The quality of human resources is critical element which promote efficiency in the community management. Each country all of the world is developing national competency standards to exploit them on human resources management. In response to this trend, the field of records management need to develop competency standards and to build human resources. Although each agency is placing qualified record manager and operating archives organization. growth and development is needed on this field. Under these circumstances, examining requirement for records management competency and using them is a task of great significance on the side of strengthening specialist and normalizing archives operation. This study suggests procedures and methodology competency standards enable to be exploited in entire fields of records management including private sectors as well as public sectors. Furthermore, as for procedures of suggesting measures for developments, cases of procedures of stand designs are shown, effectively verifying for feasibility, validity, and usability of development of competency standards in the field of records management. In this process, models for competency standard and elements based on competency units in the field of records management are suggested. This study will be ultimately expected to contribute to an adoption of manpower development system and a systematic method via procedures of approving expertise of records management being recently highlighted as an issue from revision process of records management act.
Purpose: This study was done to provide fundamental data for the development of competency reinforcement programs to prevent addictive behavior in adolescents through the construction and examination of an addiction prevention core competency model. Methods: In this study core competencies for preventing addictive behavior in adolescents through competency modeling were identified, and the addiction prevention core competency model was developed. It was validated methodologically. Results: Competencies for preventing addictive behavior in adolescents as defined by the addiction prevention core competency model are as follows: positive self-worth, self-control skill, time management skill, reality perception skill, risk coping skill, and positive communication with parents and with peers or social group. After construction, concurrent cross validation of the addiction prevention core competency model showed that this model was appropriate. Conclusion: The study results indicate that the addiction prevention core competency model for the prevention of addictive behavior in adolescents through competency modeling can be used as a foundation for an integral approach to enhance adolescent is used as an adjective and prevent addictive behavior. This approach can be a school-centered, cost-efficient strategy which not only reduces addictive behavior in adolescents, but also improves the quality of their resources.
The observation and recommendation system was recently introduced for selecting gifted-students in science, and it has required to arrange the reliable and valid selection criteria that could identify the high potential competency of them. In this study, we explored the competencies that could help to discriminate gifted-students' inner properties, and also developed the dictionary based on them. The competencies were extracted from the proven previous competency dictionaries/models and examined by the structured survey and the focus group interview in order to ascertain the competencies of the science-gifted students. The results revealed that there were two competency clusters such as cognitive and affective domains. The cognitive cluster consisted of 6 competencies as follows: goal suggestion, planning, information collection and analysis, problem solving, higher-order thinking, and expertise and self-development competency. The affective cluster consisted of 3 competencies: confidence, achievement orientation, and curiosity competency. The dictionary categorized by the names, definitions, key elements, and behavioral indicators and their levels of the derived competencies was developed. Findings were expected to provide the implications on the selection criteria of the potential science-gifted students through the observation and recommendation system.
Objectives: This study aims to investigate and analyzed the priority of vocational core competency factors in dental hygienists in Gwangju. Methods: Expert survey was conducted and Analytic Hierarchy Process(AHP) was applied to evaluate the weighting factors. First, we established the vocational core competency defined in NCS as AHP analysis model. The vocational core competency has 10 categories and 34 sub-categories. Secondly, AHP survey was conducted by 195 dental hygienists in Gwangju. Finally, the weights representing relative importance of each factor were calculated by using AHP method. Results: The AHP analysis on 10 categories showed that the weighting of interpersonal skills(0.165) was higher than any other categories while that of numeracy(0.035) was at the bottom, and the analysis on sub-categories revealed that the most important factors in each categories included the teamwork skills(interpersonal skills), problem-solving capability(problem-solving skills), listening skills(communication skills), ethical community(professional ethics), ability to understand business(ability to understand organizational structure), applicable technical skills(technical skills), self-management skills(self-development capability), information processing capabilities(information capacity), ability to manage time(resource management capabilities) and basic math skills(numeracy). Conclusions: The results in this study can be used as basic data for the development of liberal arts curriculum for dental hygiene education.
New occupational qualification system built on NCS(National Competency Standard) aimed to induce industries, the final appliers of qualification, to play a leading role in designing qualification and to spontaneously apply such qualification standard to employment and promotion so as to reinforce universality of qualification. In this study, we verified the validity of NCS level of qualification categories for 130 occupational fields by redesigning NCS-based new occupational qualification system with a focus on 7 major areas, including mechanical field, which were found to have wide-ranging social ripple effect throughout society and high acceptability in 2014. The results of study on suitability at qualification level suggested the followings: First, there is a difference in number of competency units for each qualification category, depending on area. New qualification covering 7 major areas included 15.3 competency units for each qualification category, which exceeds the number of competency units(about 10 units) in subdivided NCS. By field, some difference was found with 7.9 competency units for cultural field and 22.6 competency units for information and communication area. Second, preference above normal level was observed in the criteria, procedure and method for determining qualification redesigning. However, preference below normal level was exhibited in connection with possibility of linkage with overseas qualifications, although preference was above normal level in relation to the suitability of design/qualification level and qualification categories based on lifelong career development path within scope of NCS as the criteria for determining the redesign of qualification categories. Second, we compared NCS level and SC(Sector Council level, and the results showed that NCS level was found to be somewhat well-defined. For the qualifications with different definitions, it was deemed difficult to determine superiority between NCS level and SC level. However, majority opinion indicated that it would be desirable to follow NCS level because NCS was created through collection of opinions for a prolonged period.
Purpose: The purpose of this study was to develop and evaluate the effect of a cultural competency promotion program for nurses in obstetrics-gynecology and pediatrics. Methods: The cultural competency promotion program was developed through the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) steps. In this quasi-experimental study, 30 nurses in obstetrics-gynecology and pediatrics were assigned to the experimental group and 34 nurses were assigned to the control group. The experimental group received this program once a week for four weeks and each class lasted one hour. Data were analyzed using descriptive statistics, t-test, ${\chi}^2$-test and Fisher's exact test with the IBM SPSS Statistics version 21.0 program. Results: After attending the program, cultural competency (t=8.30, p<.001) increased significantly in the experimental group compared to the control group. There were also significant differences between two groups in cultural awareness (t=7.53, p<.001), cultural attitude (t=6.41, p<.001), and cultural knowledge & skills (t=7.79, p<.001) as components of cultural competency. Conclusion: The results of this study indicate that this cultural competency program is effective and efficient for nurses in obstetrics-gynecology and pediatrics and can help nurses provide appropriate multicultural nursing care in multicultural society.
The goal of this study was to develop a curriculum based on practice and job competency, reflecting opinions on the required job competence of nail practitioners and professionals related to nail beauty. Through in-depth interviews with nail experts, the research focuses on developing nail beauty competency-based curriculum and curriculum profiles that reflect practitioners' needs of job competence in the field. In-depth interviews with 11 field experts and surveys of 154 people were conducted to develop a competency-based curriculum for beginner nail hairdressers. The results of this study show that the existing 38 National Competency Standards (NCS) job competencies were reduced to 21 job competencies. In addition, based on the common opinions of experts who reflect the current trend, two tasks on "eyelashes" and "waxing" were added, and they were modified and supplemented with 23 core competencies. The development of a competency-based curriculum and educational programs for nail beauty was performed based on the requirements of the core competencies investigated and the development of a systematic map for the core competencies of beginner nail technicians and hairdressers. In conclusion, the need for professional education and training for nail hairdressers is growing, and it can be seen that a curriculum building multi-faceted abilities is needed for their qualifications as experts. This study found that it is necessary to develop interpersonal communication skills that include marketing elements other than practical skills such as personality and customer response methods in the nail beauty curriculum.

