This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. The space weather maximum could wreak havoc in this world. A geomagnetic space storm sparked by a solar eruption like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. Despite of the fact that not only researches by colleges and institutions current researches have been focusing on warning systems of space communication and the earth network systems, but also management and control systems are not situated for the space weather blasters. The purpose of the study is that the damage reduces methods implementation on the ultimate space weather communication systems by above lists proposed type analysis. In result, the implementation of the communication disaster management systems deals with the smart IT converged GIS analysis on the flare, solar proton event, geomagnetic storm to the effects of the geomagneticsphere, ionosphere and troposphere from solar maximum. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts smart IT systems and converged high tech information systems using decision making support systems of the GIS methodology.

As natural disasters are increasing due to the unusual weather and the modern society is getting complicated, the rapid change of the urban environment has increased human disasters. Thus, citizens are becoming more anxious about social safety. The importance of preparation for safety has been suggested by providing the disaster safety services such as regional safety index, life safety map, and disaster safety portal application. In this paper, we propose an application framework to predict the urban safety index based on user's location with realtime weather/atmosphere data after creating a predication model based on the machine learning using number of occurrence cases and weather/atmosphere history data. Also, we implement an application to provide traffic safety index with executing preprocessing occurrence cases of traffic and weather/atmosphere data. The existing regional safety index, which is displayed on the Si-gun-gu area, has been mainly utilized to establish safety plans for districts vulnerable to national policies on safety. The proposed system has an advantage to service useful information to citizens by providing urban safety index based on location of interests and current position with realtime related data.

Recently, The interest about underwater acoustic communication is increase such as marine resources, disaster prevention, weather prediction, and so on. Because the underwater acoustic communication uses a water as media, the underwater acoustic communication has a lot of restrictions. Although the underwater acoustic communication is hard, it is important to consider the security. In this paper, we estimate the performance of cryptographic algorithms(AES, ARIA, and LEA) on a various devices, available in underwater acoustic communication, and analysis the results. This result will be provide effective data confidentiality for underwater communication.
The objectives of this research have been focussed on 1) developing prediction techniques for the flash flood and landslide based on rainfall prediction data in agricultural area and 2) developing an integrated forecasting system for the abrupt disasters using USN based real-time disaster sensing techniques. This study contains following steps to achieve the objective; 1) selecting rainfall prediction data, 2) constructing prediction techniques for flash flood and landslide, 3) developing USN and communication network protocol for detecting the abrupt disaster suitable for rural area, & 4) developing mobile application and SMS based early warning service system for local resident and tourist. Local prediction model (LDAPS, UM1.5km) supported by Korean meteorological administration was used for the rainfall prediction by considering spatial and temporal resolution. NRCS TR-20 and infinite slope stability analysis model were used to predict flash flood and landslide. There are limitations in terms of communication distance and cost using Zigbee and CDMA which have been used for existing disaster sensors. Rural suitable sensor-network module for water level and tilting gauge and gateway based on proprietary RF network were developed by consideration of low-cost, low-power, and long-distance for communication suitable for rural condition. SMS & mobile application forecasting & alarming system for local resident and tourist was set up for minimizing damage on the critical regions for abrupt disaster. The developed H/W & S/W for integrated abrupt disaster forecasting & alarming system was verified by field application.

With the feature of convenience and low cost, remote healthcare monitoring (RHM) has been extensively used in modern disease management to improve the quality of life. Due to the privacy of health data, it is of great importance to implement RHM based on a secure and dependable network. However, the network connectivity of existing RHM systems is unreliable in disaster area because of the unforeseeable damage to the communication infrastructure. To design a secure RHM system in disaster area, this paper presents a Secure VANET-Assisted Remote Healthcare Monitoring System (SVC) by utilizing the unique "store-carry-forward" transmission mode of vehicular ad hoc network (VANET). To improve the network performance, the VANET in SVC is designed to be a two-level network consisting of two kinds of vehicles. Specially, an innovative two-level key management model by mixing certificate-based cryptography and ID-based cryptography is customized to manage the trust of vehicles. In addition, the strong privacy of the health information including context privacy is taken into account in our scheme by combining searchable public-key encryption and broadcast techniques. Finally, comprehensive security and performance analysis demonstrate the scheme is secure and efficient.

The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.

Such as disaster rescue in deep water, undersea exploration and monitering for environmental pollution, many applications require the acoustic communication for high data rate over underwater acoustic channel. As underwater channel is very complex and is time-varying, conventional single carrier communication has good performance. In this paper, An adaptive OFDM system is analyzed for high data rate and reliability and rubust service over UWA channels. Through the adaptive system, we show threshold switching for an adaptive algorithm.
