  • Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research&development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

Study on Measures to Activate Technology Startup through National R&D Support Project

  • Purpose- The purpose of this study is to increase the effect of public technology transfer through government R&D support to secure the competitiveness of public technology startups. The government's R&D budget in 2019 is over 20 trillion won, and there is a legitimate need to increase the performance of technology startups through such R&D results. Research design, data, and methodology- In this paper, we comprehensively analyzed the current status of public research institutes and R&D support projects suitable for founders and analyzed and presented cases of follow-up research conducted by the Institute of Science and Technology Jobs to analyze actual performance cases of R&D support institutes. Results- In this conclusion, a developmental model of public technology entrepreneurship was proposed to increase the performance of public technology commercialization with the scalability of research institutions. In order to create a public technology information system between consumers and suppliers, a Steinweiss-type technology commercialization model for public technology commercialization, and a job-creating enterprise-type linkage R&D support business model were presented to create the results of R&D support organizations. Conclusions- Through the results of this study, it is meaningful to analyze the performance cases of technology commercialization of R&D support institutions, which have not been studied so far, to build competitiveness of research institutions and to present a growth model for the spread of technology startups. This study has implications in terms of suggesting a way to build competitiveness in technology commercialization between market demanders and suppliers by linking existing public technology startups, which deviated from the simple commercialization support system, with job creation by expanding the R&D support system.

  • We have analyzed technology transfer and commercialization process and factors affecting the outcomes of technology commercialization of public research institutes in Korea. A technology commercialization process model was presented as an input, intermediate outcomes/capabilities, output (outcome) structure using the structural equation model. Input variables include R&D input, technology commercialization strategy/support, collaboration, social capital. The model also includes R&D capabilities and technology commercialization performance as intermediate variable and output variable respectively. The technology commercialization performance was measured as the number of technology transfer and spin-off. We conducted survey and 88 institutes responded. Empirical results show that R&D input influence R&D capabilities and R&D capabilities influence the output of technology transfer and commercialization. Collaboration activities and social capital also appear to have a positive effect on the output. However, the effect of strategy and support on the output appear to be not statistically significant.

  • Various fields are being combined and developed for the development of the country and industry. The purpose of this study is to examine the effects of interdisciplinary research on the technology commercialization of researchers in the national R&D project. For the purpose of empirical analysis, major research and development have been reviewed. Major research and development projects conducted by government-funded research institution in which various technological fields are integrated in order to commercialize technology. The research data is based on the major R&D project data for railway/public transportation/logistics fields technology in 2015-17, and 149 project were selected for analysis. As a result, it was found that diversity of participants' experts had significant positive effect on technology commercialization when R&D expense, The number of research participants, The number of participating organizations, TRL before R&D were controlled. It is expected that the results of this study will be used meaningfully when the R&D program plan, analysing the academic convergence factor of research topic.

  • This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.

An Analysis of Critical Success Factors in Commercialization of R&D Outcomes in Ocean Science and Technology -Through Application of Dual Qualitative Research Methodologies- (해양과학기술분야 연구개발 결과의 사업화 성공요인에 관한 연구 -질적 연구방법의 혼합적 활용을 중심으로-)

  • This study focuses on systematic structure of factors, which affect commercialization of ocean science and technology (OST), applying both grounded theory methodology (GTM) and semantic network analysis methodology (SNAM) by using in-depth interviews with 8 specialists previously experienced in the same field. This study further focuses on clarification of the distinctiveness and universality of commercialization factors on OST by comparatively analyzing on the commercialization factors of general sciences and technologies. Using SNAM, it was determined that commercialization success required connected support system, government support, technology marketing, technology power and characteristics of commercialized entities, which were identified as dominant factors. GTM presented an outcome that connected support systems among participants in commercialization and found that research institute strategies are significant factors in the core phenomenon of commercialization, while technology marketing, technology power and market-oriented technology are important conditions. In addition, the factors of technology, market, connection of participants and government support of commercialized entities are shown as equally important factors for commercialization of ocean science and technology. Secondly, SNAM results indicate that ocean science characteristics depend on a network of government support, research institute strategy, organization and manpower, capital power, and technology marketing, as these ocean science characteristics have been identified as significant factors in the GTM study. It has been determined that technology, market and government support should be connected in order for commercialization of ocean science and technology (OST). Moreover, commercialization methods, applied to the marketing of commercialization of ocean science and technology is differentiated from others since commercialization success is more relevant to these factors.

