사회복지사 훈련프로그램의 내용개발을 위한 직무분석: 종합사회복지관의 종사자 훈련에 대한 적용 (Exploring Practice Tasks and KSA of Korean Social Worker : Strategics for Developing Training Contents.)

  • 현직 사회복지사를 대상으로 하는 훈련 프로그램은 현장의 실천내용을 담고 있어야 한다. 이를 실현하기 위해서는 먼저 사회복지사가 실제로 어떤 과업을 수행하고 동시에 과업을 수행하기 위해 어떤 역량(KSA)이 필요한지를 파악하여 이를 훈련에 반영해야 하는 것이다. 본 연구에서는 사회복지사의 실천과업과 역량을 파악하기 위해 사회복지관에 근무하는 전국의 사회복지사 중 340명을 표본추출하여 실천현장에서 활용되는 111개의 실천과업과 업무에 필요한 89개의 지식 기술 능력(KSA)을 가지고 직무분석을 실시하였다. 분석결과, 사회복지사의 실천영역은 '직접서비스', '지역사회서비스', '조직전략 및 인적자원관리', '간접서비스' 영역으로 분류되고, 각 영역별로 중요한 실천과업들이 선정되었다. 동시에 실천현장에서 요구되는 지식, 기술, 능력이 중요도, 필요도, 보유수준 등에 따라 우선순위로 제시되었다. 이상의 결과를 통해 본 연구에서는 사회복지사 훈련 프로그램 내용개발을 위한 제안들을 제시하였다.

사회복지조직에서의 프로그램 질적 평가 연구 : 현상학적 자기평가의 활용을 중심으로 (A Study on the Qualitative Evaluation for the Program of Clinical Social Welfare Setting : Focused on Utilizing of Phenomenological Self-Evaluation Method)

  • The purpose of this study is to apply to the phenomenological self-evaluation method in the social welfare agency. It means that the phenomenological self-evaluation method accepts "the reality" which occurs in the social welfare setting, and functions for the social worker to play dual role of practitioner-evaluator. This paper examines two dimensions of social work evaluation theory and practice. Firstly, this study is to investigate a trend of evaluation in social work setting, and seeks theoretical aspect of phenomenological self-evaluation method, with emphasis on the strength and limit of the positivism evaluation methods. Although qualitative evaluation was suggested to make an alternative to the positivism by qualitative researchers, they did not suggest the specific methods and roles of the practitioner-evaluator. In this study, two directions of the phenomenological self-evaluation method are suggested to overcome the limitations. which are "environment-relation self-evaluation" and "program-oriented self-evaluation". Secondly, the result of phenomenological self-evaluation studies for the social welfare community center program and organization in kangnam district from June, 1994 (Program-oriented self-evaluation) to march, 2000 (Environment-relation self-evaluation) are presented. the phenomenological self-evaluation study showed the expected outcome such as; reflective self-training, making a practice knowledge, enhancing service quality, and reinforcing the identity of social welfare profession.

주거취약계층 매입임대주택의 사례관리자 경험 (Experience of Case Management Practice for the housing vulnerable group living in public low-income housing in Seoul)

  • 본 연구는 주거취약계층 매입임대주택에서 수행되는 사례관리자의 실천 경험을 파악하는 데 목적이 있다. 노숙경험이 있는 주거취약계층에게 집이 가지는 중요성은 절대적이며, 그들이 지역사회 내에서 주민으로 살 수 있도록 지원하는 사례 관리 역시 매우 중요하다. 그럼에도 이제까지의 연구는 저렴주거 공급, 주거환경, 입주자의 삶의 질과 건강에 집중되어 있었지만 사례관리에 대한 관심은 부족하였다. 본 연구에서는 10명의 주거취약계층 매입임대주택 사례관리자의 FGI를 통하여 어떤 경험을 하였는지를 탐색하였다. 연구결과 사례관리자의 경험은 '시설 이후 독립주택생활 지원의 딜레마', '임대료 관리와 사례관리 사이의 역할 경합', '지역 연계와 협력을 향한 외로운 실천', '이중고용관계와 열악한 작업 환경'의 4가지 주제로 도출되었다. 이들의 경험을 토대로 매입임대주택 사례관리 운영을 위한 정책적 실천적 제언을 제시하였다.

