  • Korean university libraries are increasing their library collection each year according to the standard set by the Ministry of Education. The standard states that all the university libraries are required to keep 3 books for newly enrolling students, 30 books for each enrolled student and 5, 000 books for each department. The increasing number of the university library collection brings many problems in the libraries. 1. The size of the library collection is not related to the satisfaction of the library user's requests. The satisfaction is usually related to number of the new publications received in the library. Z. The Korean publication is limited to a small number. It could not meet the university standard. Therefore, the number is filled with the foreign publications. But the use of them is not frequent. Even the number of the domestic and foreign new publications together could not meet all the requests of the university library users. Only cooperation with other libraries will be able to meet most of the diversified requests. 3. Most of the present library collection are not likely to be used in the future and they should be eventually discarded. Present library administration put too much emphasis on the size of library collection and only the aquisition of the material is main concern of the university librarians. They need to consider other factors in the aquistion of the library collection. They should make their collection development in accordance with user's requests in addition to meet the university standard.

  • University library must have a substantial collection development policy, by which the short and long term plannings are set up to meet the goals of university education and to support university function. Only when university library organizes collection building based on the well-planned policy, can it establish the systematic collection building, which can satisfy users, support continuity of work, use budget efficiently, and solve the space problem by with-drawing the materials. But most Korean university libraries, contrary to many foreign cases, don't have proper systematic collection development policy or guideline that controls overall library work from planning the collection of materials to evaluating and preserving them. Questionaire on whether university library has collection development policy or guideline was answered positively by only 6 cases out of 57 cases, which is just 10.5 percent. Even in cases that they have a guideline, the content of the copied guideline they sent was confined to acquisition, which is just a part of collection development. Collection development is a statement needed to set up long and short term plannings in consideration of the aims of the library and the needs of users and to shape and manage the library collection systematically. With the above conception and definition, we try to make a proper collection development policy and guideline for the Korean university libraries. Here we must define the object of the university. Object of university is to have good curriculum, good courses, research activities on the part of the faculty, enlargement of graduate school, and establishment of various institutes, etc. And in guideline, selector, method of selection, level of selection and arrangement of budget, etc. must be described concretely in its contents. Since collection development policy and guideline of Korean university libraries should concern their situation, we must confer with the result of the survey and analysis on the matter of collection determination. Here the contents include the priority of materials to be collected, method of collecting materials, arrangement of budget, and others. The purpose of this study is to develop a tenative collection development guideline in reference to the Jeonju University Library by means of analyzing the guiding principle, contents of the guideline, and present conditions of the Korean university libraries. The systematic collection development based on the Guideline for Collection Development of the Korean University Library, can offer a satisfactory service to the users of the university community, and also contribute to the development of the university itself as well as the university library.

  • The Long-Term Development Plan of the Pusan National University(PNU) has announced on 1991 in order to reach its roles and levels as an University with international standards, a Graduate School research-oriented and a core university in its community through accomplishment of this Plan. University libraries would be planned to support their universities' goals. Therefore the Library of PNU is facing on the task for supporting the Plan. The Collection for Korean Classical Materials (CKCM) is not limited in Korean Literature, Korean History, Korean Philosophy fields but covered the academic fields except a hightech science : Humanities, social science. pure science, applied science and arts etc. However, the Library of PNU does not have the organization, special librarian and budget for CKCM. Under this notion organization, budget and librarian for the collection would be followed. The CKCM contains the original editions, photography editions, copied issues. microform reproductions with comprehensive subjects in the fields of studies. Especially for the collection of treasure books the role of the Library of PNU induce to open individuals' collections or families' collections to public through the Library. The equipments for preserving rare books and treasure books are the conditioners for humidity and temperature, automatic extinguishment system. The reference materials, copy machine and reading room are requested for the user service of CKCM. The materials would be one of the most important thing in study and research. Therefore the Library of PNU need to pay attention to develop and preserve CKCM.

