통신재난의 유형 및 위험분석 (Communication Disaster Type and Risk Analysis)

  • 초연결사회로 발전됨에 따라 정보통신의 역할이 크게 증대되고 통신재난이 발생할 경우 사회 인프라, 국가핵심기반의 서비스 중단 및 국민생활에 지대한 영향을 초래한다. 또한 정보통신분야는 산업구조가 고도화되면서 이에 대한 의존도가 급격히 증대하였기 때문에 재난으로부터 안전한 정보통신 환경 조성을 위해서는 체계적인 관리가 필요하다. 본 논문에서는 체계적인 관리를 위해서 정보통신, 금융, 보건 및 의료 등 국가핵심기반 및 다양한 분야에서 중요한 역할을 수행하고 있는 정보통신인프라에 발생할 수 있는 재난의 유형 및 위험에 대하여 분석하였다. 정보통신인프라에 재난이 발생할 경우 국가핵심기반의 서비스 중단 및 국민생활에 지대한 영향을 초래할 것으로 사료된다.

Risk Communication on Social Media during the Sewol Ferry Disaster

  • The frequent occurrence of overwhelming disasters necessitates risk communication systems capable of operating effectively in disaster contexts. Few studies have examined risk communication networks during disasters through social networking services (SNS). This study therefore investigates the patterns of risk communication by comparing Korean and international networks based on the social amplification of risk communication in the context of the Sewol ferry disaster (SFD). In addition, differences in language use and patterns between Korean and international contexts are identified through a semantic analysis using KrKwick, NodeXL, and UCINET. The SFD refers to the sinking of the ferry while carrying 476 people, mostly secondary school students. The results for interpersonal risk communication reveal that the structure of the Korean risk communication network differed from that of the international network. The Korean network was more fragmented, and its clustering was more sparsely knitted based on the impact and physical proximity of the disaster. Semantic networks imply that the physical distance from the disaster affected the content of risk communication, as well as the network pattern.

Analysis of Latent profiles and Inter-individual Differences in Disaster Safety Awareness of High school

  • In this study, by classifying latent groups for disaster safety awareness focusing on the four sub-factors of the developed disaster awareness scale of high school students, the characteristics of each group were examined, and the differences between latent classes according to inter-individual differences were investigated. As a result of analysis based on the data of a total of 1054 high school students, the disaster safety awareness of high school students was classified into three latent groups. Each latent group was named 'High Safety Awareness Type(SAT)', 'Normal SAT', and 'Low SAT' according to its characteristics. In all four fire safety awareness sub-factors, 'High SAT', which had a high score, accounted for 56.5% of the total, and 'Normal SAT', which had a moderate score in the sub-factors, had the lowest ratio at 20.3%. There were no significant differences by gender, grade, and academic achievement of the latent group. These results are not only meaningful as the first study of the latent profile analysis of high school students on disaster safety awareness, but also help to identify the characteristics of individuals in each latent group with more subdivisions and provide useful data for disaster safety awareness education according to individual differences. The implications of this study and suggestions for follow-up studies were discussed.

How to utilize various Bluetooth devices when receiving Korean Public Alert System

  • In severe disaster situations, Emergency alert provide information for people to survive. However, the only device that can receive the Cell Broadcasting Service (CBS) of the Korean Public Alert System (KPAS), the Public Warning System (PWS), is Smart Phone and Receiving the disaster information is very limited. Therefore, this paper proposes a solution to the problem. First, we discover problems through the analysis of KPAS, and second, we propose Smart Watch and Navigation as devices to receive Emergency alert. The devices can receive disaster information through Bluetooth communication from Smart Phone and provide content such as disaster-related images and videos. Based on the proposed items, the application was developed, and as a result of the test, Smart Phone provided more disaster information like images and videos than current emergency alert, and the method of notification of emergency alert was varied. And Smart Watch and Navigation received disaster information successfully through Smart Phone, which also provided various disaster information like images and videos. The developed application has expanded functionally than the existing emergency alert and can benefit many people in emergency situations.

재난사고 정보공유를 위한 LTE-VPN기반 현장조사시스템 성능평가 (Performance Evaluation of LTE-VPN based Disaster Investigation System for Sharing Disaster Field Information)

  • 지진, 태풍, 산사태, 건물 붕괴와 같은 대규모 재난 사고 발생시 신속한 현장 상황 파악과 실시간 재난 정보 공유는 현장 통제나 주민 대피 등 재난 대응과 재난 관리 의사결정 단계에서 핵심적인 역할을 수행한다. 본 논문에서는 긴박한 재난 사고 상황에서 효과적인 현장 대응과 재난 사고 현장에서 취득된 관측 데이터와 분석정보를 실시간적으로 연계하고 공유하기 위하여 기존의 국립재난안전연구원에서 운용 중인 재난 사고 현장조사 시스템을 LTE-VPN 기반의 개선된 무선 통신 시스템 환경으로 구축하고, 통신 트래픽 데이터 전송 실험을 통해 현장 조사 시스템의 무선 통신 전송 요구 성능을 분석, 평가하였다. 개선된 무선통신 시스템의 현장 데이터 전송 성능 실험을 수행한 결과, 재난 현장과 끊김 없는 영상 회의 시스템을 보장하기 위해서 최소 4.1 Mbps 이상의 UDP(User Datagram Protocol) 대역 폭이, 현재 조사 차량에 탑재된 조사 장비간 통신과 현장 데이터를 원활하게 공유하기 위해서 약 10 Mbps의 무선 통신 대역폭이 확보되어야 할 것으로 사료된다.