지역아동센터 종사자의 아동 대상 실천역량 향상 프로그램 평가 연구 (A Study on the Evaluation of the Enhancement Program of the Social Work Practice Competency for children of Community Child Center Workers)

  • 본 연구의 목적은 지역아동센터 종사자의 아동 대상 실천역량 향상 프로그램을 실행하고 그 영향을 평가하는 것이다. 이를 위하여 프로그램은 지역아동센터 종사자 10명을 대상으로 매 120분간 주1회로 5주간 실행되었다. 양적 평가를 위하여 유사실험설계의 비동일 비교집단 설계가 사용되었으며, 질적 평가를 위하여 프로그램관련 기록물 등을 통해 자료를 수집하고 분석하였다. 그 결과, 양적 평가에서는 본 프로그램에 참여한 지역아동센터 종사자의 사회복지실천기술 숙련도와 클라이언트관계변화 임파워먼트가 유의미하게 향상된 것으로 나타났다. 질적 평가에서는 종사자의 실천역량 향상, 아동의 변화에 대한 인식, 프로그램의 강점 및 보완점 인식이라는 주관적 경험이 나타났다. 본 연구결과는 아동을 대상으로 하는 대표적인 서비스전달체계인 지역아동센터의 종사자 실천역량을 향상시킴으로써, 지역아동센터 종사자의 실천에 있어 전문성과 효과성을 제고하고 궁극적으로 아동의 건강한 발달 및 정신건강 증진에 기여할 수 있을 것으로 기대된다.

사회복지서비스 기관의 조직성과에 관한 연구 : 서울시 지역사회복지관의 질 산출(quality output)을 중심으로 (A Study on the Performance of the Human Service Organizations : An Analysis from the Perspective of Quality of Output)

  • This study examines the organizational performance of human service organizations from the quality output perspective. Using the 2001 evaluation data about 89 community welfare centers in Seoul, this study attempts to identify the levels of the performance of human service organizations in Korea. This study also attempts to identify the factors that predict performance of human service organizations measured in terms of client satisfaction and experts' evaluation about the functioning of each center. Results are as follows: (1) when pooling 866 clients' satisfaction level into satisfaction score about each center, the average of client satisfaction about the centers is 3.42 at 4 points scale. (2) 41.6% of the community welfare centers is evaluated as "highly qualified" in its overall operation and functioning by the professional evaluation team, (3) the employee reward system(+), practice based on the program guideline manual(+), the portion of the government support grant in its budget(-), the overall employee salary level(-), the level of acquirement of program grants from external sources (-) are the predictors in explaining clients' satisfaction level, and (4) the level of professional expertise of the executive director(+), the level of professional supervision of middle managers(+), the employee reward system(+), the program need assessment(+), the level of client information system(+), the portion of government support grant(-), the overall employee salary level(-) are the predictors for "being highly qualified" in its overall operation and function of each center. Through the empirical analysis, this study provides valuable knowledge about organizational performance of community welfare centers from the quality output perspective. Finally, this study discusses implications for more effective and efficient organizational performance of community welfare centers in Korea.

보건소 시범영양사업 실태조사 (A Survey of the Model Nutrition Services in Community Health Centers)

  • The Korean government enacted the National Health Promotion Act in January, 1995 and proclaimed its regulations and rules in September 1995, which became the basis of the national health policy. The health promotion programs consist of education for health, prevention of diseases, improvement of nutrition, and practice of healthy life style as defined in that Act. The Community Health Act was amended in 1995, which included implementing nutrition services in community health centers. The purpose of this report is to summerize the nutrition services conducted in 32 community health centers. the main nutritional activities were as follows : 1) nutritional guidance by counseling and education for pregnant or lactating women, infants, preschool children, and those with chronic diseases, 2) collection, analysis, and interpretation of data collected from the community, on background conditions and target population for the assessment of community needs, 3) evaluation of nutritional status of population in the community 4) nutritional guidance for mass feeding in different institution including schools and welfare institutions. In order to meet the government's expectations and desires, the community health centers have made continuous efforts to put nutritional activities into practice in the community. However, there are constraints, such as relative staff shortages, lack of funds, and information which hampers the nutritional activities.

한부모 여성의 조직 참여 특성이 임파워먼트 효과에 미치는 영향 분석 -젠더의식 변화의 매개효과를 중심으로- (The Effect of Single Mothers' Community Participation on Empowerment -Focused on the Mediation Effect of Gender Consciousness)

