Objectives: The purpose of the study is to evaluate the contents analysis of the community dental hygiene practice in the dental hygiene students and suggest the outcome based evaluation index of community dental hygiene practice. This study will provide the basic data for the community nursing and social welfare practice. Methods: A self-reported questionnaire was completed by 82 dental hygiene professors and 254 dental hygienists in community health centers after receiving informed consent based on institutional review board from 5th Dec 2014 to 30th Jul 2015. A total of 49 professors and 134 dental hygienists gave the complete answers. The study instrument was adapted from the literature review. The questionnaire consisted of evaluation, purpose of evaluation, and evaluation format. Data were analyzed using SPSS 20.0 program. The contents analysis was carried out through input, process, output, and outcome. Results: The practice outcome evaluation was conducted in 62.9% of the dental hygiene departments and 32.9% of the community health centers. Most of the dental hygiene professors chose "To know what students learned(27.3%)" and "To ensure student's role and behavior in practice(27.3%)." as the purpose of evaluation. The public dental hygienists chose "To score the practice grade(42.1%)." The evaluation method was done anonymously. Conclusions: The outcome based evaluation in community dental hygiene practice was the best method to evaluate the practice education for the competency of the dental hygiene students.
The purpose of this study is to explore the feasibility of establishing the elderly protection system for the elderly in the local community, and to explore the linkage model and action strategy. In Korea, there is a need to build a comprehensive elderly care system so that elderly people can have appropriate counseling and support programs in the community, as the elderly increase their diverse needs (leisure, housing, employment). In this study, we set up a linkage model of elderly care system and suggested two ways to practice it. First, it is suggested that it is desirable to focus on the formation of the elderly protection system in the community, and divide the practice process into three stages: organization, practice, and organization. Second, it is necessary to apply the long-term care professional manpower which can play a central role such as care manager and nursing care provider in order to apply the community organizing model of the elderly protection system and stable operation of long-term care insurance for the elderly. In addition, a social welfare council and a private network should be established to form a social welfare council, the establishment of related legal provisions, and the education of care managers. Therefore, it is necessary to establish basic data through this study, to establish diverse strategies and plans for the elderly protection system, and to promote it in a phased manner.
The purposes of the study are to describe the feature of the program components, and to identify their changes in the process of designing the social work programs in the community service agencies in Korea. In order to achieve these purposes, the researchers constructed an analytical framework including 24 program components derived from the related literatures. Data was collected by questionnaires answered by the social workers who were in charge of the program development and implementation. Descriptive statistics analysis and factor analysis were applied to exam the features of the program components in 195 social service programs developed by the funds from the Community Chest of Korea and a private funding foundation. As the result of the analysis, the three noticeable features are found; (1) the agencies have very actively involved in the designing work in the process of developing practice guideline, however they have less involved in the designing work in the process of implementing program; (2) program components which are low level in design activities are intervention models, staff education, and practical ethics; (3) 8 categories of components derived from the theoretical perspective are reduced to 6 categories in the process for developing practice guidelines, finally to 4 categories in the process for implementing the programs. The implications of major findings were discussed in academic and practical perspectives in Korea, including future research works in the area.

The purpose of the study is to evaluate the community rehabilitation program of the two Public Health Center. Data were collected from the 138 clients who received rehabilitation services from visiting public health nurses. Data were analysed by SAS computer program. The result were as follows. 1. The clients have been average 7years disabled state until public health nurse visit them. 78.3% of them can't advance rehabilitation process because of insufficient family or social support. 2. The clients' burden due to their family's help was average 80.0 and that due to economic distresst was average 76.0. That factors were same that interfere rehabilitation process. 3. The clients needed exercise and modality therapy(78.2), economic support(76.0) and rehablitation advices (64.0). The needs of welfare benefit, medical service and social participation were 68.0, 61.5 and 54.5. 4. The pulblic health nurse visited the clients 2.3 time every month. And they have served emotional support (95.7%, exercise therapy (94.9%), family education(82.6%) and blood pressure management (71.7%), One client have received average 60% of the medical rehabilitation services and 27% of the refer services. 5. The rehabilitation effects of clients' attitude, knowledge and practice were 73.3, 81.0 and 68.7. The physical rehabilitation effect was 70.0. After receving rehabilitation services, the clients' preforrence to pulblic health center was 82.0. 6. The clients hopped that public health nurse visit them earlier (80.0). On the basis of this results, the following suggestions are proposed. 1. The pulblic health center is important institution in community rehabilition program, and every pulblic health center must participate in this program. 2. Various strateges have to be tryed and analysed to improve the visiting nurses' rehabilitation services. 3. For successful community rehabilitation, social welfare rehabilitation program must be developed and correlated with that of the pulblic helth center.
