  • Objective: The aim of this study was to evaluate the patterns of helicopter emergency medical services (HEMS) in Ullung Island. Methods : The authors reviewed the records from emergency room diaries and the lists of helicopter transfers in the Ullung Public Health Medical Center over the 5-year period from Jan 1, 1997 to Dec 31, 2001. Results : One hundred thirteen cases were transferred by helicopters in 88 flights. According to year, the number of flights was 13(14.8%) and the number of cases was 15(13.3%) in 1997; 17(19.3%) and 21(18.6%) in 1998; 18(20.5%) and 20(17.7%) in 1999; 17(19.3%) and 20(17.7%) in 2000; and 23(26.1%) and 37(32.7%) in 2001. According to the kind of helicopter, the number of flights was 46(52.3%) and the number of cases was 60(53.1%) by Maritime police; and 19(21.6%) and 28(25.1%) by 119 rescue. According to time zone, there were no night flights. According to sex and age, there were 75 male cases(66.4%) and 28 cases(28.3%) of patients aged sixty years and over. The number of flights was 11(12.5%) and the number of cases was 15(13.3%) in November; 10 flights(11.4%) and 14 cases(12.4%) in March; and 7 cases(8.0%) in each of September, October and April. The most common season of helicopter transfer cases was autumn. According to transfer area, there were 48 cases (42.5%) in Pohang city, Gyeonsangbukdo; 35(31.0%) in Gangnung city, Gangwondo; and 17(15.0%) in Daegu metropolitan city. According to condition, there were 27 cases(23.9%) of cerebro-vascular accident, 13(11.5%) of fracture and 11(9.7%) of head injury. According to admission department, there were 42 cases(37.2%) in Neurosurgery, 21(18.6%) in Internal Medicine and 13(11.5%) in Orthopedic Surgery. According tothe Korea Standard Classification of Disease(3-KSCD), circulatory systemic disease(IX) and injury, intoxication and others (XIX) were the two most frequent categories with 34 cases(30.1%) each, followed by digestive system disease (XI) with 23 cases(20.4%). Conclusions : HEMS in Ullung Island leave much to be desired. Helicopters cannot make a night flight and are not equipped with medical facilities. HEMS in islands such as Ullung Island are essential. We hope that night flights, equipment-monitoring systems for emergency patients in the helicopters, and a law related to HEMS in the island will all be established.

  • The red fox (Vulpes vulpes) is currently identified as a restoration target species, because it is listed as level 1 in the Korean National Park Service's endangered species list. The present research was conducted to investigate the basic behavioral patterns distribution of red foxes. For this study, red foxes under semi-natural conditions were observed and recorded from May 2012 to April 2013. The results revealed that the activities of the red foxes began at $16:59{\pm}01:20t$ and ended at an average time of $05:50{\pm}03:02t$. The males began and ended their activities earlier than their female counterparts. Among the seasonal activity durations, the longest activity duration was observed in summer with activity of 14 hours and 5 minutes, while the shortest activity duration was observed in winter with activity periods of 10 hours and 11 minutes. Generally, the red foxes exhibited a nocturnal behavioral pattern; the activity start time of the foxes was influenced by the sunset time. However, the activity end time showed no relationship with the sunrise time. The frequency of daily feeding activity ranged from one to eight times per day, with the males ($2.40{\pm}1.66$) exhibiting higher frequency than their female counterparts ($1.87{\pm}1.24$). The feeding activity peaked in November (average, 3.52 times per day) and was lowest in January (average, 1.28 times per day). Both males and females engaged in daily drinking activity (average, $2.03{\pm}1.296$ times per day). Thus, the increase in the frequency of the feeding activity is related to increase in the frequency of the drinking activity. Although the present research was conducted under semi-natural condition, the findings will be useful for the daily specification management of the species, monitoring of the released foxes, and habitat management based on the behavioral characteristics of the species.

  • For the development of reference values and evaluation of water quality in various environmental conditions, we divided the coastal region around Korean peninsular into 5 distinctive ecological regions based on the influence of surface current, depth, tidal range, turbidity, and climate condition. We used national marine environment monitoring data collected by National Fisheries Research & Development Institute(NFRDI) from 2000-2009. For the reference values, we used maximum seasonal mean from 2000 to 2007 for DIN, DIP, and chlorophyll-a and minimum seasonal mean for secchi depth measured at stations without the influence of river runoff in each ecological regions. For the reference value of bottom dissolved oxygen saturation, we used minimum mean value of 90% calculated from minimal riverine influence stations of whole regions. We calculated enrichment score for each assessment criteria. The enrichment score of DIN, DIP, and Chlorophyll-a was 1 (=< reference value), 2 (< 110% of reference value), 3 (< 125% of reference value), 4 (< 150% of reference value), and 5 (> 150% of reference value). The enrichment score of DO saturation and Secchi depth was 1 (> reference value), 2 (> 90% of reference value), 3 (>75 % of reference value), 4 (> 50% of reference value), and 5 (< 50% of reference value). We calculated water quality index using weighted linear combination of five enrichment score for the comparison of whole regions. From the water quality index distribution calculated from all stations between 2000 and 2007 period, we classified into 5 grade based on the standard deviation calculated from total water quality index. We assigned grade very good(I), good(II), moderate(III), bad(IV), and very bad(V) when the water quality index was less than 23, minimum + 1 sd, +2 sd, +3 sd, and grater than minium+ 3 sd, respectively.

