Rise of Geopolitics and Changing Korea and Japan Trade Politics

  • In the past decade, Korea and Japan have increasingly exhibited different strategic priorities in trade in face of China's rising global economic prowess and worsening US-China trade conflict. Japan's trade policy decisions have worked to reinforce its economic and security ties with the US as a means to counter China. Japan has used both bilateral and multilateral means to secure its ties with the US against China. In contrast, Korea's trade policy positions have been one of 'strategic ambiguity'. Korea has been more conciliatory towards China, reluctant to take actions that would counter China's interest. Korea has mainly resorted to bilateral channels to maintain favorable relations with both China and the US. Korea's reluctance to clearly ally with the US against China has been observed across different administrations with opposing political orientations. This paper examines Korea and Japan's diverging strategic priorities in trade through the 2017 World Trade Organization Ministerial Conference; the 2017 US imposition of Section 232 on steel; the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the Korea-US FTA renegotiation and the Korea-China FTA Phase Two Negotiation; and the 2019 Japan-US Trade Agreement.

The Effects of Public Library Service Using Book-Trailer on User Behavioral Reaction (공공도서관 북트레일러 서비스가 이용자 행동반응정도에 미치는 영향)

  • The study explored the extent of the effect of content book trailer services among the specialized services of the library using the latest technology. The AIDMA&AISAS model was employed to measure the seven reactions of user behavior: Attention, Interest, Search, Desire, Memory, Action, and Share. A total of 287 responses were analyzed by conducting surveys with users who had experienced book trailer services at 13 public libraries located in Incheon. The study found that there were significant differences in user behavioral reactions in all of the content genre, including message, conflict, and character, and in particular, the character genre had the highest effects, followed by conflict and message genres. However, the post-hoc test indicated that there was no significant difference between the genres of conflict and character in terms of interest, search, and user satisfaction. The present study suggests theoretical implications by assessing and confirming the effects of book trailer services of the content genre on the reactions of user behavior compared with previous studies that measured the effects of the book trailer services of the form genre, and further practical implications for effective book trailer services.

Influence of Cognitive Conflict Strategy Through Swing Experience on the Students' Conception of Force on a Simple Pendulum (그네타기 체험을 통한 인지갈등 전략이 학생들의 단진자에 작용하는 힘 개념에 미치는 영향)

  • This study examined 8th-graders' conceptions of force on a simple pendulum and investigated cognitive conflict and conceptual change through kinesthetic experience in swing. Participants of this study were guided to anticipate the direction of total force acting on a pendulum at three critical positions and observed it through swing experience. Having completed this, students read an article explaining the results they observed. Most of them considered gravity, tension, and motion-force to be the real forces acting on a pendulum in pre-test. Though they were interested in the activity and conceded their expectations to be different from observed results, the degrees of their cognitive conflict were not significantly high. In summation, 'interest' was the highest and 'anxiety' was the lowest. Most of the students memorized the direction of forces on a swing, but few could explain the reason behind the occurrence in an immediate post-test and delayed post-test.

The Effects of Grit, Goal Perception, Academic Work-Family Conflict and Social Support on Academic Adjustment among Female Adult Learners in a Distance University (원격대학 여성 성인학습자들의 끈기(Grit)와 목표인식, 학업-가정갈등 및 사회적 지지가 학업적응에 미치는 영향)

  • This study examined the relationship of grit, goal perception and academic adjustment of adult female students in a distance university. We additionally investigated how academic work-family conflict and social support influenced the grit-adjustment relationship. Grit is defined as passion and perseverance for long-term goals and it has been known as one of the predictors of adjustment indicators including academic achievement. A total of 642 female students in a distance university were participated in the survey and a Structural Equation Modeling (SEM) was utilized for data analysis. Results showed that our model fit data well, specifically, two components of grit (i.e. consistency of interest and perseverance of effort) positively predicted academic adjustment. Results from analyses of specific indirect effects revealed that consistency of interest was found to have a positive direct effect on academic adjustment while perseverance of effort had a positive indirect effect via goal perception, suggesting the discriminant predictability of grit's two components. Lastly, academic work-family conflict was found to negatively predict academic adjustment while social support predicted a positive academic adjustment via goal perception.

