  • The Purpose of This Study is to Develop a Checklist Model of Evaluation Diagnosis to Increase the Competitiveness of SMEs in Local Governments. The Evaluation Diagnostic Check Sheet Development Procedure Proceeded in the Order of Preliminary Investigation (Major Company Survey, Analysis of Characteristics of the Industry, Selection of Core Functions, etc.), Research and Development (Development of Core Function Check Sheet, Development of Core Function Improvement Tools). The Evaluation Model is divided into Five Categories (Vision and Strategy System, Quality Assurance and Product Safety, Field Management Level, Statistical Process Control, Improvement Activities), and 1) Recognition, 2) System, 3) Operation, 4) Review and Supplement. This Evaluation Model is expected to Contribute to the Selection of the Mainstream SMEs among the Companies Scattered within the Local Autonomous Entities, thereby Enhancing the Competitiveness of SMEs.

Analysis of the Relative Efficiency and Competitiveness of Production Structure for the Industrial Clusters in Korea (국내 주요 산영클러스더별 상대적 효율성 분석 및 생산구조 비교)

  • This paper analyses the relative efficiency and competitiveness of production structure for the industrial clusters(Ulsan, Changwon, Kumi, Wonjoo, Banwol & Siwha, Kwangwju, Gunsan) which had allocated in 2004 in Korea by the DEA approaches. The results show that except U1san, Wonjoo, the 5 industrial clusters have improved the relative efficiency in terms of input and output since they were allocated. And, the reason of the inefficiency for the 5 industrial clusters were not for the technical relationship but for the production scaling size. That is, by clustering for the industrial production firms, the economic effect came true throughout the production scaling size effects. Also, by the positioning approach for the production factors such as labor, capital, and R&D investment via production growth, the results show that Banwol & Siwha, Goomi clusters have effectively been managed, but Wonjoo, U1san and Gunsan are not.

  • In the midst of worldwide response to climate change, the advanced ports including LA/LB(Los Angeles/Long Beach) has started to reduce carbon emission from port area which has not been targets of interests in the worldwide cooperation. Recently, the Port of Busan has started to reduce carbon emission from the port area under the Green Port Strategy in Korea. However, the low-carbon port management increases the cost of port management and negatively impacts the port competitiveness in the short term. Therefore, the Busan Port Authority is carrying out the low-carbon projects directly and has not transfer the cost to the port users, such as shipowers, cargo owners and terminal operators. However, the Port Authority of LA/LB has transferred the cost at low-carbon port management to customers of port. In this study, comparative analysis on cost of low-carbon port management at Busan and LA/LB is carried out for sustainable port management.

The Analysis on Export Competence of Ballast Water Management System in Korean Shipbuilding (우리나라 조선업의 선박평형수 처리장치 수출경쟁력 분석)

  • The climate change has become one of the most important global issues that require global responses. As one of the leading contributions to climate change, greenhouse gas emissions and Ballast Water Management have attracted growing attention from the international community. The International Maritime Organization (IMO) received its mandate to regulate International Convention for the Control and Management of Ships' Ballast Water and Sediments in 2004. The convention requires that every vessel must be equipped Ballast Water Management System (BWMS) in 2017. Based on this situation, this study aims to analyze the present state and data from the exports of BWMS(HS842121). The results show that as the most leading country in the field, Germany has the largest market share (14.33%), Revealed Comparative Advantage (RCA) index 1.76, and Trade Specialization Index (TSI) 0.636 in the world. The two other leading countries such as Denmark and Netherlands follows the ability of Germany. The Korean market share of HS842121 shows market share (5.98%) which is a bit bellow high compared to other countries. However the RCA index (1.85) presents the state of comparative advantage. In addition, Korea's TSI index (0.453) indicates that it is in the state of export specialization. The Korean BWMS and Shipbuilding industry maintain the state of export specialization. They are also in the state of import specialty. For Korea to raise its export competitiveness and to ensure shipbuilding competitiveness, it is necessary to intensify supporting systems and related policies.

  • The latest flow in Korea's distribution market is characterized by the deterioration of small/medium distribution market due to the rapid growth of multinational discount stores. As various multinational discount stores have merged with Korean discount stores (Homever acquired Carrefour and E-Mart acquired Wal-Mart), these discount stores have enlarged in size and dominated the market. On the contrary, small/medium distributors with relatively weak infrastructures are losing competitiveness in the market. Traditional marketplaces in local areas, in particular, are facing a serious crisis as they are neglected in the depressed local markets and have been beaten by the increasing discount stores and the diversifying distributors. The purpose of this study was to propose alternative plans to revitalize traditional marketplaces that are endangered by the unbalanced development of the distribution industry. This study analyzed the distribution performances and problems of Daejeon Metropolitan City and used the analysis to point out the problems specific to traditional marketplaces and propose a way to revitalize them. I hope that this study can help discount stores and small/medium distributors find balance in the market, and give traditional marketplaces the competitiveness to pursue sustainable growth.

