Conciliation is one of the most effective ADR(alternative dispute resolution) which takes the place of civil procedure. It is achieved with disputants' independent will. The disputants negotiate each other, and make peaceful settlement. If a compromise is effected between the two, it regards the compromise as a judgement of the Supreme Court. This effect on the conciliation is afford a basis for the private autonomies. But nowadays, the practical use of the private autonomies is not thoroughgoing enough in our country. It is a matter of no uncommon occurrence for the member of a conciliation commission to form a conclusion about the dispute and to persuade the disputants to accept the conclusion. Even the judges have a tendency to conduct a conciliation like civil procedure. Under these circumstances, it's harsh to the disputants that a compromise in the conciliation has an effect like the judgement of the Supreme Court. So you should reconsider carefully the role or service of a conciliation commission. The role of a conciliation commission must be to guarantee an atmosphere of freedom, and for disputants to negotiate without restraint. So the members of a conciliation commission should make an offer the disputants the information on the members and proceedings of the conciliation. It will make the disputants have a firm belief that the members are fair and conciliation will be progressed in a fair. Moreover they have to notify the disputants of the estimated norms which is concerned in the dispute, too. It will facilitate the negotiation and compromise, and will justify claim preclusion(res judicata) which is based on Korean Civil Conciliation Law(Article 29) says that conciliation has the full force and effect of a civil judgement of the Supreme Court.

The multi-criteria group decision making (MCGDM) problem is to determine the best compromise solution in a set of competing alternatives that are evaluated under conflicting criteria by decision maker (DM)s. In this paper, we propose a mixed-integer programming (MIP) model to solve MCGDM. The existing method based on minimizing a distance measure such as Median Approach can not guarantee the best compromise solution because the element of median point vector is defined with respect to each criteria separately. However, by considering all criteria simultaneously, we generate median point that is better for locating the best compromise solution. We also utilize the concept of spatial dispersion index (SDI) to produce a threshold value, which is used as a guideline to choose either the Utopian Approach or the Median Approach. And we suggest using CBITP (Convex hull of individual maxima Based Interactive Tchebycheff Procedure) to provide DMs with various Pareto-optimal solutions so that DMs have broad range of selection.
P & I Clubs are mutual and non-profit making insurers which offer shipowners cover for the contractual and third-party liabilities. Whereas most shipowners obtain P & I insurance to cover for their legal liabilities, they also obtain hull insurance to cover against damages to the hull of their vessels from commercial hull insurers. P & I insurance was distinguished from hull insurance in respect that it offered non-limited cover to shipowner member, but there was a serious debate between P & I Clubs in respect of the non-limited cover. A compromise by International Group of P & I Clubs eventually emerged under which, with effect from 20 February 1997, a financial cap was placed on the obligation of each shipowner to pay catasrophe calls to his club(20% of each ship's property limitation fund under 1976 Limitation Convention). Nevertheless many shipowners felt that this new cap on their potential catastrophe call had been set still too high, while others resisted any reduction in the figure established by the compromise. In the Meantime, the European Commission issued a Statement of Objections in June 1997, in which it indicated its objections with a compulsory single limit common th all the Group clubs as high as the 1997 compromise. Eventually the board of all the Group clubs decided that the figure of 20% of the Limitation Convention per ship property funds should be dropped down to 2.5% from 20 February 1999.

As the threat of cyber incident grows continuously, the need of IOC(Indicators of Compromise) is increasing to identify the cause of incidents and share it for quick response to similar incidents. But only few companies use it domestically and the research about the application of IOC is deficient compared to foreign countries. Security models for key exchange protocols have been researched for years, however, lots of them only focus on what secret can be compromised but they do not differentiate the timing of secrets compromise, such as the extended Canetti-Krawczyk (eCK) model. In this paper, we propose a new security model for key exchange protocols which can not only consider what keys can be compromised as well as when they are compromised. The proposed security model is important to the security proof of the key exchange protocols with forward secrecy (either weak forward secrecy (wFS) or strong forward secrecy (sFS)). In addition, a new kind of key compromise impersonation (KCI) attacks which is called strong key compromise impersonation (sKCI) attack is proposed. Finally, we provide a new one-round key exchange protocol called mOT+ based on mOT protocol. The security of the mOT+ is given in the new model. It can provide the properties of sKCI-resilience and sFS and it is secure even if the ephemeral key reveal query is considered.

