The purpose of this study was to propose an ecological management plan by the comprehensive analysis of biotope structures on Namsan Urban Natural Park in Seoul. Classified by actual vegetation, structure of layer and vegetation damage, biotope structures were composed of forest area, compact management area, herb area, cultivated area and non-ecology(urban) area. Succession had seened to stop in the Native forest. Artifical forest was divided into two types. The first, upper layer, was too dense to accommodate lower layer plants, the other case was the appearance of Quercus spp. and the first stage plants of succession following the declination of the upper layer plants. The soil pH of Nam-san Urban Park was 4.21∼4.51, which meant the soil was becoming acid. As the result of acidity, leaching of available nutrition(K/sup +/, NH₄/sup +/, Ca/sup ++/ etc.) was immediately influenced by the natural ecosystem, influence of acid rain was disturbed to becoming organic matter which was use to plants. In the case of a biotope structure management plan, the urban area was prohibited to spread outside. Cultivated and herb area was regenerated to natural forest. In the forest area, the compact management area was maintained with its present condition, and then it is desirable to make a preservation area and to plant shrubs. Planted Pinus densiflora Community was needed to eliminate competitive species of canopy layer, and plant shrubs. Management of deciduous broad-leaved Comm. was maintained in its present conditionand it is desirable to raise the diversity of the understory and shrub layer. The management of the artifical forest seems to be suitable for Q. spp. community. The care of naturalized plants prevents the expansion and restores the structure of wild plants. The soil management was a marked restoration soil ecosystem in order to prevent soil acid and drying.

The purpose of this study is to present the directivity of outcome management through the analysis of public library operations in Seoul. For this purpose, author evaluated the public library policies by linking the 「Metropolitan Comprehensive Library Advancement Plan 2018~2022」 and 「The Third Comprehensive Library Advancement Plan: 2020 implementation plan」 and compiled to draw up the issue of policy development on the awareness of public library services by Seoul citizens. Nest, author analyzed and compared the core infrastructure, collection services, programs and activities of 173 public libraries in 25 local governments. Based on these results, author suggested the directivity of outcome management as follow. All public libraries in Seoul must emphasize the development scope and management methods of the performance indicators. For outcome management, this study emphasized building a strategy planning with the development procedures of performance indicators, categorizing outcome management indicators, developing user-centered indicators, and improving qualitative indicators. As there is a possibility that the quality of services expressed in the output may deteriorate due to the failure of the physical input indicators, it is necessary to strengthen the input and encourage the resolution of the service gap by establishing a performance management system to logically explain the relevance or causal relationship between these indicators.

The purpose of this study is to evaluate and analyze the performance of major reading culture promotion projects implemented in Goyang City, in preparation for the establishment of the 2nd Comprehensive Reading Culture Promotion Plan in Goyang City. To achieve this research objective, this study analyzed various literature and statistical data, identified the reading culture environment in Goyang City, and determined whether major projects implemented according to the 1st Comprehensive Reading Culture Promotion Plan established in 2017 were promoted. In addition, a survey was conducted among librarians in Goyang City by constructing a questionnaire to evaluate the promotion performance of actual relevant projects. Then, by aggregating the data on the reading culture environment in Goyang City, the evaluation results of the reading culture promotion projects obtained from the survey among librarians, and the results of the opinions on the reading promotion projects of the reading surveys of Goyang citizens in the previous relevant study, six major policy directions were proposed to be considered in the establishment of the 2nd Comprehensive Reading Culture Promotion Plan in Goyang City.
An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.
This study was conducted to identify how cadastral information quality is managed at which level by reviewing the current cadastral information creation and quality management methods. In addition, relevant issues were deducted and, based on the results, plans for cadastral information quality improvement were suggested. The study results are as follows. As a result of reviewing the cadastral information quality management and its level and deducting the relevant issues, it was found that current cadastral information quality management is confined to positional accuracy, instead of comprehensive quality management embracing graphic and attribute information. In addition, it appeared that the quality measurement elements for spatial information quality management recommended by the International Standard Organization (ISO 19113) are not reflected enough. In this study, a plan of quality management at an international level, plan for introducing a quality test process, and plan for organizing an independent quality test organization were suggested as improvement plans for this corresponding issues.