Ethical considerations in publication of medical papers (의학논문 출판윤리)

  • It is fair to say that there are many ethical issues concerning the publication of medical papers. To define the best practice in the ethics of scientific publishing and a proper understanding of appropriate reporting in medical papers, this review should be useful for authors dealing with ethical issues which involve the protection of human and animal rights, the protection of confidentiality and informed consent, fabrication, falsification, plagiarism, author and authorship, copy right transfer, duplicate publication, conflict of interest, and dealing with misconduct cases.

A Study of Institutionalization Process of Korean Environmental Impact Assessment System and Policy Suggestions (환경영향평가의 제도화에 관한 연구 및 개선방안)

  • This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.

Analysis of Ethical Requirements for the Publication Guidelines of Oriental Medicine Journals in Korea (국내 한의학 관련 학술지 투고규정의 윤리기준 분석)

  • This research aims to analyze the ethical requirements and to find the problems for the publication guidelines of oriental medicine journals. A total of 13 domestic journals, related to oriental medicine and registered in 'National Research Foundation of Korea' list, were selected for the analysis of ethical requirements. We inquired the revised year of the publication guideline and the status of ethics committee of selected journals. The ethical requirements of publication guidelines were evaluated by categorizing them into Institutional Review Board(IRB), Helsinki Declaration, Informed Consent, confidentiality and anonymity of subjects, and conflict of interest. In the case of revised year of the publication guidelines, the year of the most recently revised journal was 2011. However, the revised year of publication guidelines were not announced for three journals and a few journals haven't revised the publication guidelines since 2002. In the case of ethics committee status, four journals out of 13 journals maintained the ethics committee. In the result of ethical requirement analysis, nine journals included the information for confidentiality and anonymity of subjects, and four journals included the information for Helsinki Declaration and Informed Consent. However, only one journal included the information for IRB and conflict of interest. Recently, the importance of clinical researches has been increased to prove the effect of oriental medicine scientifically and objectively. The clinical researches should be considered in scientific side and ethical side as well, because they have potential risks to human subjects. In this sense, announcing the ethical requirements in the publication guidelines can be one way to secure the morality of researches. Thus, it is required to prepare correct publication guidelines and ethical requirements in oriental medicine journals.

Mediating Effect of the Basic Occupational Ability in the Relationship between Career Barriers and the Job-seeking Efficacy of a Dental Technology Student (치기공과 학생의 진로장벽과 구직효능감 관계에서 직업기초능력의 매개효과)

  • Purpose: The purpose of this study is to clarify the mediating effect of the basic occupational ability in relation to the career barrier and job-seeking efficacy of dental technology students. It aims to provide the basic data for NCS-based education and career guidance. Methods: The subject of the questionnaire survey was dental technology students. The collected data were analyzed using the SPSS 21.0 program. For reliable verification, a significance level of ${\alpha}=.05$ was used and reliability analysis, frequency analysis, descriptive statistics analysis, correlation analysis and regression analysis were performed. Results: The results of the analysis showed that the basic occupational ability had a mediating effect in relation to career barriers and job-seeking efficacy. It was found that the basic occupational ability had a mediating effect in the relationship between job-seeking efficiently and other variables such as difficulty in an interpersonal relationship, lack of self-clarification, conflict with others in important positions, lack of job information, and lack of interest. Conclusion : The results of this study confirmed the importance of the basic occupational ability in improving job-seeking goals, job motivation, job search strength, job skills, and other related areas. If it appears difficult to overcome career barriers such as interpersonal difficulty, lack of self-clarification, conflict with other important people, lack of job information, and lack of interest, then the improvement of the basic occupational ability can be expected to enhance the job-seeking efficiency.

An Exploratory Study on the Interaction among Local Broadcast Stations based on Market Environment (시장 환경에 입각한 지역 지상파 방송사 조직의 상호작용 특성에 대한 탐사적 연구)

  • This study analyzes the latest statistics for 3 years based on the traits of market environment, internal organization characteristics(the size and distribution of workforce), and financial structure, and then, investigates the interactivity traits and drawbacks between organization and market environment, among the local broadcast stations, and, among the type of work in the internal organization, by interviewing with broadcasters working at the local stations. Major findings of this studies are : at first, statistically, the conditions of local market environment, the size of local station workforce, financial structure are very poor. And, the interactivity among the local broadcast stations have so many difficulties because of a conflict of interest. So, for getting over a difficult situation at the local stations, in addition to planning to support local stations with various policies, government and local stations should seek for solution to overcome the conflict of interest jointly.