  • Library standards have been the source of considerable controversy, whereas many problems are involved in developing stardard for university library collections. For evaluation purposes, standards should be precise, quantifiable and measurable. In the United States, however, standards for academic libraries are limited to qualitative statements and principles. Quantitative standards, when given, are ususally related to the number of population in the institution being served, or the prescribed quantitative objectives are often arbitrarily formulated by value judgements. The study in this paper attempts to explain the problems involved in developing quantitative standard for academic library collections. Two problems facing in the formulation of the optimal size of collection are identified. One is the theoretically faulty concept of adequacy of collection to meet the situations of diversity of university libraies, and the other is the difficulties in quantification and measurement, along with the lack of concept of adequacy of collection. However, quantification of adequate size of collection is proved to be useful on the pratical level, even though not valid theoretically. ACRL, Clapp/Jordan and Voigt developed formulas or models for setting the optimal size of a library collection for any particular university library. The main purpose of this study is the analysis of the above formulas. ACRL standard was drawn from obervation and analysis of statistcs in leading library collections. In academic field, this judgement appears to have been based on the assumption that a high-grade institution would be apt to have a good library collection. This study criticizes ACRL standard for its failure to include some determinants of measurements, and points out the limitations of the standard. In contrast. Clapp/Jordan developed a formula rather scientifically based upon bibliographical sources. This is similarly empirical but has the advantage of bringing into play the elements which make universities diverse in nature. Both ACRL and Clapp/Jordan formulas share two major defects. (1) the specific subject needs of the collection are not indiacted directly, and (2) percentage rate of growth is an indicator in measuring the potential utility of a collection. Thus both formulas failed to provide a basis for meaningful evaluation. Voigt further developed a model for determining acquisition rates for currently published materials based on bibliographic technique. Voigt model encourages experimentation with different programs and different allocations of input resources, designed to meet the needs of the library's particular population. Standard for university library collections can be formulated in terms of input(traditional indicator), or additionally, in terms of output(cost-effectiveness). Cost effectiveness is expressed as user satisfaction, ability to provide wanted materials within a reasonable time period. Thus simple quantitative method does not cover all the situations of diversity of university library collections, nor measures the effectiveness of collections. Valid standard could not be established without further research.

  • A collection development policy is the library's master plan that provides library's long/short-term plans. It also informs the community of the library's commitment in collection development. However, in Korea, libraries which maintain such a policy are not yet to be easily found. Furthermore, due to increasing importance of electronic resources, libraries are gradually required to have electronic resource management policy that reflects a change in the information environment. The purpose of this study is to suggest a model electronic resource management policy in academic libraries. It derived and verified more than thirty preliminary elements from literature and case studies. The elements were modified and supplemented, and as a result, the selection criteria gained the highest marks. The findings can be applied for selecting the elements of digital collection development policy in the university library and reorganizing them so as to meet its peculiarities. This study, finally, presents a model that includes a guideline for the university library which will establish digital collection development policy.

  • This study is to set up a model of minimum and optimum standards for college and university library building areas in Korea. The results of this study are summarized as follows: 1. minimum standards(proposal) At first, Areas needed by factors of space component are as follows: User space --- 0.45 $m^{2}$ per student. Collection space --- 0.0107 $m^{2}$ per volume Staff space --- 10.1 $m^{2}$ per person Space attached to user, collection and staff space --- 5% of the sum of user, collection and staff areas(0.041 $m^{2}$ per student). Nonassignable space --- 25% of the sum of user, collection and staff areas (0.21 $m^{2}$ per student). Next, the formula to calculate the total area of the college and university library building is as follows: N = 0.45T $m^{2}$(a) + 0.0107V $m^{2}$(b) + 10.1S $m^{2}$(c) + 0.05(a+b+c) $m^{2}$, NS = 0.25N $m^{2}$. 2. Optimum standards(proposal) At first, Areas needed by factors of space component are as follows: User spae --- 0.64 $m^{2}$) per student. Collection space --- 0.01 $m^{2}$ per volume Staff space --- 9.7 $m^{2}$ per person Space attached to user, collection and staff space --- 5% of the sum of user, collection and staff areas(0.073 $m^{2}$ per student). Nonassignable space --- 25% of the sum of user, collection and staff areas(0.38 $m^{2}$ per student). Next, the formula to calculate the total area of the college and university library building is as follows: N = 0.64T $m^{2}$(a) + 0.01V $m^{2}$(b) + 9.7S $m^{2}$(c) + 0.05(a+b+c) $m^{2}$, NS = 0.25N $m^{2}$.