This study was focused on social stigma in utilizing community child centers which are selective child welfare institutions. The study model derived from the stress process model. The purpose of this research was to investigate the effects of stigma on happiness among children in community child centers and mediating effects of empowerment and community social capital as coping resources. The data were collected from 5, 6th grade students who are attending community child centers located in Daegu and Gyeongsan city. Data of 175 were analyzed and SPSS Process Macro and bootstrapping method were used. The results of the study were follows. First, stigma among children in community child centers showed significant direct effects on happiness. Second, empowerment and community social capital had significant mediating effects on the relationship between stigma and happiness. Based on the results, the policy and practice implications to improve happiness of children in community child centers were suggested.
Service learning usually has two aspects. One aspect is associated with applying class learning to related fields. The other aspect is associated with challenging and dynamic volunteering experiences. This study examined experiences of 70 social work students who took service learning courses at a university. After the courses, these students were asked regarding (1) evaluation and satisfaction of overall service learning experiences, (2) evaluation of service learning contents and the following activities, (3) the process of volunteering activities, and (4) the differences between service learning courses and other regular courses. Results were as follows: students generally regarded service learning experiences as positive; students reported understanding of social work practice and learning of professional skills; however, the service learning courses seemed to be very demanding in time and adjusting personal schedules; teamwork among students seemed to be good, especially in cooperation and emotional support; however, some students reported struggling experiences in allocating roles among team members; finally, the relationship between students and social workers at the agencies and the coordination of community resources seemed to be weak. In order for service learning courses to be more effective, this study presented some suggestions in the conclusion.
This article reviews 20 empirical studies that have focused on the organizational effectiveness of social welfare organizations since 1980. The purposes of this study were to understand the organizational phenomena of social welfare organizations, to offer practical implications for organizational management and to propose direction for the further researches. Special attention has been paid to identify 1) subjects of research 2) approach and criteria of organizational effectivess and 3) critical factors that impact on organizational effectiveness. The results showed that 1) most of researches utilized samples from social welfare community centers and assisted-living facility, 2) many researches focused on internal process approach and used diverse criteria of organizational effectiveness 3) collective developmental culture, decentralized structure, transformational leadership, open relationship between organization and external environment were critical factors of organizational effectiveness. The review suggests that social welfare managers should practice diverse approach based on vision, purpose and developmental stage of each organization. The managers also should implement more conscious efforts to make supportive and fair work environment where all employees feel valued and can demonstrate their maximum potential and to respond to task environments more proactively. Further research should be conducted from diverse organizations using various research methods. More comprehensive empirical model and multidimensional measure of organizational effectiveness need to be developed.
Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.
The purpose of this study is to find out implications which can be useful for enhancement of user participation in Korean disability services from UK community care experience. In Korea, until recently dominant issue on social services always has been the shortage of service provision. But during the recent 20 years, we experienced great expansion in quantity, as though it may be not yet enough. And more recently, disabled people and organizations began to actively argue for appropriate service in quantity and quality. Now, Korean disability policy and practice are confronted to the difficult and embarrassing task how to meet the need of disabled people with limited resources, and how to response to the disabled people's voice arguing on independence and choice. This task would require somewhat deliberate reform which might be quite different from previous one. UK's experience of implementation and development of community care system would give meaningful implications to Korean disability service policy and practice related to user participation. The results of the review on user participation issues in the UK community care give several implications to Korean disability services. Above all, consumerist approach which is the key strategy adopted by UK community care change is not appropriate for Korean disability service because of largely different service environment. The second implication is about decentralization. To enable decentralization of social service leads to enhancement of user involvement avoiding a lowering of service quality, prerequisite conditions should be secured. A third is securing and making declaration on the disabled person's right to assessment and constructing public service system operated by case management process. Fourth, formalized complaints procedure should be established. Fifth, professional education which enables professionals to encourage participation of disabled people should be developed, and the role of disability movement leading disabled users to participate on their services also should be highlighted.
This study attempts to identify the changes in social reactions to disabilities in general, and to research the contextual implication of these changes in social work practice in Korea. In the early years after the Industrial Revolution, disability was conceived as social unfitness and it was assumed that the cause and responsibility could be attributed to people with disabilities. But, in the midst and late 20th century, social responsibility for people with disabilities was argued and generally accepted. As the results of these changes, conceptual models explaining disabilities have changed gradually; there has been a transition, so called, from individual model to social model. In a similar vein, WHO has refined the definition and classification of disability. Related to these changes, social welfare service paradigm for people with disabilities has shifted. This paradigm shift can be explained with the perspective of strength approach, empowerment approach, case management and independent living model. In Korea, 1998 Act on welfare for people with disabilities meant that social service for the disabled were categorized with, namely, residential service, community rehabilitation service and vocational rehabilitation service. Recently, the extent of these services has been rapidly broadened. In these situation, this study researched to identify the implications on social work practice in the context of changes in social response, conceptual model, definition and also service paradigm. Such as the followings are enumerated for the implications: disabled person's participation in assessment process, development of assessment tools focusing on social and environmental perspectives, reinforcement of information service helping self-determination, supporting on formal and informal helping network, expanding self-help programs and, finally, a shift from displacement model to support model.
