Based on this analysis, it draws the main factors for the sustainable and autogenous community enterprise as follows: flexibility in legal forms, community owned assets, diverse fund streams and invigorating social investment market, active partnership between public and private sectors, ardent enterprisers and intermediate support organizations.

Thus, this study deals with the 'Vacant House Recreation Project of NPO Corporation in Onomichi' in Hiroshima, Japan. Through the case study, the following are introduced as NPO's roles in community-building projects using vacant houses. First, pursuing promotion and attracting attention by making the utilization of vacant houses sensational; system improvement; offering information. Second, enhancing the perception of local residents by offering local services using vacant houses; offering community-building items. Third, forming a place of public discussion to solve conflicts during community-building projects using vacant houses; offering alternatives to building communities. Above all, such roles have led to the key status of NPO during its community-building projects using vacant houses. It offers the following implication for Korea: Future vacant house-related policies for rural revitalization should be done from community-building standpoint and include establishing the roles of NPO.

There are rural development policy for creating liveable rural. The support structure of the capacity phase of the Master Plan of Comprehensive Rural Village Development Project would that one. The support structure of the capacity phase has implied the assumption that the accumulated capacity of the village to the previous step will have a significant impact on the business to the next level. Rural development should be understood that simple: rather than for business applications, processes community is going to build capacity through continuous learning and practice. Its accumulated capacity should be possible to predict and then steps must be developed continuously for a long time, looking at the previous phase. Thus, according to the support structure of the capacity phase, it should be applied a causal relationship between the front and rear phase.
