  • Individual culture information has been the mainstream in studies on culture information so far, and the studies have focused on zones using paper map. As a result, intuitive analysis in map and extremely restricted measuring space analysis are limited in summarizing and utilizing complicated and huge cultural materials systematically and scientifically. Introduction of GIS can be regarded as an indispensable element for solution of this problem as it can analyze temporal-spatial dynamics of culture information as a whole and to construct effective management system for regional culture information. In particular, supply of two-way information rather than one-way information becomes more and more important in the society structure where value is diversified and the culture gets faster owing to high-level information industry like today. Accordingly, this study is considered to be meaningful in that WebGIS-based regional culture information system allows temporal-spatial analysis and spatial analysis for various culture information for the users using internet. Regional culture information system like culture information system in Honam region can not only contribute to comparative study between regions and to creation of new information through analysis of statistics between culture elements but also allow easy and comprehensive approach to regional information.

  • This study was carried out to review the guidelines being used by law and national policy concerned on river environments management and suggest the applicability of newly developed river environment assessment system. In the current legal system, the national river environment management system is insufficient in securing an independent status in the legal institutional system which is separated to the Ministry of Land, Transport and Infrastructure and the Ministry of Environment. And the river environment assessment system of the national standard, which is a core matter, has not been established yet. In particular, there is a lack of integrated approach between the upper and lower plan or related plans on water resources, water quality, river environment and aquatic ecosystem management. In addition, the consistency and effectiveness as the process of planning and design according to the current status and comprehensive analysis and evaluation of the river environment were not secured either. To integrate national river environment management system and improve efficiency, I proposed the establishment of hierarchy and connection between national river plans, and the adoption and application of developed assessment system based on characteristics of river environment in Korea. Finally, I proposed the separated application with dividing the developed assessment system including the naturalness of river environment and suitability of water friendly activity into both assessment method for management plan of water resources of river basins & basic river plan respectively.

  • This study aimed to explore goals and development process of Child·youth Friendly Cities certified by UNICEF Korea and to provide a research basis for promotion and development of Child·youth friendly cities in Korea. Researchers conducted in-depth interviews with experts in two cities designated as UNICEF Child·youth Friendly Cities in early days. The findings showed that in order to successfully build and maintain friendly cities for children and youth, active interest and efforts of local governors and government officials for promoting friendly cities and policy enforcement based on four principles of child rights were required as prerequisite. In relation to managing Child·youth friendly cities, two cities selected as cases of this study provided universal social welfare programs for children and youth and expanded after-school care services for local students. Moreover they tried to promote decision making and protect rights of children and youth by allowing them to participate in community programs. The important distinctions of these cities were that they established a department exclusively for children and youth and closely cooperated with experts in private sectors. However, participants agreed that there should be more comprehensive and multilateral approach for building Child·youth friendly cities, adoption of incentive system for certification of Child·youth friendly cities and more active promotion of the UNICEF project. In conclusion, the researchers proposed policy implications.

  • This study attempts to analyze the effect of level of education on the attitudes toward immigrants or foreign workers. More specifically, we examine whether there is significant difference in the effects of the level of education and global mind on the attitude among three East Asian countries (South Korea, Japan, and Taiwan), controlling other socio-demographic factors in relation to increase in immigrants and foreign workers. Using EASS data, we employs sequential logit model to the general attitudes toward immigrant workers into the weighted sum of transition probability within each educational level. One major finding is that there is clear and significant difference in the relationship between the level of education and the attitudes toward foreign workers among three countries. In general, while Japanese and Taiwanese tend to have more open-minded attitudes toward foreign workers as they have higher level of education, Koreans are opposite case that they are little bit more hostile toward to foreign workers with higher level of education. Especially, there is strong positive effect of education on the attitude in Taiwanese case. Another finding is that while there is strong resistance against increase in migrant population in Korea and Taiwan, Japanese respondents want current level of foreign population to remain in the similar level. Our findings imply that there is no one converging pattern of relationship between the level of education and the positive attitudes toward foreign workers which can be applied to any country. Therefore, this paper suggests that unique political, social, and cultural characteristics of each country should be considered to better understand the effect of education on the attitude toward immigrants and foreign workers. Also, we conclude that systematic comparative-demographic analyses should be utilized to provide more comprehensive picture of how difference in educational level affects the attitude toward immigrants and foreign workers.

