An Analysis of the Status of Local Currency (Daedeok e-Loom) for the Vitality of Local Commercial Areas and an Empirical Study on the Direction of Development

  • Purpose: In a situation where the local economy and alley economy are stagnant, efforts to revitalize the role of small business owners need a virtuous cycle system through consumers' consumption power, not just cash support. Research design, data, and methodology: The study site focuses on Daedeok-gu, the first to introduce local currency as a policy. In the case of the store survey, 254 stores out of 300 stores registered with local currency were analyzed, and the consumer survey was conducted on 1,394 out of 1,500 local people using local currency. Statistical analysis was performed using the SPSS. Result: As a result of time-series checking whether local economic activities are carried out smoothly due to the nature of the local currency, the average daily sales of Daedeok-gu increased by 388,980won compared to 2019. This proved through empirical research in the region that local currency played a priming role in bringing opportunities and rehabilitation to the local commercial districts and small business owners. Conclusions: In the monetary function of simply buying and selling value through payment, points supported as incentives can be used as local currency while inducing direct participation in solving social problems, and the concurrent effect of causing problem-solving and regional economic vitality began to sprout.

  • 본 연구는 대구시의 상업지역의 용도지역변화를 GIS를 사용하여 시대별로 구축하고 이를 분석함으로써 변화의 특성을 고찰함에 그 목적이 있다. 연구의 방법은 도심기능의 분산과 그에 따른 상업지역을 중심으로 한 용도지역의 변화형태 그리고 상업시설의 입지형태를 분석하였다. 이에 따라 분석한 결과 상업지역의 입지에 따른 주변지역의 용도 지역의 변화와 아울러 가로축의 발달과 함께 상업시설의 형태도 선형으로 발달하며 기능을 분산시키는 것을 알 수 있었다.

A Study on Retailers' Recognition about Commercial Power Altering Due to Urban Regeneration Project : Case of Changwon Urban Regeneration Priority Project (도시재생사업에 따른 상인들의 상권 변화 인식에 관한 연구 : 창원시 도시재생 선도사업 사례)

  • The purpose of this study is to empirically analyze local retailers' recognition of commercial power altered by urban regeneration. For the purpose of this study, analysis is performed on pilot urban regeneration priority projects implemented in the city of Changwon. Although regeneration of commercial districts directly affect the local retailers therein, little research has been carried out to examine how they recognize such changes. This study, therefore, identifies those factors that have influence on the recognition of local retailers who would be aware of the alteration of their commercial power more immediately than others do. Using an ordered logit model, empirical analysis on two pilot projects for Odong-dong and Chang-dong indicates that retailers in Odong-dong are more likely to have a negative recognition toward the altered business areas. For the both districts, recognition of business area alterations is affected with statistical significance by how long they have run their shops, how many employees they hire, and whether they believe that the urban regeneration has resulted in gentrification. For each of the mentioned district, recognition in Odong-dong is significantly impacted by the number of employees and recognized rent changes, while in Chang-dong, the age of retailers and the perceived presence of gentrification have statistically significant influence. Issues found by this study need to be addressed prior to the upcoming 'Urban Regeneration New Deal Project', which then will bring satisfaction to each and every local residents including those retailers.

  • The urban renewal type redevelopment project is a project to improve the urban environment for the recovery of urban functions and revitalization of commercial districts in commercial and industrial areas. Urban regeneration projects are not progressing smoothly. The urban renewal type is not so for landowners, who require a high level of professional knowledge and experience to carry out smooth projects. In addition, the core part of business conflicts can be seen as the problem of management and disposal methods. Therefore, as landowners, etc. become the actual subjects, the public will take charge of project execution, but all development gains and losses will be attributed to the owner of the land, etc.

Direction for the Revitalization of Commercial Space in the Subway Stations (지하철 역사 내부 상업공간 활성화 방향)

  • Difference found in the degree of activating commercial space in subway stations is getting bigger and bigger. With an assumption that commercial space in stations demands public management, this study is aimed to figure out factors that influence the activation of commercial space in stations. To address the goal, the AHP was adopted to draw the importance of activation indexes. Applying the importance of activation indexes drawn, this study analyzed 260 stations located in Seoul regarding the ranking of activation of the stations and also the characteristics of each individual region and index. According to the findings of analysis, there exists a great gap in the degree of activation by either life zones or autonomous districts, and factors having big influence over activation are found to be floating population and the number of passengers getting in or out.