The purpose of this study is to activate Home Economics integrated career education for strengthening career development competency in a career education intensive semester & grade system. To do this, the trend of subjects-integrated career education, and the relationship between achievement standards of Home Economics in high school and career development competency were analyzed, methods for Home Economics subjects-integrated career education were investigated, then a case study was developed. The main research results of this study are as follows. First despite the importance of subjects-integrated career education, there are much rooms to improve in operation of the career education intensive semester & grade system. Therefore, the systematic preparation for subjects-integrated career education is required at the time of application of the 2015 revised curriculum and the expansion of the career education intensive semester & grade system. Second, all achievement criteria in three domains of Home Economics were shown to be highly related to career development competency. Eventually it could be confirmed that the Home Economics is a core subject that meets the goals of career education and hones career development competency to be prepared as future human resources. Finally, in order to strengthen the career development competency, a case study of Home Economics integrated career curriculum focusing on the association with curriculum-teaching & learning-evaluation was developed and proposed. Even though the developed case study of curriculum has not been proven yet in the class, this study is expected to contribute to the enlargement of career education of Home Economics in the career education intensive semester & grade system as fundamental data for integration of Home Economics and career education.

Purpose : Establishing competency in person-centered care is crucial for providing high-quality nursing care in diverse clinical settings and adapting to changing roles in different situations. This study aimed to explore the level of transcultural self-efficacy, cultural empathy, and person-centered care competency among nursing students, as well as identify the factors influencing their person-centered care competency. The findings will serve as fundamental data to enhance person-centered care competency. Methods : A questionnaire consisting of items on general characteristics, person-centered care competency, transcultural self-efficacy, and cultural empathy was administered to 175 nursing students in G city. Data were collected from March 5, 2023, to March 20, 2023. The collected data were analyzed using the SPSS 23.0 program. Pearson's correlation coefficients were used to examine the correlation among transcultural self-efficacy, cultural empathy, and person-centered care competency. Multiple regression analysis was employed to determine the factors influencing person-centered care competency. Results : The person-centered care competency scores were above the average level and varied according to department satisfaction (F=13.79, p<.001), subjective well-being (t=3.34, p=.015), and interpersonal relations (F=5.74, p=.001). Person-centered care competency exhibited a significant positive correlation with cultural empathy (r=.51, p<.001) and transcultural self-efficacy (r=.49, p<.001). Regression analysis confirmed that cultural empathy (β=.39, p<.001) and transcultural self-efficacy (β=.22, p<.001) were influential factors for nursing students' person-centered care competency, with the model explaining 37 % of the variance. Conclusion : Cultural empathy and transcultural self-efficacy are significant factors influencing the person-centered care competency of nursing students. It is crucial to encourage nursing students to develop person-centered care competency by fostering cultural empathy and transcultural self-efficacy. Further research is needed to identify additional factors affecting person-centered care competency among nursing students. Additionally, the development of education programs aimed at enhancing person-centered care competency is necessary.

This study investigated the National Competency Standards (NCS) of fashion planning to compare the fashion planning curriculum of domestic universities and colleges with NCS as well as suggest ways to activate the application of NCS to fashion planning education. Qualitative research was employed based on references from the old and new homepages of NCS as well as fashion planning related subjects of domestic universities and colleges. The results are as follow. First, fashion planning NCS was composed of 10 competency units. Competency units were composed of competency unit elements and performance criteria. The levels of the competency units and the competency unit elements were suggested based on 8 stages. There were significant differences in the content of competency units and the level of competency units between the old version and the revised version of fashion planning NCS. Second, considerable fashion planning related subjects seemed at a higher level than the function level of recent college graduates. There were also omitted subjects which were required for recent college graduates. Third, the requirements for the reorganization of curriculums and education systems as well as the cooperation among industry, colleges, universities, and development part of NCS were suggested for the activation of NCS based education and the validation of NCS.
