Analysis on Complex Disaster Information Contents for Building Disaster Map of Coastal Cities (연안도시 재해지도 작성을 위한 복합재해정보 콘텐츠 분석)

  • Coastal cities need disaster planning that accounts for the complex causes of environmental disasters such as high tides or tsunamis generated by typhoons, and of river or lowland flooding caused by heavy rains, etc. The elements of the disaster map were initially defined using a Geographic Information System (GIS) to allow for efficient information management. Complex disaster information elements were thus established in this study to create a disaster map of coastal cities. The range of information required for coastal cities includes the type of disaster, evacuation methods, available sheltering facilities, and learning content. These informational elements are intended to build on spatial information based on data available from the Ministry of Public Safety and Security as well as local governments.

  • This study is to provide the implementation plan for standard code to efficiently manage curriculum information in disaster and safety education programs across domestic and foreign institutions, and to encourage active information sharing. Projects regarding disaster safety education have been progressed and developed since the opening of NDMI on March 2006. Efficient management and systematic operation for the existing disaster safety education contents are also required. It is essential for both domestic and foreign disaster management organizations to share and utilize their educational contents each other prior to the effect of the Framework Act on the Management of Disaster and Safety starting from February 7th, 2014. As disaster gets more complex and diverse in its types and sizes, the share of information on advanced disaster and safety education system between each countries is becoming more necessary than they ever did before. Therefore, the standard code of disaster safety education curriculum is resulted based on the flexibility that accommodates the change of education environment and extended applications in both domestic and foreign education institutions. The effective application of standard code will be a possible way to improve the disaster safety education system and help to set its correct definition.

A Study on Information Linkage Service for Disaster Situation Management : Focusing on Earthquake (재난 상황관리를 위한 재난안전정보 연계 서비스 방안 연구 : 지진을 중심으로)

  • Researchers have increased their interest in effectively managing the disaster that appear in large scale and complex form. There are two types of disaster information, which are unstructured text data and structured data. Unstructured text data usually refers to text documents that have been referenced by disaster management personnel such as disaster manuals and related regulations, while structured data refers to various disaster information build in the disaster related organization system. This paper proposes a methodology of constructing a disaster information sharing system that enables joint use of disaster related organizations through the establishment of a mutual linkage system by utilizing both unstructured and structured form of disaster information. Especially, Based on the linkage information between structured earthquake information in earthquake related system and earthquake manuals and countermeasures against earthquake disaster, we propose a service that provides the necessary information for earthquake management. It is expected that the task manager will perform effective earthquake state management by acquiring the integrated structured and unstructured earthquake information of the ministries and related organizations.

Study on Determining Core Journals and Network Analysis in the Field of Disaster & Safety (재난안전 분야 핵심 학술지 탐색 및 네트워크 분석 연구)

  • Recent disasters are a complex and growing trend. In order to effectively prepare for and respond to disasters that occur without notice, it is very important to use scientific information related to disaster and safety in addition to the standardized disaster safety information that is used. In this paper, we searched and selected major journals in the field of disaster & safety and conducted various network analysis studies using the classification scheme for development of integrated metadata for disaster & safety information developed through Disaster & Safety Information Sharing Platform R&D project as well as KSCD. Also, we have constructed and analyzed citation network, co-authorship network and keyword network through data identification and preprocessing of research paper contents. As a result of this study, based on the network constructed by information analysis unit, the network structure between core domestic and foreign journals, major research institutes, core keywords and individual information by disaster & safety type was identified in detail, and the analysis results were presented on a case-by-case basis.

  • In this study, we introduce a system for real-time monitoring of field conditions within an industrial complex using a 5G network UAV (: Unmanned Aerial Vehicle). When a monitoring event occurs in a sensor mounted on a UAV (detection of fire, harmful gas, or industrial disaster type human accident), key information from the sensor is transmitted to the UAS (: Unmanned Aerial System) application server. As a result of this information transmission and processing, managers or operators of the Industrial Complex Corporation were able to secure legal basis data for fatal accidents, fires, and detection of harmful gases at sites within the Industrial Complex Corporation through trigger processing for each accident risk situation.

  • Purpose: The purpose of this study is to find a way to use the disaster drill system that can be used in the training in the required situation in the safety training situation in the safety industry to prepare for the disaster in the energy industry field by utilizing the developed system. Method: In order to accomplish the purpose of the research, I investigated the papers, reports, statistical data, and visited the site to investigate the training situation. Results: Disaster response safety Korean training is not only responding to disasters but also cooperating activities with local governments and related organizations. The contents are complex, diverse, and multifaceted. Conclusion: The disaster training system should be applied to the self training of the organization to prepare for the disaster and the safety training for disaster response in Korea.

  • Purpose: The construction industry is a complex mechanism in which multiple processes are carried out at the same time, and the frequency and severity of accidents account for a higher proportion than other industries, and the accident fatality rate also accounts for more than 50% of all industries. In order to reduce such accidents, the government's disaster investigation method analyzes the limitations from the system safety point of view and proposes improvement plans. Method: The main contents of the government's serious accident investigation were identified, and the effectiveness/adequacy was analyzed from the system safety point of view. Result: Disaster investigation and analysis techniques tailored to violations and compliance were limited in providing fundamental solutions, and alternatives for accident prevention were possible for each component of the system when safety constraints, controls, and hierarchical interactions were combined. Conclusion: When combining the disaster investigation and analysis method from the current accident analysis method from the perspective of system safety, it is possible to identify the problems of interaction by class and communication process, so it is possible to suggest alternatives to prevent accidents from an integrated perspective.

Pilot Development of Supporting Tools for Automatic Detection of Safety Standards (안전기준 자동검색을 위한 지원도구 시범개발)

  • With the development of society, the scale of the statute is not only increasing, but also the content is getting complicated. The scale of safety standards existing in the law is also increasing and specialized, making it difficult to integrate and manage to minimize conflicts or overlaps among safety standards. For the integrated management of safety standards, a technology that searches for and extracts safety standards in laws and regulations must first be secured. In this study, considering the limitations of time and manpower, a tool for automatic detection of safety standards is developed based on several specific cases. The safety standards classified in the previous studies and the safety standards announced by the Ministry of Interior and Safety were analyzed, and also statute information which includes safety standards extracted by the National Disaster Management Institute in 2018 was collected. After the collected laws were refined and morphological analysis was performed, a safety standard thesaurus was constructed and indexed to develop a safety standard search tool. When automatic search tools are routinely applied to find safety standards in the future, it is expected that these tools will help to solve overlapping or conflicting problems of complex safety standards.