Causal Relationship between Structural Characteristics of Metropolitan Neighborhoods and Homicide (도시지역의 사회구조적 특성과 살인범죄와의 인과관계 : 서울시 행정동을 중심으로)

  • This study attempted to test the causal effect of structural characteristics of metropolitan neighborhoods on crime, based on the ecological model of crime explanation. To this end, a Negative Binomial Regression analysis was performed for Seoul's 424 Dong Districts. Results showed that the incidence of homicide increases as much as the scales of economic disadvantage, family disruption, and commercial land use go worse. It suggested that family integrity is one of the most strong and consistent factors that could deter crime in neighborhood's contexts. Economic disadvantage and commercial land use were also critical targets as crime-generating factors. Reasoning with the results of past studies implied that neighborhood-specific approaches need to be developed for effective crime prevention. Although a few limitations could raise a caveat against such interpretation of the results, the value of this research would not be simply denied as the first attempt to utilize all Dong districts of Seoul. It is expected that this study contributes to activating Dong level research and developing effective crime control policy.

  • The objective of this study is the classification of priority areas for the implementation of green roof by evaluating environmental deterioration in Seoul. Non-permeable pavement, air pollution, habitual floods, energy use, heat island and green space are considered in this assessment indicators. The expert questionnaire survey was conducted in order to determine the most important indicators. These indicators were then, thoroughly evaluated. As a result, high priority areas for the implementation of green roof were deduced in the following order of the districts : Jung, Sungdong, Jungrang, Youngdungpo, Jongro and Kangnam. The highest priority areas were determined to be crowded business-commercial areas. Low priority areas are analyzed in the following order of the districts : Kwanak, Nowon, Seocho and Dobong. The result of this study can be utilized for environmental planning and decision of related policies. Additionally, it can be promoted that awareness of implementing green roof of citizens, policy makers and building owners and effect of green networking between inside and outside Seoul can be increased.

  • This study proposed a traffic accident prediction model developed based on administrative districts of Seoul. The model was to find the relationship between accident rates and the representative land usage of the districts (development density) - the higher the development density (building floor area) is, the higher the traffic accident rate is. The findings showed that traffic accident statistics differ from (1) residential building floor area, (2) commercial building floor area and (3) business building floor area.

  • Recently, as part of the crime prevention measures that focus on spatial characteristics on the determinants of crime-causing, interest in crime prevention (CPTED) through environmental design has been increasing. This study analyzed crime vulnerabilities in Ulju-gun for the purpose of establishing a master plan for crime prevention urban design (CPTED). The 12 indicators, including demographic, socioeconomic, and physical factors, were sampled from prior studies. As a next step, statistical analysis resulted in criminal vulnerability indexes. According to the analysis, districts with a high demographic crime vulnerability indexes were concentrated on apartment complexes, while districts with high socio-economic crime vulnerability indexes have low land prices and high proportion of female population. Also, the districts with high physical crime vulnerability indexes were found to be heavily distributed commercial ones with a large number of entertainment places. However, there was a limit to generalizing the indicators of previous studies to local governments with different regional characteristics. Therefore, further studies should be carried out by establishing additional indicators considering regional characteristics in the future.

Analysis of Risk Classification on the Urban Flood Damage in Changwon city (창원시 용도지역별 침수 피해에 따른 위험등급화 분석)

  • This study aims to effectively respond to urban local rainstorms by classifying the risk against flood damage for each use district. The risk classification is based on sensitivity analysis of the socio-economic damage caused by local rainstorms in Changwon city, Korea by a Fuzzy model using data, such as the districts that provide institutional bases for land use, land prices, which estimate the property values, and floor area ratios, which measures the density and areas of flood damage. The analysis result indicated that flood damage in five districts of Changwon (Masan happo-gu, Masan Hoewon-gu, Sungsan-gu, Euichang-gu, and Jinhae-gu) is highest in the order of commercial areas, residential areas, industrial areas, and forests, which was attributed to high land price and floor area ratio of commercial areas. On the other hand, specific analysis in Masan Hoewon-gu and Sungsan-gu was different from the previous result, indicating that the risk against flood damage may vary according to the districts depending on their local conditions. The analysis from this study can be applied to future urban planning and be used as a guideline to estimate the potential flood damage. Overall, this study is meaningful in that it proposes an effective management of land use as a new resolution to mitigate of urban flood damage within a broader perspective of climate change and urbanization.
