Vessel collision accidents have been investigated by means of questioning the persons involved and plotting manually the stated situation. But the repetitive plotting by hand can cause the investigator to make some errors, and it can be connected to a wrong judgement. In this paper, we proposed a simulator for reconstructing and analyzing vessel collision accidents at sea, where the given situation is plotted automatically on it. We verified validity of the system by applying it to some collision accidents.

An analysis of the annual frequency of collapse(AF) is performed for each bridge pier exposed to ship collision. AF is computed for each bridge component and vessel classification. The summation of AFs computed over all of the vessel classification intervals for a specific component should equal the annual frequency of collapse of the component. The designer should use judgment in developing a distribution of the vessel frequency data based on discrete groupings or categories of vessel size by DWT. In the present study the effect of vessel classification on the annual frequency of collapse in the ship collision risk assessment is investigated by illustrative numerical examples based on the vessel frequency data of the domestic harbor. The DWT interval for larger vessels has more effect on the ship collision risk. Therefore the expert judgement in determining the larger DWT interval is required because the design impact lateral resistances of bridge components depend on the ship collision risk.

The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.
A pedestrian collision warning system which makes a judgement of pedestrian's intention to help avoiding hitting accidents is proposed. This system uses the image sequences obtained from a car black box as well as vehicle's speed obtained from a GPS. It detects pedestrians, if any, based on the Histogram of Gradient method and extracts several information such as the pedestrian's relative positions, the direction of motion vectors, and distance between vehicle and pedestrian . A fuzzy logic based on these extracted information is applied to analyze the pedestrian's safety levels. When the safety level is determined to be danger, an alarm is triggered to the driver. The performance of the proposed algorithm is tested under various driving scenarios, which shows it works successfully in real-time.
The Convention on the international regulations for preventing collisions at sea, 1972(COLREGs) defines the collision avoidance principles and various navigation rules for the prevention of collision at sea. In particular, the initial responses to avoid risk of collision are mainly decided by navigation officer's experience and subjective judgement. However, collision accidents could be effectively prevented if the minimum criteria of quantitative initial response are suggested to the junior officers and the cadets who have insufficient sea experience and navigation competency. This study reviewed the COLREGs terms related to the initial response and the existing papers concerned with risk assessment model. A questionnaire survey is also carried out for safe passing distance, degrees of alternating course and initial response distance to avoid collision in accordance with various encounter situations. Base on these results, we propose the proper minimum safe passing distance between the vessels, the initial response distance and required turning angles for alternation in each encounter situations. The suggested criteria of initial response will contribute to the prevention of collision at sea as well as the improvement of gradual navigation technology.

In the design phase of sea-crossing bridge projects, ship collision problem is mostly participated in decision of substructure section and it would be performed by risk assessment and impact simulations. Ship collision risk is assessed by probability model which is similar to method II of Guide Specification and Commentary for Vessel Collision Design of Highway Bridge(AASHTO, 2009). However, several factors used in the applicable code are limited to inland waterways or have many local characteristics. Accordingly, it should be needed judgement of engineer or referred to related criteria, research finding. In this study risk assessment for In-cheon bridge and review of existing substructure's impact risk and resistance capacity are performed using the 2010's ship passage data. And then consideration regarding to presumption and applied instance of factors needed for risk assessment and related research findings are performed on the basis of AASHTO Guide's Method. As a result of study, adequate variable region of factors needed for risk assessment is defined and sensitivity analysis for appropriate region is performed. Consequently, factors that should be applied carefully or needed for direct analysis of local data are confirmed. This research could be fundamental material to risk assessment related to design for sea-crossing bridge taken into account ship collision.
The Supreme Court in Korea judged the conduct of vessels in narrow channel was applied in order to prevent a ship collision in narrow channel, regardless of kind of a ship or weather situation, as application was not excluded as vessel restricted in her ability to manoeuvre without other special circumstances such as receiving the right of keep her course and speed from the other vessel, any priority was not guaranteed for vessel restricted in her ability to manoeuvre in regard to the other vessel following the conduct of vessel in narrow channel. In this judgement, there is concern to cause disorder to interpretation in the rule of narrow channel and responsibility between vessels. Therefore, this study aims to suggest correct interpretation about the rule concerned.

Nowadays, one of the most interested area of automobile industry is the production of vehicle which has collision safety and ability to produce less amount of $CO_2$. The achievement of such a dual performance is done by choosing the materials like dual phase steel, ferrite bainite steel, etc. These steels have been used in automotive chassis and body parts, and also used to be formed by hole flanging to meet the goal of strength and design requirement. The formability of sheet material was experimented by hole expansion test and the judgement relies on human eye and his experience. This manual judgement involves many errors and large deviation. This paper develops the automatic crack recognition system which finds a crack based on CCD image to complement the problem of the current method depending on human's sense.

This paper considers the Marine Traffic Risk Assessment for fixed and moving targets, which threaten officers during a voyage. The Collision Risk Assessment Formula was calculated based on a dynamic ship domain considering the length, speed and maneuvering capability of a vessel. In particular, the Navigation Risk Assessment Model that is used to quantitatively index the effect of a ship's size, speed, etc. has been reviewed and improved using a hybrid combination of a vessel's dynamic area and the Collision Risk Assessment Formula. Accordingly, a new type of Marine Traffic Risk Assessment Model has been suggested giving consideration to the Speed Length Ratio, which was not sufficiently reflected in the existing Risk Assessment Model. The larger the Speed Length Ratio (dimensionless speed), the higher the CJ value. That is, the CJ value is presented well by the Speed Length Ratio. When the Speed Length Ratio is large, states ranging from [Caution], [Warning], [Dangerous] or [Very Dangerous] are presented from a greater distance than when the Speed Length Ratio is small. The results of this study, can be used for route and port development, including dangerous route avoidance, optimum route planning, breakwater width, bridge span, etc. as well as the development of costal navigation safety charts. This research is also applicable for the selection of optimum ship routing and the prevention of collisions for smart ships such as autonomous vessels.