  • "Information", which is circulated in society by information technology development represented by computer, has brought innovation not only to physical civilization, but also deep into our daily lives. This is to say that information has brought fundamental change to its form of existence, and value system through being faster regarding the circulation and the way of management being diverse. As time goes by, this kind of change would stimulate more changes to be made as the development of scientific civilization. Therefore, informatization is one of the important characteristic that defines modern society's essence, but on the other side, information has been taken advantage of that temperament and abused in a lot of different ways. "The Law Regarding Computer Network Diffusion Expansion and Usage Promotion"(1986), as a counterplan of informatization is our nation's first Act about informatization, which enacts national policy and system about this issue. Since then, many laws has been enacted down to "Private Information Protection Act"(2011), forming a comprehensive system. The basic background of these laws are based upon the premise that even if the place where the information is managed is virtual space, rules that are considered valid in the real world should be basically applied in the virtual space. Therefore, the violation of the law in the real world is also considered the violation in the virtual space. This direction of current law regarding information is shared with both the theories and the reality. However, current law system and notion are based upon the premise that the law regards material objects, thus the characteristic of the information, which is "Immaterial Being" is not reflected. Also, the management and approach to this issue is allopathic, exposing many problems. Thus, this paper examines the way of protecting information stipulated in the current law, contemplates its protection scope and limitation, and seeks the direction of the improvement, based on the critical mind explained above.

  • As demand of water resources and attentions to changes in climate (e.g., due to ENSO) increase, long/short term prediction of precipitation is getting necessary in water planning. This research evaluated the ability of MM5 to predict precipitation in the Tampa Bay region over 23 year period from 1986 to 2008. Additionally MM5 results were statistically bias-corrected using observation data at 33 stations over the study area using CDF-mapping approach and evaluated comparing to raw results for each ENSO phase (i.e., El Ni$\tilde{n}$o and La Ni$\tilde{n}$a). The bias-corrected model results accurately reproduced the monthly mean point precipitation values. Areal average daily/monthly precipitation predictions estimated using block-kriging algorithm showed fairly high accuracy with mean error of daily precipitation, 0.8 mm and mean error of monthly precipitation, 7.1 mm. The results evaluated according to ENSO phase showed that the accuracy in model output varies with the seasons and ENSO phases. Reasons for low predictions skills and alternatives for simulation improvement are discussed. A comprehensive evaluation including sensitivity to physics schemes, boundary conditions reanalysis products and updating land use maps is suggested to enhance model performance. We believe that the outcome of this research guides to a better implementation of regional climate modeling tools in water management at regional/seasonal scale.

  • Electric propulsion has become a cost effective and sound engineering solution for many space applications. The success of SMART-1 and MUSES-C developed by European Space Agency (ESA) and Japan Aerospace Exploration Agency (JAXA) each proved that even small spacecraft could accomplish planetary mission with electric propulsion systems. A small electric propulsion system which is Hall effect thruster like SMART-1 is under development by SaTReC and GDPL (Glow Discharge Plasma Lab.) in KAIST for the next microsatellite, STSAT-3. To achieve optimized propulsion system, it is very necessary to understand plasma motions of Hall effect thruster. In this paper, we try to approach comprehensive plasma model with the particle simulation complementary to Particle In Cell (PIC) simulation. We think these two different approaches will help experimenters to optimize Hall effect thruster performances.

  • Gastric cancer is one of the most common malignancies in Korea, but the predominant molecular event underlying gastric carcinogenesis remain unknown. Recently, DNA microarray technology has enabled the comprehensive analysis of gene expression level, and as such has yielded great insight into the molecular nature of cancer, However, despite the powerful approach of this techniques, the technical artifacts and/or bias in applied array platform limited the liability of resultant tens of thousand data points from microarray experiments. Therefore, we applied two different any platforms, such as olignucleotide microarray and cDNA microarray, to identify gastric cancer related large-scale molecular signature of the same human specimens. When thirty sets of matched human gastric cancer and normal tissues subjected to oligonucleotide microarray, total 623 genes were resulted as differently expressed genes in gastric cancer compared to normal tissues, and 252 genes for cDNA microarray analysis. In addition, forty three outlier genes which reflect the characteristic expression signature of gastric cancer beyond array platform and analytical protocol was recapitulated from two different expression profile. In conclusion, we were able to identify robust large-scale molecular changes in gastric cancer by applying two different platform of DNA microarray, this may facilitate to understand molecular carcinogenesis of gastric cancer.
