The purpose of this study was to provide the basic data needed for developing comprehensive child edu-care programs that fits the regional needs. Subjects of the survey were the teachers of child edu-care centers in Daejeon. 95 teachers were selected from 20 child edu-care centers, using stratified random sampling method, from all of five municipal districts of the city. Gathered data were analyzed using SPSS 10.0 for reliability, factor analysis, frequency and percentile, mean, standard deviation, paired samples t-test and F-test. The summary of the findings were as follows: First, the result of survey on the child edu-care facts showed that the most child edu-care centers had the focus on caring and education programs of children, while emotional supports for family services and community social services were rather secondary importance. Therefore, to achieve the comprehensive service programs, child edu-care services should be harmonized by the education and welfare approaches. Second, centered around teacher's request, comprehensive child edu-care program that fits the regional characteristics focuses on family service; thus the program requires family group consulting, parents education etc., as well as focusing on community service to utilize local community's human, physical resources and to strengthen the tie between local community and child care services.

Early Head Start (EHS) can provide services to a child and family from pre-birth until the child is three years old. Services are comprehensive, intensive, individualized and flexible according to child and family needs, and integrated with community service delivery systems. The local program designs and operations were developed and carried out within the framework of the Head Start Revised Performance Standards, which included specific provisions for services to pregnant women, infants and toddlers and emphasized prevention, early intervention, safety, and health education. As with preschool Head Start, EHS programs are required to make available 10 percent of their enrollment for infants and toddlers with disabilities as defined by Part C regulations of the state in which the program operated. Quality child care has become a priority for EHS. A majority of EHS children need child care, and the quality is important to their development. An evaluation of EHS in 17 programs selected from the first program cohorts showed that the program had significant and positive impacts on a wide range of parent and child dimensions, some with implications for children's later school success. Among the issues for policy attention identified by American EHS for the Korean system are: - The need to create a comprehensive infant/toddler care system - The need to address access of teachers for young children - The need to improve quality.

This study investigates the current usage and needs of community resources for children with disabilities by the families in the inclusive and segregated care as well as education centers to provide information for the effective implementation of the current system. A total of 109 surveys were distributed and 62 (57%) were returned. 44 families in the 14 inclusive care and education centers as well as 18 families in the 2 segregated care and education centers participated in this study. They were asked to report on access to community resources that include compulsory education, family support, medical treatment, counseling services, commuting support, ways to gain necessary information, current use, and further needs for community resources for their children. As the institutions of the Day Care services in Korea have merely focused on developing the issues for caring and education of children, however, other principles in the Day Care services have not been properly delivered. So, it is necessary for the institutions delivering Day Care services to approach inclusively above four perspectives to the broad sense of the child welfare because the institutions for Day care services are dealing with the groups of the parents, who are in difficulty to take care of their children, and the needs of the parents in terms of caring for their children. The study focuses to research the groups of children, which have various and mixed needs and the problems. On the other hand, the socio-economic attributes, the needs and the problems of the groups of the parents are looked for in the research. As the result of the research, the needs for Day Care services are differentiated from the different socio-economic backgrounds of the parents group. The data indicates that the low class families demands more needs than those of the middle class in the research of the categories. Analyzing from the result, the categories of caring, health care, nutritional supplements, extracurricular activities, emotional supports, providing information and referrals and community social services are hard to be defined as the necessary services based on the ages of the children. It is better to be defined as the necessary services demanding from the social needs of the parent group. Thus, the target groups such as the working couple and the low income families should be primarily considered as the beneficiary groups receiving the comprehensive day care services.

In order to care for an ill or injured child, it is crucial that every emergency department (ED) has a minimum set of personnel and resources because the majority of children are brought to the geographically nearest ED. In addition to adequate preparation for basic pediatric emergency care, a comprehensive, specialized healthcare system should be in place for a critically-ill or injured victim. Regionalization of healthcare means a system providing high-quality and cost-effective care for victims who present with alow frequency, but critical condition, such as multiple trauma or cardiac arrest. Within the pediatric field, neonatal intensive care and pediatric trauma care are good examples of regionalization. For successful regionalized pediatric emergency care, all aspects of a pediatric emergency system, from pre-hospital field to hospital care, should be categorized and coordinated. Efforts to set up the pediatric emergency care regionalization program based on a nationwide healthcare system are urgently needed in Korea.
