Comprehensive Security and Crisis & Emergency Management for Protecting Critical Infrastructure

  • Recently, interest has heightened over 'critical infrastructures' and their reliability in the face of potential terrorist attack. Assault on any of the critical infrastructures as transportation, power, water, telecommunications, and financial services, entails great consequences for their users as well as the other interdependent critical infrastructures. How to protect our vital critical infrastructures is the key question in this paper. The purpose of this article is to suggest the implications for crisis and emergency management to protect the critical infrastructures in our society. For achieving the purpose, we examined the concept of comprehensive security, national crisis, and critical infrastructure and, using the holistic approach, we examined the comprehensive emergency management for suggesting the implications for establishing the critical infrastructure protection system; building up the high reliability organization, organizing and partnering, assessing the risk, preparing first responders, working with private owners of critical infrastructures, working with communities, improving the administrative capacity.

  • This paper presents a study of an availability evaluation for I&C(Instrumentation and Control) System which it applied for nuclear power plant. The system availability assessment have been implemented to the reactor protection system by the adoption of Markov process. Results are satisfied to the requirement of EPRI and APR1400. Based on the research of I&C system assessment, it will contribute to improve the availability of system and impact the design concept with new design optimization.

  • A new key generation scheme is proposed to support partial encryption and partial decryption of data in cloud computing environment with a minimal key-related traffic overhead. Our proposed scheme employs a concept of hash tree chain to reduce the number of keys that need to be delivered to the decryption node. The performance of the proposed scheme is evaluated through simulation.

  • Debris flows are a natural hazard which looks like a combination of flood, land and rock slide. Large rainfall in July 2006 produced several large scale debris flows and many small debris flows that resulted in loss of life and considerable property and railway damage, as was widely reported in the national media. The hazard "debris flow" is still insufficiently researched. Furthermore debris flows are very hard to predict. Flexible Ring net barriers are multi-functional mitigation devices commonly applied to rock fall or floating wood protection in floods, snow avalanches and also mud flows or granular debris flows, if properly dimensioned for the process or processes for which they are intended. Overtopping of the barriers by debris flows and sediment transport is possible, supporting the design concept that a series of barriers may be used to stop volumes of debris larger than are possible using only one barrier. The future for these barrier concepts looks promising because these barriers represent the state of art for such applications and are superior to many other available options.

  • The DAta management and Communication NETworks (DACONET), Which it is designed as a subsystem for Man-Machine Interface System of Korea Advanced LIquid MEtal Reactor(KALIMER MMIS) and advanced design concept is approached, is described. The DACONET has its roles of providing the real-time data transmission and communication paths between MMIS systems, providing the quality data for protection, monitoring and control of KALIMER and logging the static and dynamic behavioral data during KALIMER operation.   • This paper proposes an expert system, which is able to determine the problem-solving strategy for diversity events occurred on the distribution system. The events include events related to the fault, scheduled outage and optimal operating task such as feeder line fault, line scheduled outage, line overload, system load balancing, system loss minimization, main transformer fault, main transformer scheduled outage, main transformer overload, main transformer protection control. The expert system enhances the reliability of software designed by the integrated concept for the diversity events. The expert system is implemented in C language. And the effectiveness and accuracy for the expert system is verified by simulating the event cases for typical distribution model.

  • In the case of terrestrial DMB(Digital Multimedia Broadcasting) system that offers mobile multimedia broadcasting services, transmission error must be considered. Although DMB transmission system provides the error protection functions of convolution coding and Reed-Solomon (204,188,t=8) coding, additional error resilience video coding methods are needed to satisfy the requirement of BER lower than $10^{-8}$. In this thesis, we propose and evaluate effective error resilience coding schemes using the MPEG-4 redundant slice for MPEG-4 video services in the DMB environment. In this scheme, we analyze the drift error caused by transmission error based on the random noise concept and the redundant slice selection algorithm that selects the most influential slice in the view of the drift error increment.

  • In Korea, 22.9kV hybrid SFCL (Superconducting Fault Current Limiter) has been developed and carried out long-term field tests in Gochagn power test center of KEPCO through DAPAS program. The SFCL will be installed at a distribution line of Icheon substation in Korea. For the successful application, we have to design the specifications considering real power system operation. This paper proposes a concept of the operating current based rms value for the protection coordination with protective delays and studies a proper range of the current in Korean distribution power system.
