  • This study was performed to evaluate the appropriateness of resource allocation based on the ranking of health center function. Through the Delphi processes, health center functions were ranked in order of importance as follows; planning and research, followed by health education, health promotion, management of chronic diseases, health screening tests, welfare activities, mental health services, medical personnel management, medical services, prevention of communicable diseases, maternal and infant health services, housekeeping, management of oral hygiene, nutrition services, surveillance for community health services, family planning, and administration of the health center. In relation to the above priorities, the allocation of manpower was not appropriate. Even though the expert groups emphasized on functions such as planning and research, health education, and health promotion, they inputted more personnel for administration of a health center, maternal and infant health services, and medical services which were evaluated with lower importance. The budget allocation showed the same trends as the above. Although the functions such as planning and research, health education, and health promotion, and management of chronic diseases were evaluated highly, the budget was allocated accordingo to the the results of the former fiscal year rather than on the importance of function. However the budget for nutrition services, surveillance for the community health services, family planning, and administration of a health center was allocated according to priority. Based upon the above findings, community health center should be given the opportunity to make their own ranking of health center function and to allocate their resources including personnel and budget in order to improve the responsibilities and roles of the community health center.

  • This study aimed to identify a difference in project implementation between villages that had executed rural village community activation support work successfully and those that had quit in the middle from the new endogenous development theory perspective. As a result, it was found that the main factors used for promoting to increase endogeneous development capabilities existed more in villages that executed project implementation support work successfully than in villages that had quit in the middle. Successful villages have a difference from the villages that had quit in the middle in that they have established a participatory decision making and cooperation system for stable operation even before their support work began, they have more assets for promoting community activity, residents' interaction and communal activity are becoming more active, and reciprocity-based mutual aid culture exists in many forms. In conclusion, seeing from the new endogenous development theory perspective, villages are developed under the interaction between internal and external factors, but the outcome of project implementation depends on whether village community holds its endogenous development capability to operate and develop such whole process of development. Therefore, village community activation policies need to be reinforced in the direction toward promoting to create the main factors for enhancing endogenous development capabilities.

The first, group A recognized the community planning system in Jinan-gun more positively than group B. They thought that it's very useful and beneficial for their community and this system should be continued further. The second, group A considered that they achieved bigger advancement in community design capabilities in terms of personal, relational and social aspects than group B. In addition, group A also showed higher satisfaction for rural community planning than group B. Based on the results, alternatives for rural community planning were drawn as follows. The first, considering that group A showed more positive responses, starting from the first stage is more stable way to succeed in rural community planning. Which means the critical condition of community design is not the community business but the improving the public awareness and community mind. • This study started from the consciousness that the community media practice studies have been confined to the traditional terrestrial broadcasting. The following research results and implications were obtained by analyzing Daedeok-valley Radio's case to elucidate characteristics of online-based community media and content production and distribution characteristics neglected in previous researches. First, online community media activities are civic/citizen media activities that capture the value of local communities, and this locality is realized through media content production and its online distribution. Second, contents of online community media link members of the community, and individuals become nodes, interacting both online and offline. Therefore, online-based citizen media activities can be utilized effectively as a means to enhance civic participation and to achieve the locality of community in online and offline spaces depending on strategies for online contents production and distribution. Utilizing online infrastructures for media content creation and distribution in Korea demonstrates potential opportunities of local online media to be considered as niche media that can increase its own sustainability.

  • Purpose: The aim of this study was to identify the effects of community mapping based on volunteered Geographic Information System on smoking prevention among female middle school students. Methods: This study used a triangulation method which integrated quantitative data from a "pre-post" study on a nonequivalent control group and qualitative data from focus group interviews. Data was collected from 4 August 2015 to 10 January 2016. The experimental group (n=24) participated in community mapping along with education on smoking prevention and the control group (n=28) participated only in routine education. Both groups were measured on their knowledge and attitude related to smoking prevention through self-report questionnaires. The quantitative data was analyzed by descriptive statistics, $x^2$ analysis, and t-test using SPSS 23.0. The qualitative data was collected through focus group interviews to investigate the social-environmental effect of smoking prevention. Results: Knowledge related to smoking prevention was significantly higher (t=2.591, p=.013) in the experimental group than the control group. But attitude related to smoking prevention did not show significant differences between the two groups. When asked about their experiences of the community mapping program, it turned out to be a process where they could learn practical knowledge related to smoking prevention and experience their individual practices manifested as collective intelligence while working together with community members. The study found that community mapping had an effect on smoking prevention from a social and environmental aspect. Conclusion: To be more effective, school education on smoking prevention should be provided in connection with the community. It is also desirable to provide an opportunity where adolescents can experience discovering and solving practical problems along with their own community.

And to compare a similar size of the city, it selected a small community unit. Based on the result of theoretical study and prior research, it can be said that the space composition style has change from a whole complete complex area to a linked-cross over community unit and the access of urban level was on set. • Presented here are policy alternatives for understanding home health care for the long-term health care insurance system which is being developed for elderly people starting 2007. The summary of issues concerning home health nursing care under the long-term care insurance system include; 1) absence of comprehensive and systematic policy in home health care deliverly systems; 2) absence of community based home health agencies that are considered as the community residents in general. In order to overcome these problems and Issues, policy alternatives of home health care should 1) establish a comprehensive home health care policy for homebound persons; 2) establish the foundations for home health care nurses and community based home health care systems; 3) establish home health care facilities and infrastructure; and 4) promote research and development concerning home health care. Conclusively, a home health care system should be built on a comprehensive policy vision based on health policy, especially long-term care insurance system in the near future. Every homebound residents service has to be constructed systematically under suitable facilities considering the consumer characteristics and health conditions. By doing this, the consumer based comprehensive community home health care delivery system can be constructed in view of the long-term health care insurance system for elderly people.