Expansion of ATSC 3.0-Based Disaster Broadcasting Service for the Visually and Hearing Impaired

  • Disasters are now becoming commonplace and especially the vulnerable group such as the disabled, the elderly, children and foreigners are in a state of overlapping disasters. In this situation, ATSC 3.0-based UHDTV disaster information service for the visually and hearing impaired has been developing. This study focuses on the demand data collected through in-depth interview with the impaired. The demand analysis data is very important to development process of technology. The results of the interview show that it is essential to link the UHDTV disaster signals with home-network, IoT, wearable devices, and various assistive devices for the impaired (hearing aid, smart light bulbs, warning light, etc.). In outdoor space, UHDTV disaster information must be connected to public display media, digital signage, kiosk, screens in bus or taxi. If communication aids for the visually and hearing impaired are equipped with a function that can transmit and receive disaster information, it will help to minimize disaster damage.

대규모 인명피해 발생에 따른 재난관리체계 개선 방안 (The Study on Improved Disaster Management System in Case of Large-scale Mass Casualties)

  • When accidents that relate to a large numbers of people occur, such as disasters involving group tours by ship or aircraft, or large-scale chemical leakages, it is very important to know the personal identification of victims and to determine their locations and status. It is true that there will be serious damage or injury to people who engaged especially when information does not transfer properly or people get inaccurate one. In this study, therefore, we analysed the disaster response management system for rescued people of the Sewo ferry sinking accident. Based on the analysis we proposed to improve the real-time disaster management system with ICT(Information & Communication Technology).

  • 우리사회가 정보화사회로 급진전됨에 따라 정보통신의 역할이 크게 증대되고 통신시설의 대용량화 집중화로 정보통신사고가 발생할 경우 국민생활에 지대한 영향을 초래할 수 있을 것이다. 따라서, 본 논문에서는 그러한 영향력을 최소화하기 위하여 정보통신사고 위기관리표준매뉴얼의 현황을 알아보고 분석을 통하여 개선방안을 제시하였다. 재난관리주관기관에서는 법령 및 위기관리 표준매뉴얼에 대한 지속적인 연구를 통하여 관리체계, 관련법 체계, 기본계획 및 대응체계, 위기관리 표준매뉴얼 등에 대한 개선이 필요할 것으로 사료된다.

재난상황시 활용할 수 있는 스마트 방재의 중요요인에 관한 연구: 전문가와 수요자 간 인식차이를 중심으로 (A Study on Important Factors of Smart Disaster Prevention usable in Disaster Situations: Focusing on the Difference in Perception between Specialists and Consumers)

  • 본 연구는 화재라는 재난적 상황에 대처하기 위한 재난관리의 각 단계에서 4차 산업혁명의 기술들을 적용하여 스마트 방재기술을 발전시킬 수 있는 방안을 제시하고자 하였다. 이를 위하여 방재 전문가와 방재 수요자 각 150명을 연구대상으로 설정하여 설문지를 배포하여 연구자료를 수집하고, 통계분석을 시행하였다. 주요한 결과는 방재 전문가 및 수요자들은 공통적으로 스마트 방재의 시스템적 요인을 가장 중요하게 생각하고 있었으며, 방재 전문가와 수요자들의 각 스마트 방재 구성요인에 대한 중요성 인식의 차이는 통계적으로 유의하지 않았다. 이러한 결과를 토대로 본 연구자는 우리나라의 스마트 방재기술이 발전하기 위해서는 다수의 연구자들이 개개별적인 스마트 방재기술을 연구하는 것도 중요하나, 무엇보다도 스마트 방재기술들을 어떻게 관리하고, 이를 통합하며 실제 상황 속에서 적용할 것인지에 대한 시스템적 연구개발이 가장 선제적으로 이루어져야 할 것을 제언하였다.

A Study on the Spatial Analysis Model to Decide Medical Institutions/Mental Health Centers for Disaster Victims

  • The National Emergency Management Agency of South Korea has established a Disaster Victims Psychology Support Center. The Disaster Victims Psychology Support Center can enable victims who got psychological damage from disasters to return to their daily lives through healing activity, field visits and advice of experts. The previous Psychology Support Center System managed the information of disaster victims through an independent database. However, this paper proposes a system that is developed to identify medical institutions and mental health centers within a distance of radius, based on the potential Hot-Spot areas of disaster victims using the GIS Systems. The proposed system can efficiently support selection of appropriate institutions for disaster victims using their location and age, classification of damage, and damaged parts of the body. Also, this spatial analysis can assist to decide on a policy based on the location of disaster victims and the extent of damage. Therefore, this paper can provide the required information to support decision making based on the concentrated areas for disaster victims.