  • Electronic security system is composed mainly of electronic-information-communication device, so system technology, configuration and management of the electronic security system could be affected by the change of information-communication environment. This study is to propose the future prospect on the development of technique for electronic security system through the analysis of the trend and the actual condition on the development of technique. This study is based on literature study and interview with user and provider of electronic security system, also survey was carried out by system provider and members of security integration company to come up with more practical result. Hybrid DVR technology that has multi-function such as motion detection, target tracking and image identification is expected to be developed. And 'Embedded IP camera' technology that internet server and image identification software are built in. Those technologies could change the configuration and management of CCTV system. Fingerprint identification technology and face identification technology are continually developed to get more reliability, but continual development of surveillance and three-dimension identification technology for more efficient face identification system is needed. As radio identification and tracking function of RFID is appreciated as very useful for access control system, hardware and software of RFID technology is expected to be developed, but government's support for market revitalization is necessary. Behavior pattern identification sensor technology is expected to be developed and could replace passive infrared sensor that cause system error, giving security guard firm confidence for response. The principle of behavior pattern identification is similar to image identification, so those two technology could be integrated with tracking technology and radio identification technology of RFID for total monitoring system. For more efficient electronic security system, middle-ware's role is very important to integrate the technology of electronic security system, this could make possible of installing the integrated security system.

  • Currently, cultivation of mushrooms using the Information and Communication Technology (ICT)-based smart farming technique is increasing rapidly. The main environmental factors for growth of mushrooms are temperature, humidity, carbon dioxide (CO2), and light. Among all the mentioned factors, currently, only temperature has been maintained under automatic control. However, humidity and ventilation are controlled using a timer, based on technical experience. Therefore, in this study, a Pleurotus eryngii first-generation smart farm model was set up that can automatically control temperature, humidity, and ventilation. After installing the environmental control system and the monitoring device, the environmental condition of the mushroom cultivation room and the growth of the fruiting bodies were studied. The data thus obtained was compared to that obtained using the conventional cultivation method. In farm A, the temperature during the primordia formation stage was about 17℃, and was maintained at approximately 16℃ during the fruiting stage. The humidity was initially maintained at 95%, and the farm was not humidified after the primordia formation stage. There was no sensor for CO2 management, and the system was ventilated as required by observing the shape of the pileus and the stipe. It was observed that, the concentration of CO2 was between 700 and 2,500 ppm during the growth period. The average weight of the mushrooms produced in farm A was 125 g, and the quality was between that of the premium and the first grade. In farm B. The CO2 sensor was in use for measurement purposes only; the system was ventilated as required by observing the shape of the pileus and the stipe. During the growth period, the CO2 concentration was observed to be between 640 and 4,500 ppm. The average weight of the mushrooms produced in farm B was 102 g.These results indicate that the quality of the king oyster mushroom is determined by the environmental conditions, especially by the concentration of CO2. Thus, the data obtained in this study can be used as an optimal smart farm model, where, by improving the environmental control method of farm A, better quality mushrooms were obtained.

  • For the better understanding of long-term and seasonal variations of water quality in Masan Bay, South Sea of Korea, we analyzed the archive data monitored at three stations of the bay during the last 13 years (2000-2012). The average concentrations of the chemical oxygen demand (COD), the dissolved inorganic nitrogen (DIN) and the dissolved inorganic phosphorus (DIP) during the monitoring period are $2.70{\pm}0.09{\mu}/L$, $19.66{\pm}1.84{\mu}m$ and $1.39{\pm}0.13{\mu}m$ in surface water, respectively, and $2.22{\pm}0.07{\mu}/L$, $18.53{\pm}1.36{\mu}m$ and $1.47{\pm}0.12{\mu}m$ in bottom water, respectively. The trophic state of the surface water was the eutrophic level in Masan Bay during the four seasons. The DIN concentrations of both surface and bottom waters increased from August to November and showed the highest average in November. However, The DIN decreased from February to May and showed the lowest average in May. The concentrations of the DIP and the dissolved silicate (DSi) in bottom waters had the highest averages in August because of the high water temperature and oxygen deficient condition. The results of correlation analysis and factor analysis showed that the main factors of surface waters were inflow of nutrients from terrestrial areas and internal production, and the main factors of bottom waters were the variations of the dissolved oxygen (DO), the DIP, and the DSi. The DIN and DIP average concentrations (2007~2012) had decreased in range of 68.1%~76.0% and 66.2~76.6%, respectively from 2007 in which the "Regulation of Total Emission" was established in Masan Bay. Therefore, it could have had positive effects on water quality improvement to take the "Regulation of Total Emission" and other actions such as reducing water pollutions in Masan Bay from 2007.

