviation and military aviation system is closely related and consolidated. Thus, our task is to find a way to enhance civil aviation industry to the extent of guaranteeing effective military operations. At the same time, civil aviation resources shall be effectively utilized for the military purposes in the event of a war. Ibis task should be carried out in a way to further efficiency for both civil and military aviation system, rather than resulting in conflicts between two syste

  • In the Korean electricity supply structure, the role of nuclear power generation is essential. But, the delaying of radioactive waste management program induces negative impact to the stable electricity supply. Despite the continuing endeavors of Korean Government and nuclear power industry, radioactive waste management program of Korea is experiencing a continuing setback. In this background, the study examined the past and current policy and recommends that; Long term safety assurance should be the prime objective of radioactive waste management; Siting process should be transparent and opened to the public with the involvement of safety regulatory authority; A new neutral organization which has no conflicts of interest with any other existing organizations should be established to coordinate and manage the R&D programs.

  • The purpose of this paper is to investigate the relationship between foreign ownership and firm value. Based on the sample of 3,398 firm-year observations in the period of 2000 to 2007, we find evidence that foreign ownership is positively associated with firm value measured by the market-to-book ratio. In addition, we employ simultaneous equation system where both foreign ownership and firm value are treated as endogenous variables. Simultaneous regression models indicate that the foreign ownership affects firm value, but not vice versa. The positive effects of foreign ownership on firm value result from monitoring and disciplining roles played by foreign investors. Many Korean firms have been run by an owner-manager while monitoring provided by institutional equity holders has been limited. Therefore, Korean firms are expected to suffer from more severe agency costs caused by the conflicts of interest between owner-managers and outside investors. Our empirical results support the notion that foreign investors play an important role in enhancing corporate transparency and improving corporate governance.

  • The study aims at providing an electronic transaction records management system based on the third party repository which do not have any interest in electronic transactions. This study reviews various articles and standards. It also discusses theoretical issues about electronic transactions and electronic transaction records. Complex characteristics of electronic transaction records are explored and management procedures are analyzed and divided into 5 stages by the life cycle and management bodies. Based on these discussions the study affirms that trustworthy third parties' interventions are essential to prevent and control potential conflicts of electronic transactions. It proposes a trustworthy electronic transaction record management system with the third party repository. Futhermore, it discusses evidence and management environment of electronic transaction records and provides cases of TTPR based on contract transaction and exchange transaction.

  • For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole Industries so that dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and another among private-sector groups, such as companies, associations and groups. These players in the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external Inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.