  • Technology commercialization creates effective economic value by linking the company's R & D processes and outputs to the market. This technology commercialization is important in that a company can retain and maintain a sustained competitive advantage. In order for a specific technology to be commercialized, it goes through the stage of technical planning, technology research and development, and commercialization. This process involves a lot of time and money. Therefore, the duration and cost of technology commercialization are important decision information for determining the market entry strategy. In addition, it is more important information for a technology investor to rationally evaluate the technology value. In this way, it is very important to scientifically estimate the duration and cost of the technology commercialization. However, research on technology commercialization is insufficient and related methodology are lacking. In this study, we propose an evaluation model that can estimate the duration and cost of R & D technology commercialization for small and medium-sized enterprises. To accomplish this, this study collected the public data of the National Science & Technology Information Service (NTIS) and the survey data provided by the Small and Medium Business Administration. Also this study will develop the estimation model of commercialization duration and cost of R&D performance on using these data based on the market approach, one of the technology valuation methods. Specifically, this study defined the process of commercialization as consisting of development planning, development progress, and commercialization. We collected the data from the NTIS database and the survey of SMEs technical statistics of the Small and Medium Business Administration. We derived the key variables such as stage-wise R&D costs and duration, the factors of the technology itself, the factors of the technology development, and the environmental factors. At first, given data, we estimates the costs and duration in each technology readiness level (basic research, applied research, development research, prototype production, commercialization), for each industry classification. Then, we developed and verified the research model of each industry classification. The results of this study can be summarized as follows. Firstly, it is reflected in the technology valuation model and can be used to estimate the objective economic value of technology. The duration and the cost from the technology development stage to the commercialization stage is a critical factor that has a great influence on the amount of money to discount the future sales from the technology. The results of this study can contribute to more reliable technology valuation because it estimates the commercialization duration and cost scientifically based on past data. Secondly, we have verified models of various fields such as statistical model and data mining model. The statistical model helps us to find the important factors to estimate the duration and cost of technology Commercialization, and the data mining model gives us the rules or algorithms to be applied to an advanced technology valuation system. Finally, this study reaffirms the importance of commercialization costs and durations, which has not been actively studied in previous studies. The results confirm the significant factors to affect the commercialization costs and duration, furthermore the factors are different depending on industry classification. Practically, the results of this study can be reflected in the technology valuation system, which can be provided by national research institutes and R & D staff to provide sophisticated technology valuation. The relevant logic or algorithm of the research result can be implemented independently so that it can be directly reflected in the system, so researchers can use it practically immediately. In conclusion, the results of this study can be a great contribution not only to the theoretical contributions but also to the practical ones.

  • In Korea, small and medium-sized enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. In spite of their crucial role in the national development, most of SMEs suffer from a lack of R&D related resources. Public R&D organizations such as government-funded research institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. In this regard, this study estimated the effect of internal R&D investment and private-public R&D cooperation on technological innovation of ICT SMEs based on 2016 ETRI Survey. Building on previous literatures, the study established and tested a research model using binary logistic regression analysis. First, internal R&D investment and preferences for open innovation demonstrated the strengthening of R&D collaboration. Second, internal R&D investment and R&D cooperation showed a positive effect on both product and process innovation. Therefore, internal R&D capability and taking advantage of R&D collaboration are needed to achieve technological innovation for SMEs in ICT sector. This study also discuss implications for encouraging private-public R&D cooperation.

The Factors Affecting Technology Commercialization of Government Research Institutes: The Case of Research Institute Spin-offs (출연(연)의 기술사업화에 미치는 요인 분석 -연구소기업을 중심으로-)

  • The term research institute spin-offs refers to new firms created by public research institutes. These spin-offs are different from other start-ups in two respects: on the one hand, they should be located in the Special Research and Development Zones and, on the other hand, these firms are supposed to commercialize the results of public R&D activities. These spin-off firms show higher rates of survival and job creation than general new firms, which means that their contribution to economic growth is not negligible. The present study analyzes the factors affecting research institute spin-offs using a random effect panel logit model and negative binomial model. From previous studies, four elements are identified as playing an important role in the commercialization of public R&D through spin-offs, namely their organizational character, research capability, technological character, and geographical location. The empirical results demonstrate that government research institutes with more researchers and patents are more likely to create new firms. In addition, the location of the institutes significantly affects the probability of their creating spin-offs and their number. When the technological stage and TLO size are considered, however, it turns out that the number of researchers and technological stage play important roles in the spin-offs.
