Purpose: This study was conducted to investigate the factors affecting the discrimination of the elderly using welfare centers. Methods: A cross-sectional study was conducted with 217 elderly people from a welfare center in D city. Data were collected using a self-administered questionnaire survey consisting of ageism experience, social participation attitude, social support, and empowerment. For data analysis, descriptive statistics, t-test, one-way ANOVA, Pearson correlation coefficients, and multiple regression were performed using SPSS/WIN 21.0 program. Results: As a result of analyzing the correlations among the variables, the discrimination experience of the elderly showed negative correlations in social participation attitude and child relationship support. The factors affecting the discrimination experience of the elderly include gender, job, smartphone use, and child relationship support had a significant effect. The explanatory power of the discrimination experience of these factors was 15.4%. Purpose: The purpose of this study was to develop a substantive theory of case management (CM) practice by investigating the experience of nurse case managers caring for Medical Aid enrollees in Korea. Methods: A total of 12 nurses were interviewed regarding their own experience in CM practice. Data were recorded and analyzed using grounded theory. Results: Empowerment was the core category of CM for Medical Aid enrollees. The case managers engaged in five phases as follows, phase of inquiring in advance, building a relationship with the client, giving the client critical mind, facilitating positive changes in the client's use of healthcare services, and maintaining relationship bonds. These phases moved gradually and were circular if necessary. Also, they were accelerated or slowed depending on factors including clients' characteristics, case managers' competency level, families' support level, and availability of community resources. Conclusion: This study helps understand what CM practice is and how nurses are performing this innovative CM role. It is recommended that nurse leaders and policy makers integrate empowerment as a core category and the five critical CM phases into future CM programs.

This study provides academic implications by revealing that the locus of control factor and employee redistribution in public organizations are needed to improve institutional services.
The Lifelong Learning City Project has made quantitative expansion as well as qualitative growth since 2001 but the project has been criticized by academic scholars and field practitioners. The Lifelong Learning City Project is a national policy project which has been promoted by the Ministry of Education and Human Resources Development and should be required to make production profits proportional to the amount of public finance. The Lifelong Learning City Project is a community development project intended to promote growth and progress by supporting the community in lifelong learning endeavors. Therefore, the community development theory could offer guidelines to the Lifelong Learning City Project. Based on this assumption, this study intends to investigate the Lifelong Learning City Project at the national, city, and county levels using the community development theory. The improvement methods of the Lifelong Learning City Project are role allotment between national and wide level projects supporting organizations, and the establishment of a system and a long term project policy. In addition, the project is to have a more systematic performance. It is to enhance opportunities for community members' participation, and practice in planning, performance of learning, and the proper performance in regard to the community conditions and specificity. The most important goal of the Lifelong Learning City Project is to support the empowerment of community members by making opportunity planning, practicing and sharing lifelong learning more accessible.
Community-Based Participatory Research(CBPR) has gained attention as a public health approach to develop community health interventions to address health disparities in recognition of the community relevance of specific health issues associated with social determinants of health. It emphasizes community involvement in equal partnership with researchers and public health professionals to address community-identified needs. The characteristics and principles of CBPR discussed in this paper highlight participatory nature, capacity development, partnership building, and process-orientation of CBPR. A 6-step process model for community empowerment is then introduced as a CBPR operationalization strategy. Mixed methods research approaches are valuable in CBPR as well as process evaluation. For the application of CBPR in Korean contexts, the Diffusion of Innovation theory is suggested as a theoretical framework for implementation. Building public health partnerships between public and private sectors to create partnership synergy is a necessary condition for successful CBPR for health promotion in Korea. Accompanying critical factors for the CBPR application include: common understanding of CBPR and its values, establishment of the definition of 'community,' 'community-based' and 'participation' in community health, development of accommodating research infrastructure for CBPR, recognition of the importance of program evaluation (particularly process evaluation), and training CBPR specialists.
Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.
The National Health Promotion Law passed in 1995 was a milestone for initiating a national health promotion program in Korea, and government officers and health professionals are working on how to approach health promotion issues. The purpose of this study was to analyse methods and use of constructivist paradigm in health promotion and education. The health promotion area needs community empowerment, building community partnerships, and community capacity. To meet these health promotion requirements health promotion workforce should be trained through professional preparation programs that contains communication skills, group process skills, and management of programs in advanced countries such as the United States and Australia. Skills and responsibilities of those who are in charge of providing health promotion services have not yet been clearly defined in Korea because the area of health promotion is a multi-academic field, and needs a different approach, constructivist approach. Constructivist paradigm requires relativism, reasoning skills, collaborating, and motivation. These components are needed for community empowerment. Constructivism also has been applied to the field of education. Problem-based education, outcome-based education, performance-based education came from the constructivism. These educational methods are student-centered method. As the modernizing society becomes more complicated, traditional or conventional teacher-centered education cannot meet the needs of students. Students need to learn skills necessary to make healthy decisions with individual value system. So these interactive, self-learning methods can serve much more to the learner. Constructivist educational methods can be applied to educational programs in computers, too. To expand and differentiate the area of health education and health promotion from other health related fields, it is crucial to devote efforts in application and development of constructivist methods.