A study on the flow-structure characteristics of marine 3/2WAY pneumatic valve is essential for optimizing the performance of ship engines. It is important that the valve has desirable safety factor and reduced weight from safety and economic point of view. In this paper, flow-structure characteristics of pneumatic valve is obtained by being optimized based on the proper design criteria. The air with the pressure of 30 bar is the working fluid which is made to fill in the tack in short time. This time is defined as the filling time. On optimum design by considering the flow-structure characteristics, the approach is based on (1) the mathematical formulation of design decisions using the compromise decision-making method, and (2) the approximation technique of response surfaces. The methodology is demonstrated as the multi-objective optimization tool to improve the performance of marine 3/2WAY pneumatic valve.
Although the success rate of deep inferior epigastric perforator (DIEP) flaps has increased, late flap failures still occur and have a low salvage rate. The present article describes a case of salvage of a case of late flap failure using the pedicle vein as a vein graft source. A 50-yearold woman underwent a bilateral DIEP free flap procedure. On postoperative day 6, she experienced flap compromise and underwent emergency flap revision. In the flap revision, flap venous drainage and the superficial inferior epigastric vein were completely obstructed. A Fogarty catheter was used to remove a thrombus from the completely obstructed pedicle vein, and this pedicle vein was used as a graft source and was ligated in retrograde fashion to the flap vein stump. After injection of urokinase into the arterial branch, venous flow to the flap was restored. At a 6-month follow-up visit in the outpatient clinic, only partial fat necrosis at the flap was noted. By dissecting various perforators in the initial operation, decisions regarding immediate revision can be made with more confidence. Additionally, the combined procedures performed in this case may be helpful even for practitioners treating cases of late flap compromise.

Nasal valve compromise (NVC) is a distinct cause of symptomatic nasal obstruction, yet there are several ambiguities surrounding the diagnosis and management of this disease. Understanding of nasal valve anatomy with critical assessment of the site of obstruction is essential to effective nasal valve management. Technique selection should be individualized to the type of valve dysfunction. This case report presents a 56 year old man with nasal valve dysfunction due to narrow middle vault, concave lower lateral cartilage and swollen septal body which was diagnosed by various techniques including navigation system and treated by spreader graft, alar batten graft and reduction of septal body.

This paper argues that the establishment of the Kaohsiung Export Processing Zone (KEPZ), the first EPZ in East Asia, is a compromise of cold-war geopolitical economy in the 1960s. The KEPZ is part of the liberalization policy advise of the US Aid agency which intended to push the KMT (Kuomintang) government to downsize the nationalized sectors and foster private enterprises and encourage foreign investments. However, the KMT state hesitated to embrace the advice wholeheartedly but was forced to implement selectively the policies. To meet the compromise between liberalization and control, the KMT government takes advantage of the KEPZ to grab the geoeconomic opportunities emerging from the new international division of labor in the 1960s without losing the geopolitical support from the US. The idea that zoning as a space of compromise would provide a subtle re-examination of the rise of the KEPZ which is conventionally explained by the functionalist arguments such as increase of employment opportunities, foreign investments and export by the far-sighted developmental state.
Conventional MCDA techniques have been used in the field of water resources in the past. A GIS can offer an effective spatial data-handling tool that can enhance water resources modeling through interfaces with sophisticated models. However, GIS systems have a limited capability as far as the analysis of the value structure is concerned. The MCDA techniques provide the tools for aggregating the geographical data and the decision maker's preferences into a one-dimensional value for analyzing alternative decisions. In other words, the MCDA allows multiple criteria to be used in deciding upon the best alternatives. The combination of GIS and MCDA capabilities is of critical importance in spatial multi-criteria analysis. The advantage of having spatial data is that it allows the consideration of the unique characteristics at every point. The purpose of this study is to identify, review, and evaluate the performance of a number of conventional MCDA techniques for integration with GIS. Even though there are a number of techniques which have been applied in many fields, this study will only consider the techniques that have been applied in floodplain decision-making problems. Two different methods for multi-criteria evaluation were selected to be integrated with GIS. These two algorithms are Compromise Programming (CP), Spatial Compromise Programming (SCP). The target region for a demonstration application of the methodology was the Suyoung River Basin in Korea.