This study aims to analyze the status of the Gaetaesa Temple Site in Nonsan and the value of national cultural heritage associated with it, to work towards gaining the acceptance criteria to become state-designated cultural property and to propose a plan for comprehensive maintenance, a plan for the promotion of the project and a plan for the management and operation. The Gaetaesa Temple Site in Nonsan has unprecedented advancements, and the condition of the remains are relatively good. It would be necessary to conduct digging/excavation surveys continuously in the future and ensure the dignity of the Gaetaesa Temple Site in Nonsan as a cultural asset. In addition, the Gaetaesa Temple Site has excellent historical and cultural values as treasure-class cultural heritage. Most temples had treasures taken out of them, so it is necessary to designate this site as a state-designated cultural property instead of a municipality-designated cultural heritage site, and to manage it systematically. Accordingly, this study investigated the history and historical facts about the Gaetaesa Temple Site in Nonsan through the analysis of literature, including old documents, old maps, related academic papers and books, and referred to the results of digging/excavation surveys, conducted up to six times since the first excavation survey conducted in 1986, in order to understand the status of the remains, ruins and the building sites excavated at the Gaetaesa Temple Site in Nonsan. In addition, this study analyzed the values of the Gaetaesa Temple Site in Nonsan, dividing them into the remains, relics and ruins, and set up the scope of the Gaetaesa Temple Site in Nonsan, the cultural property area (designated and protected areas) and the acceptance criteria for the construction work in the historical and cultural environment preservation area. This study proposed a plan for the comprehensive maintenance of the Gaetaesa Temple Site in Nonsan, a plan for the promotion of the project and a plan for the management and operation. It is necessary to carry out ongoing excavation investigations and to reflect the opinions of the residents for the purchase of land, to supplement the comprehensive maintenance plan, business promotion and management plans, and step-by-step business plans should be established in detail.
Building the Public Appraisal Information System(PAIS) has been a critical issue because real estate valuation process depends on the various information and analysis. However, there has been little research in this area. As a result, there is not any comprehensive plan for the PAIS constructed by the MOCT(Ministry of Construction and Transportation), and its database quality has various Problems. Therefore, this paper investigated the database of the public appraisal information system and suggested development strategies as follow: preparing a comprehensive plan for data collection, establishment of data management standards, additional collection of the attribute and spatial data, linkage PAIS and other information system.

The purpose of this study is to discuss about the current status and problems of 24 public libraries in Daejeon metropolitan city and to suggest strategies for the development of public library system in Daejeon. For this purpose, first, this study investigates facilities, human resources, collection, and budget in public libraries in Daejeon metropolitan city and compares to the standards in "The Third Comprehensive Library Advancement Plan(2019-2023)", "The library Act" and "Korean Library Standards". Secondly, this study analyzes administrative organization system. Finally, suggested are both strategies and methods for continuous construction of new public libraries, librarian recruit, collection increase, better service for older adults, budget increase, organization exclusively responsible for library policy.
Tourist destination remodeling project is the tourist destination activation program to promote underdeveloped tourist destination that the Ministry of Culture and Sports has been implementing as a pilot program since 2005. Since previous tourist destination development programs focused on developing facilities, they could not quite cope with the changes in the tourism paradigm. Especially for caves, they could not escape from the simple sightseeing for the characteristics of the resource were fit to the caves. These results failed to meet tourist demands to experience and participate that the number of tourists is continuously decreasing. To cope with the circumstances, the government introduced a pilot program, a comprehensive tourist destination reorganization plan designed to comprehensively promote the tourism contents development (software) that can differentiate the region such as the tourism activation programs, tourist destination management and operation system reorganization (humanware) along with the repair of facilities (hardware project). This study emphasized the participation of residents who are the actual subject of management and operation of tourist facilities and programs in the course of establishing the master plan for remodeling for Gossi Cave that it can be used as the reference for establishing remodeling plan based on resident participation in the future.

Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.