The detail objectives of this study are first, to re-establish the utilization scope and range of national authorized qualification through analysis of advance research and theory in various fields of learning on the function of qualification; and second, to set the direction to strengthen the utilization of national authorized qualification. Based on discussions on the various fields of learning on the function of qualification, this study divided the utilization scope of qualification into personal utilization for the benefit of the qualification acquirer him or herself and public utilization for the social and economic benefits. And according to this distinction, we prepared measures to strengthen the utilization of national authorized qualification. First of all, as a way to strengthen personal utilization of the national authorized qualification, we prepared measures to enhance accessibility and facilitate further improvement. As a means to enhance accessibility, we proposed restriction on setting the application condition, diversification of qualification authorization method, facilitation of partial qualification system and minimization of expense required to acquire qualification. Also for the further improvement, we proposed creation of job-level centered grade system and development of job-level centered qualification item by stage. For strengthening the public utilization of national authorized qualification, we come up with ways of strengthening flexibility, transparency, public trust and compatibility. As a way to strengthen flexibility, we proposed establishment of qualification demand monitoring system, expansion of direct participation of users on qualification management, establishment of qualification expiration period and its renewal. For the strengthening of transparency, we proposed to build general qualification information system and to utilize qualification recommendation system. To strengthen public trust, we proposed to strengthen the management of qualification management regulation, secure independency, establish internal audit system and strengthen post management of national authorized qualification. And lastly, we suggested that compatibility comparison standard between qualification and qualification level standard be developed for the strengthening of compatibility.

  • Arsenic and its compounds vary in their toxicity according to the chemical forms. Inorganic arsenic is more toxic and known as carcinogen. The provisional tolerable weekly intake (PTWI) of $15{\mu}g/kg$ b.w./week established by the Joint FAO/WHO Expert Committee on Food Additives (JECFA) has been withdrawn, while the EFSA panel suggested $BMDL_{0.1}$ $0.3{\sim}8{\mu}g/kg\;b.w./day$ for cancers of the lung, skin and bladder, as well as skin lesions. Rice, seaweed and beverages are known as food being rich in inorganic arsenic. As(III) is the major form of inorganic arsenic in rice and anaerobic paddy soils, while most of inorganic arsenic in seaweed is present as As(V). The inorganic arsenic in food was extracted with solvent such as distilled water, methanol, nitric acid and so on in heat-assisted condition or at room temperature. Arsenic speciation analysis was based on ion-exchange chromatography and high-performance liquid chromatography equipped with atomic absorption spectrometry and inductively coupled plasma mass spectrometry. However, there has been no harmonized and standardized method for inorganic arsenic analysis internationally. The inorganic arsenic exposure from food has been estimated to range of $0.13{\sim}0.7{\mu}g/kg$ bw/day for European, American and Australian, and $0.22{\sim}5{\mu}g/kg$ bw/day for Asian. The maximum level (ML) for inorganic arsenic in food has established by EU, China, Australia and New Zealand, but are under review in Korea. Until now, several studies have conducted for reduction of inorganic arsenic in food. Inorganic arsenic levels in rice and seaweed were reduced by more polishing and washing, boiling and washing, respectively. Further research for international harmonization of analytical method, monitoring and risk assessment will be needed to strengthen safety management of inorganic arsenic of foods in Korea.

  • This study was conducted to evaluate the effect of erosion control works on the stream ecosystem in a mountain torrential stream. The species composition of benthic macroinvertebrates and biological water quality were investigated before and after construction of erosion control works at 5 sites. The total number of benthic macroinvertebrates before construction was 3,086 individuals including 4 phyla, 6 classes, 11 orders, 22 families, and 25 species, but after construction it has decreased to 1,208 individuals including 4 phyla, 6 classes, 10 orders, 17 families, and 19 species. Especially, the diversity, richness, and evenness indices, which were calculated based on existing number of biological species, have decreased or not produced at the erosion control sites, where biological species were not found or the minimum number of species were found. The results of community analysis of benthic macroinvertebrates and ESB(Ecological Score of Benthic macroinvertebrate community) indicated that the environmental qualities of the stream based on saprobity, environmental condition, and water quality decreased after the construction at all sites: before construction, the top of the stream was satisfactory and some satisfactory, the middle was some defectiveness, and the lower was defectiveness and very defectiveness; after construction, all parts of the stream except some parts of the top were very defectiveness. Moreover, the water quality of torrential stream was rated between I to III before construction, but after construction, it declined to $IV{\sim}V$ except control. The habitat damage of benthic macro invertebrates occurred at all investigation sites after the construction of erosion control works led to reduction of the number of biological species and water quality deterioration. The results reported in this study were collected directly after the construction of erosion control works. Therefore, additional studies are needed to further explore the effect of disaster-prevention of erosion control works and the recovery process of stream ecosystem through long term monitoring.