  • 본 연구는 한부모 여성들이 조직 참여를 통해 공동의 목표 수행과 정서적 유대 등의 상호작용이 이루어지는 것을 근거로 조직 참여 특성이 임파워먼트에 미치는 영향과 이들 변수간의 인과관계에 대한 젠더의식 변화의 매개효과를 검증하는데 목적을 둔다. 이를 위해 부산·경남의 14개 기관의 한부모 여성 439명을 대상으로 질문지법을 통해 조직 참여 특성과 관련된 임파워먼트 실천수준, 젠더의식변화, 임파워먼트 효과를 분석하였다. 분석결과 첫째, 한부모 여성들이 참여하는 조직 유형별로 임파워먼트 실천수준과 젠더의식 변화, 그리고 임파워먼트 효과에 유의미한 차이를 보였는데, 대체로 일자리훈련형이 세 가지 모두 높게 나타났고, 사회복지기관형이 낮은 편이었다. 둘째, 조직 참여 특성 중 조직 수준에서는 제공되는 서비스 유형이, 개인 수준에서는 조직 참여 정도와 임파워먼트 실천수준이 임파워먼트의 효과에 결정 요인으로 나타났다. 셋째, 임파워먼트 실천수준과 임파워먼트 효과 간의 인과관계에서 젠더의식 변화가 완전매개효과를 보여, 임파워먼트 실천수준이 한부모 여성들의 임파워먼트의 향상을 가져오기 위해서는 젠더의식 변화가 매개될 때 더 효과적임을 발견하였다. 이러한 연구결과를 바탕으로 제안점과 정책적, 실천적 함의를 제시하였다.

일본 인지증 정책 종합 추진전략의 실천 사례: 쿠마모토현의 쿠마모토 모델 (Practical Examples of the Comprehensive Strategy of Japanese Dementia Policy: Kumamoto Model by Kumamoto Province)

  • The purpose of this research is to introduce the best practice of the Japanese national dementia strategy and explore implications to the Korean national dementia strategy. Interview was conducted among professions those who is in charge of Kumamoto dementia care practice in Kumamoto province, upon review of related literature and public documents. The Kumamoto model is implemented by the department of neuropsychiatry in public university hospitals, which can offer dementia-specialized medical services. Medical centers for dementia in public university hospitals play a leading role for managing practice and training local dementia centers specialist, coordinating medical services among medical institutions and community welfare facilities. In reference to the Kumamoto model, the Korean national dementia strategy can find implications in the direction of current system, specifically its approaches toward policy governance.

지역사회치위생학 현장(보건소)실습 성과평가 내용분석 (Contents analysis of the community dental hygiene practice outcome evaluation)

  • Objectives: The purpose of the study is to evaluate the contents analysis of the community dental hygiene practice in the dental hygiene students and suggest the outcome based evaluation index of community dental hygiene practice. This study will provide the basic data for the community nursing and social welfare practice. Methods: A self-reported questionnaire was completed by 82 dental hygiene professors and 254 dental hygienists in community health centers after receiving informed consent based on institutional review board from 5th Dec 2014 to 30th Jul 2015. A total of 49 professors and 134 dental hygienists gave the complete answers. The study instrument was adapted from the literature review. The questionnaire consisted of evaluation, purpose of evaluation, and evaluation format. Data were analyzed using SPSS 20.0 program. The contents analysis was carried out through input, process, output, and outcome. Results: The practice outcome evaluation was conducted in 62.9% of the dental hygiene departments and 32.9% of the community health centers. Most of the dental hygiene professors chose "To know what students learned(27.3%)" and "To ensure student's role and behavior in practice(27.3%)." as the purpose of evaluation. The public dental hygienists chose "To score the practice grade(42.1%)." The evaluation method was done anonymously. Conclusions: The outcome based evaluation in community dental hygiene practice was the best method to evaluate the practice education for the competency of the dental hygiene students.

지역사회 구강보건프로그램이 아동의 구강건강관리 행태 변화에 미치는 영향 (The influence of community oral hygiene promotion program on oral hygiene practice behavior in children)

  • Objectives: The purpose of the study is to investigate the influence of community oral hygiene program on oral hygiene practice behavior in children. Methods: Oral hygiene promotion program was performed in 23 community child centers in Seoul, Incheon and Gyeonggido. The study analyzed the effect of community oral hygiene promotion programs on the oral hygiene practice behavior in children from September to December, 2014. The trained dental hygienists in 23 public health centers and dental hygiene students participated in the oral hygiene promotion program for oral health examination and education for the children. The contents of the program was standardized and instructed to the team members. The individual improvement in children oral hygiene practice was assessed using PHP(patient hygiene performance) index score. Data were analyzed using SPSS 12.0 program. Results: After the program, children who stopped eating confectioneries and those eating once a day increased to 32.12% and 14.24%, respectively. Those eating more than four times a day were still high(32.44%), but it was a lower rate than before the program (p<0.001). The rate of toothbrushing of more than 2 to 3 times a day was 82.75% and it was higher than before the education (p<0.001). The knowledge level of children increased from 18.83% to 66.30%. The oral hygiene practice performance in children was highly improved. Conclusions: The four months duration of oral hygiene program remarkably improved the oral hygiene practice in the children. So the community health centers and welfare centers must cooperate and improve the children oral health promotion by developing the oral health promotion program.
