In this era of knowledge and information of the 21st century, the source of a nation's competitive power consists of human resources and material resources and the importance of human resources appreciates highly. The number of small and medium enterprises which are the core of national economy covers over 98% among whole domestic enterprises of Korea. Competitive power of small and medium enterprises comes from human resources development. For the development of human resources, small and medium enterprises are trying to expand their learning organizations in the company. The analysis of outcomes of administering the existing learning organizations shows that learning organizations contribute highly to the improvement of the productivity of small and medium enterprises. And the analysis also shows that the participants of learning organizations and middle management and executives who support and encourage them recognize the necessity of learning organizations and that it should be disseminated throughout other enterprises. Therefore government's supports to establish learning organizations in a company are required to expand.

A relay is the one of small electrical components for automobiles and used for industry widely. We have developed the automation system for relay assembly and test to make it improve the productivity and decrease the man power. In order to determine the objective process of automation, we investigated 6 small and medium sized-enterprises and 1 greate sized-enterprise producing relays. And, we selected 2 model enterprises of them. One of the two is the system to develop. The scope of our study is the analyse of the conventional workcell, the determination of the system specification, the design of the system layout, the determination of the system cycle time, the design of the system mechanism, and the development of the controller for the system. We think that the developed system may be solve the technical and the economical problems interrupted efficiential automation of domastic small and medium sized-enterprises, and improve the international competitive power.

The necessity of installing well adaptable Information Systems are required day by day in all the fields of business management. This paper provides an Information System development for enhancing competitive power of the small and medium-sized firms in Korea. Recent growing Information Technology leads to constructing invisibly some new adaptable Information Systems in accordance with the business size, level, capacity and requirements. Even though some advanced companies and big enterprises are already operating their own appropriate Information Systems so as to get their remarkable productivity at a moment. The rest of those small firms are still trying to find out some proper systems fitting their own business in very poor situations. The basic requirements of the points of views by mail questionaired and interviewed from 1292 small and medium-sized manufacturing firms reflected on this Information System development. As a result, the study introduces some economically efficient, convinient, flexible and useful applied Information Systems with simple methods.

IT(Information Telecommunication) Technology is play a leading role in this field. This paper studies the comparative advantage of competitive and specialized regional industries which are manufacturing, wholesale and retail trade, servies in the metropolitan area-Seoul, Inchun, Kyunggi-do of Korea, For the analysis of industries, the coefficient of specialization, the indices of competitiveness of labor and value-added, the growth rate are simultaneously examined under the criteria of the number of workers, value of shipment, value-added, This comperative synthetic analysis is different from the traditional approaches. This paper shows that the perfectly competitive advantage of specialized industries satisfying all of three criteria are 'other business related activities', 'recreational, cultural and sporting activities' in Seoul, 'machinery and outfits, n.e.c', 'retail trade, except of motor vehicles and motorcycles, repair of personal and household goods' in Inchun. We conclude that each should strategically develop the region-oriented specialized industry which has the comparative advantage. It is the reason why the concentration of industry in necessary for the leading of regional industry under the weaken local public finance. Moreover, such an industy should provide the increase of employment and income from the viewpoint of the activation of regional economy. The potential-specialized competitive industry requires the advanced structure of production under the criteria of value-added. For the development of the metropolitan area's economy, the highly advanced technology industry including computer and electronics should be induced through the loosening of metropolitan regulation. Research center(science park) supported by th private-public sector should be built for the increase of technology sector should be built for the increase of technology power of the small and medium enterprises, Also it is necessary that the small and medium enterprises strategically make the cooperative-large group in order to avoid the disadvantage from the size.

Human, physical damage is happened frequently to consumer's safety accident by product defect on modern industrial society. Accordingly, advanced nation including the United States of America enforce product liability law and is protecting consumer more actively from danger of product defect. Our country(Korea) may enforce product liability law since July, 2002, and if business does not grope effective confrontation way about PL, capital strength weak smaller enterprise and venture business corporation's competitive power may affect much corporation's competitive power enfeeblement and survival. This research supplement based on induction and operating QMS in smaller enterprise essential factor that corporations must equip according to product liability law enforcement. And we present integration quality management system model of Product liability to do so that smaller enterprises may can cope effectively at force of Product liability law.

Purpose - This study aims to analyze PASECO's environment and strategies during its advance into the Middle East to find out the success factors of the kerosene heater market and provide strategic implications for small and medium enterprises' growth based on these factors. Research design and methodology - This study analyzes the success factors of companies operating in the Middle East. As a case analysis study, the method of research analyzes case enterprises through existing literature, newspaper articles, and corporate interview materials. Results - PASECO's success was shown by its high technological power in kerosene heater products, understanding customers' needs, understanding the Middle East market and localization strategy. Conclusions - PASECO has been constantly developing R&D capability to secure competitive products and has released localized products to enhance the satisfaction of its customers in the Middle East and has also been successful by constantly creating new opportunities. The firm's success strategies provide implications for small and medium-sized businesses for greater growth.

More and more medium and small enterprises do business across the world according to generalization of online shopping mall such as eBay and Amazon. But high export and import transportation cost make weak the price competitive power of medium and small enterprises products. Then this paper deals with the development of new business model which can reduce the transportation cost for global logistics through efficiently overcoming the constraints as length, size, and weight of product. We explain this model with application for company which export the automobile parts. We can expect the transportation cost reduction by 50%.

The fast changes of global financial environment in recent years increase the risk of trade settlement. This means are required to minimize risk of non payment and to maximize secure payment. Open Account trade accounts for 90% of global trade flows. The O/A system means that the goods, along with all the necessary documents, are shipped and delivered before payment is due, usually within a time frame from 30 to 90 days. Meanwhile, Korean small and medium-sized export enterprises are compelled to globalize their activities owing to limitation and competitiveness of domestic marketplace. To keep face with the global trade settlement system and to support globalization of small and medium-sized export firms, the BPO together with Supply Chain Finance will be solutions. The introduction of the BPO system will allow banks to broaden O/A offerings to their client base and due to secure safety, sellers could ship the goods without delay according to orders and buyers could settle promptly by payment undertaking of correspondent banks. Therefore, it is more effective for companies which have sustainable customers and stable transaction. This study take a look at the trend of the global payment systems and suggested limitation of existed payment in order to derive improvement measures of electronic payment for small and medium-sized export enterprises.
