This article demonstrates that both the Warsaw Convention Systemand the Montreal Convention are not designed for multimodal transport, let alone for "Door to Door" transport. The polemic directed against the "Door to Door" application of the Warsaw Convention systemand the Montreal Convention is predominantly driven by the text and the drafting philosophy of the said Contentions that since 1929 support unimodalism-with the rule that "the period of the carriage by air does not expend to any carriage by land, by sea or by inland waterway performed outside an airport" playing a profound role in restricting their multimodal aspirations. The drafters of the Montreal Convention were more adventurous than their predecessors with respect to the boundaries of the Montreal Convention. They amended Art. 18(3) by removing the phrase "whether in an aerodrome or on board an aircraft, or, in the case of landing outside an aerodrome, in any place whatsoever", however, they retained the first sentence of Art. 18(4). The deletion of the airport limitation fromArt. 18(3) creates its own paradox. The carrier can be held liable under the Montreal Convention for the loss or damage to cargo while it is in its charge in a warehouse outside an airport. Yet, damage or loss of the same cargo that occurs during its surface transportation to the aforementioned warehouse and vice versa is not covered by the Montreal Convention fromthe moment the cargo crosses the airport's perimeter. Surely, this result could not have been the intention of its drafters: it certainly does not make any commercial sense. I think that a better solution to the paradox is to apply the "functional interpretation" of the term"airport". This would retain the integrity of the text of the Montreal Convention, make sense of the change in the wording of Art. 18(3), and nevertheless retain the Convention's unimodal philosophy. English courts so far remain loyal to the judgment of the Court of Appeal in Quantum, which constitutes bad news for the supporters of the multimodal scope of the Montreal Convention. According the US cases, any losses occurring during Door to Door transportation under an air waybill which involves a dominant air segment are subject to the international air law conventions. Any domestic rules that might be applicable to the road segment are blatantly overlooked. Undoubtedly, the approach of the US makes commercial. But this policy decision by arguing that the intention of the drafters of the Warsaw Convention was to cover Door to Door transportation is mistaken. Any expansion to multimodal transport would require an amendment to the Montreal Convention, Arts 18 and 38, one that is not in the plans for the foreseeable future. Yet there is no doubt that air carriers and freight forwarders will continue to push hard for such expansion, especially in the USA, where courts are more accommodating.
Independent short animation was the expression method for young animation creators through creative and progressive representation. Since the birth of animation, independent short animation has become a driving force for qualitative development and diversification of animation. This has brought many works to the world that emphasize experimentation and challenges in the history of animation and in countries that have the rich animation resources such as France, Japan, and Canada, they recognize its importance and supports young creators in order to maintain the value of it. However, Korean animations are evaluated the quality of works by the popularity of the children, moreover, companies that focus on developing and selling products, including toys, rather than animation works themselves and public awareness that accepts them are formed throughout the Korean animation industry. Because of these points, Korean animation creators can not express the creative vision for the future and philosophical awareness of the problem and they are trapped in commercial animation markets. In order to re-leap and expand the Korean animation industry, which has reached the saturation level with infant animation, it is necessary to reestablish the value of independent short animations with challenging and experimental characteristics and requires the creative environment and support system for the diversity of Korean animation industries, including the achieving commercial goals through good planning, story development and technological innovation. For this purpose, this paper analyzes the current state of production, screening, distribution, and government support of independent short animation in Korea, and explores the structural problems and solutions.
The purpose of this study was to confirm the extent of the reduction in the total cost of ownership of the open source software in comparison to the commercial software installed for information system, PC and cloud computing. Accordingly, the actual reduction rates in the total cost of ownership, when open source software is installed in the information system, PC and cloud computing, were computed and analyzed for 51 companies in the area of information system, 18 companies in the area of PC and 6 companies in the area of cloud computing, which included government institution, educational institution and private enterprises. The results of expert survey illustrated that the reduction rates are (1)63.3% on the average for the 4areas of information system, namely, DBMS, WAS, Web and OS, (2) 59.4% on the average for the 6 areas of PC, namely, OS, Documentation Program, Back-up and Restoration, Screen Capture, Vaccine and Others and (3) 61.2% on the average for the 6 areas of cloud computing, namely, Virtualization, OS, WEM/WAS, DBMS, DFS and Cloud Management.
If the real estate auction market indicators are relevant and meaningful, they can be meaningful information to the real estate market in connection with general real estate. The purpose of this study is to examine whether time-supply logic is applied in auction market by identifying time series correlations for the number of auctions, the auction rate, and the auction price rate, which are major indicators of real estate auction market. The real estate types were classified into three categories: residential real estate, land, and commercial real estate. The monthly time series of auctions in the metropolitan real estate were compiled for 96 months. Based on this data, the auction market model for each type was established and the mutual influences between the indicators were analyzed. As a result, the supply and demand indicators, the number of auctions and the auction rate, showed the nature of supply and demand according to the supply and demand logic of the market. However, the correlation was high for residential real estate and relatively low for commercial real estate. the auction rate has a long-term impact on price indicators, especially residential real estate, which is quantitatively explanatory and significant. The three auction-related indicators differ in degree, but there is a correlation, especially for residential real estate, which can be useful information for policy making.
The purpose of this study was to provide basic data for developing the practical park management. For this, satisfaction degree, satisfaction factors and estimated model by satisfaction variables of visitors analyzed through a questionnaire survey in Naejangsan National Park, Korea. In the evaluation of the satisfaction, variables of 'Lack of public facility'. 'Lack of use program', 'Lack of facility to stay' 'Charge of user fee, parking fee' and 'Exorbitant pay' at Naejangsan park office and 'Charge of user fee, parking fee', 'Lack of use program' and 'Lack of facility to stay' at Baekam park office was more unsatisfied than any other variable. Satisfaction factors by Factor Analysis were loaded with 'Facility management' at Naejangsan park office(34.3%) and 'user management' at Baekam park office(45.6%) by the highest contribution degree. In estimated model of satisfaction by Multiple Regression Analysis showed in order of 'damage of trail', 'Lack of commercial facility', and 'Littering problem' at Naejangsan park office and 'damage of cultural and historic resource', 'Lack of commercial facility', 'Touting' at Baekam park office. So, Naejangsan National Park needed intensive management policy and institutional apparatus for facility management and user education.