  • After the establishment of WTO for strengthening of GATT in 1995, the world economy has gradually been integrating toward economic globalisation. Even though this multilateral agreement may be beneficial to many countries but it also interferes domestic policies of member countries and threatens the role of local government and policy independence. For these reasons, FTA between countries or regions has been increasing. According to this trend, Korea and China has reached a substantial agreement of Korea-China FTA for mutual benefits. In general, the Korean automobile industry will benefit from Korea-China FTA due to its competitiveness in the global market and improvement of market access. However in the provisional schedule of concessions and commitment reported by press, the automobile seems to be excluded in this schedule of concessions. Hence, Korean automobile industry can not use the price competitiveness from tariff elimination. Therefore, Korean automobile industry needs aggressive marketing strategies for enhancement of brand equity as well as development of environment-friendly cars for following environment policies of Chinese government. Furthermore, they should make efforts to create the efficient investment environment by the removal of non-tariff barriers.

  • Under the rapid change of the world shipping industry, the liner shipping company in Korea should initiate the adaptation power, counterplot for survival, and continuous development. The world shipping industry is in the middle of the wave for the liberalization and openness of it. According to this change in world shipping industry, it is the fact that government policy for shipping industry should start turning its direction from the protectionism to the liberalism. Under this kinds of situations, this study firstly treated the liner shipping company and its governmental policy of Korea and Japan. Based on those studies, analysis of the liner shipping company operation and management reality was executed. Through the execution of studies, the problems which should be solved for development occurred. Furthermore, this thesis takes two way of researches of literature and actual proof for reinforcement plan of international competitiveness. This standard time period of study is set in 1993 except the irregular liner shipping company.

  • The total amount of overseas plant orders obtained by Korean construction companies in 2015 decreased by approximately 51% from the previous year. While a chemical plant sector has the highest portion of the plant orders by accounting for 63% of the plant industry, its orders also decreased by approximately 43% in the same year. Recently, plant construction companies in overseas projects have been dominating the engineering sector owing to their advanced technology, experience, and accumulated knowledge. Therefore, measures must be taken to secure the competitiveness of domestic companies in the global plant industry. Especially, productivity management is an important issue to strengthen the national competitiveness with the development of construction technology. As the productivity influences long term growth, we analyze productivity obstacle factors by using the revised IPA, a technique to measure attribute importance and performance. With the identified factors, we suggest improvement plans and measures to enhance productivity of overseas chemical plant projects. This study will help the companies to come up with medium and long term measures by discussing results and implications it provides.

  • Recently, Korea has been making efforts at the government level to overcome the national crisis that Japan's dependency on technology in the semiconductor and display materials sectors has also escaped due to export regulations on three materials carried out by Japan. Therefore, based on the data of the National Science & Technology Information Service (NTIS) operated by the government, we analyze the trend of R & D investment in the display field, thereby improving R & D to improve material technology competitiveness in the future. Let's examine the implications of investment. A total of 5 years of new research and development investment in the field of display was invested as basic research fund for 25%, 15% for applied research, and 53% for development research. In terms of development cost and development period, the basic research showed that the amount of money and the development period were shorter than that of applied research. In other words, the basic research accounted for 25% of the R & D investment and the average R & D period was only 3.2 years. As we can see from the recent development of H fiber carbon fiber, which was recently developed and entered full-scale production, we were able to succeed because of the benefits of government support for 10 years while giving the same material title differently. In order to escape from Japan's technological dependence on semiconductor and display materials in Korea, As such, basic research in the field of materials is only possible when long-term research is conducted.

Information Breakdown Structure of Engineering Phase for Plant Project through Business Analysis (산업설비 업무 분석을 통한 설계단계 정보 분류체계)

  • Recently, it has increased projects in the Oil and Gas industry as growing plant of overseas construction market. Therefore, domestic companies need to set some aggressive plans up that secure competitiveness of international plant business such as enhancing productivity, technological ability and statistical management. Specifically in the Oil and Gas industry of overseas plant business requires implying information in EPC (Engineering, Procurement and Construction, below EPC) more, but it has not been suggested an appropriate breakdown system for contents that manages the information each EPC phase, which lead to problems such as revision of design document, occurring duplicated work and omissions of each participant. For these problems, we find market share decreasing and competitiveness running down. Thus, for increasing practical use of contents management system and construction industry's information, this paper suggests a contents breakdown system based on BPM (Business Process Management), defines business process and systematizing knowledge needed, and finally analyzing contents information that establish information among industrial facilities in Design phase which is the weakest part of domestic companies.