This study was carried out to examine the quality properties of honey in Korean commercial markets. The moisture content, stable carbon isotope ratio, invert sugar, cane sugar, and hydroxy-methylfurfural (HMF) contents of honey were measured according to the Korea Food Code and AOAC's (Association of Official Analytical Chemists) official methods. The stable carbon isotope ratio ranged from -25.18‰ to -12.60‰, which clearly differed between honey of $C_3$ origin (flower) and $C_4$ origin (artificial). Results of quality measurements revealed a moisture content of 18.12 to 19.70%, fructose content of 36.10 to 43.94%, glucose content of 22.61 to 31.91%, sucrose content of 1.56 to 4.75%, invert sugar content of 64.89 to 72.79%, and HMF content of 4.10 to 78.66 mg/kg. These values demonstrate that the quality of the tested honey meets the standard criteria of the Korean Food Code and Codex. However, it is necessary to reconsider the appropriate criteria for imported honey because it is circulated in the market through a long distribution process.
Subways are eco-friendly public transportation that can transport large numbers of passengers safely and quickly. It is necessary to predict the accurate number of passengers in order to increase public interest in subway. This study groups stations on Lines 1 to 9 of the Seoul Metropolitan Subway using clustering analysis. We propose one final prediction model for all stations and three optimal prediction models for each cluster. We found three groups of stations out of 294 total subway stations. The Group 1 area is industrial and commercial, the Group 2 ares is residential and commercial, and the Group 3 area is residential districts. Various data mining techniques were conducted for each group, as well as driving some influential factors on demand prediction. We use our model to predict the number of passengers for 8 new stations which are part of the 3rd extension plan of Seoul metro line 9 opened in October 2018. The estimated average number of passengers per hour is from 241 to 452 and the estimated maximum number of passengers per hour is from 969 to 1515. We believe our analysis can help improve the efficiency of public transportation policy.

One of the major causes of serious air pollution worldwide is emissions from road transportation. A number of countries are working to reduce vehicle emissions, and the Seoul Metropolitan Government is also implementing active policies to reduce emissions by setting a target of 40% by 2030. Implementing these policies requires the introduction of practical indicators. Most of the domestic emissions are calculated by the emission coefficient, a function of speed at the National Institute of Environmental Research under the Ministry of Environment, but the dynamic variable speed is limited to being used as an indicator of the number of eco-friendly vehicles. Therefore, this study calculated the emission rates in Seoul using the vehicle registration data of Seoul and the vehicle inspection data from the Korea Transportation Safety Authority. The tendency of emissions was determined according to key variables such as vehicle type, fuel and mileage. Emissions were based on carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter measured by vehicle inspection from the Korea Transportation Safety Authority. As a result, the emission rates showed a significant trend according to the model year and mileage. This can be used as a policy indicator to preferentially switch commercial vehicles with old model years and long mileage when switching eco-friendly vehicles in Seoul.
For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.

In this research, the usage status and characteristics of user big data of Mobike, a dockless bike sharing service introduced in Suwon city, were analyzed, and multiple regression analysis was performed to identify factors influencing the demand for dockless bike sharing service. For analysis, usage data of bike sharing system in Suwon city in 2019 were obtained, and they were organized by areas. As a result of analyzing the characteristics of the influencing factors selected for each area, it was found that the extension of bicycle roads shows high in areas with high demand for bicycles or adjacent areas. Also, the population of 10-30's shows high in areas with high demand for bicycles or adjacent areas. In addition, it was analyzed that the use of bike sharing system is high in areas with high maintenance rate of bicycle roads and large-scale residential and commercial facilities near residential districts and adjacent areas. As a result of the multiple regression analysis, it is analyzed that length of bicycle·pedestrian roads (non-separated), population of 10-30's, number of railway stations, number of schools, number of commercial facilities, number of industrial facilities factors were significant. It is expected that it may be possible to create an environment in which citizens want to use dockless bike sharing service by identifying factors affecting the number of stationless shared bicycles. Also, the results of data analysis are considered to be contributing to policy data to promote the use of dockless bike sharing.
