Using a procurement and construction stage emphasis on the capabilities of the Sub-Contractor (SC), the present research aims to discover the types of unfair activities between the Main Contractor (MC) and SC and their influence on project completion. This research also tries to figure out solutions which can reduce unfair activities between MC and SC. Research design, data and methodology: The qualitative textual analysis was selected for the current research and has been used by numerous previous researchers commonly to review relevant themes in the prior resources and suggested for researchers who conduct a reviewing procedure to analyze meta-analysis approach for figuring out better research findings from prior resources. Results: The result indicates the prevalence and consequences of bid shopping, emphasizing the need for transparency and fair bidding practices. Late payment issues were also found to be crucial for subcontractors' financial stability, urging the implementation of prompt payment legislation and agreements. Conclusions: In conclusion, the research revealed that subcontracting is common in construction projects, with general contractors relying on multiple subcontractors to carry out specific work items. The accomplishment of building projects hinges on the collaborative efforts between the main contractor (MC) and subcontractors (SCs), each focusing on different aspects of the project.

Knotworking represents a distributed collaborative expertise in pursuit of a task that is organized among designers from different design disciplines. Construction processes involve phases and tasks that cannot be solved in one organization only, as integration of expert knowledge from various sources is needed. Through knotworking, groups of people, tasks and tools are set to work intensively for a short period of time to solve a problem or accomplish a task. Knotworking requires intensive collaboration across organizational boundaries and hierarchies. The practice of knotworking has been developed and applied in the development of healthcare organizations, libraries and school-university relationships, but it has not previously been applied in the construction industry. In this paper, we describe the concept of knotworking and the findings of a case study that we completed in the Finnish construction industry. We will also compare the similarities and differences of the Big Room and knotworking in terms of participants, duration, target, space/infrastructure, benefits and challenges. Finally, we present some suggestions for further research and experimentation on knotworking in construction projects.
국내 건설재해는 타 산업에 비하여 높은 수준이며, 안전관리활동도 시공단계에 국한되어 수행되고 있다. 하지만 일부 선진국에서는 건설현장 작업자들의 안전을 위해 안전관리활동을 사업초기부터 수행하여 재해발생의 소지를 사전에 회피, 차단 최소화하는 Safety Through Design에 관한 연구가 진행되고 있다. 이들 연구는 주로 발주자, 설계자의 안전책임과 역할에 초점을 두고 있다. 우리의 경우에도 국내 건설환경에 적합한 발주자, 설계자의 안전책임과 역할을 도출하고, 이를 근거로 사전예방적인 안전관리체계의 구축이 절실히 필요한 실정이다. 따라서 국내 건설사업의 효율적 안전관리를 위한 발주자, 설계자의 안전책임과 역할을 문헌연구와 설문조사에 근거하여 제시하였다.

Cost and time control of projects is important in preventing project failure. However, achieving effective cost and time control in practice is often challenging. The challenges of project cost and time control in practice are investigated by carrying out a questionnaire survey on the top 150 construction contractors in the UK followed by in-depth semi-structured interviews of practitioners from 15 construction companies in the country. Quantitative analysis reveals that design change is the most important factor inhibiting the ability of UK contractors from effectively controlling both the cost and time of construction projects. Four of the top five factors inhibiting effective cost control are also the top factors inhibiting effective time control albeit in a different order. These top factors-design changes, inaccurate evaluation of project time/duration, risk and uncertainty, non-performance of subcontractors and nominated suppliers were also found to be endogenous factors to the project. Additionally, qualitative analysis of the interviews reveals 16 key challenges to prevent for effective project cost and time control in practice. These are classified into four categorised based on where they stem from as follows; from the organisation (1. Lack of integration of cost and time during project control, 2. lack of management buy-in, 3. complicated project control systems and processes, 4. lack of a project control training regime); from the construction management/project management approach (5. Lapses in integration of interfaces, 6. project control not being implemented from the early stages of a project, 7. inefficient utilisation and control of labour, 8. limited time devoted to planning how a project will be controlled at the outset); from the client; (9. Excessive authorisation gates, 10. use of adversarial and non-collaborative forms of contracts, 11. communication problems within client set-up, 12. obstructive client representatives) and; from the project team (13. Lack of detailed/complete design, 14. lack of trust among the project partners, 15. limited time devoted to project control on site, 16. non-factual reporting). The study posits that knowledge of these project control inhibiting factors and challenges is the first step at ensuring they are avoided and enable the implementation of a more effective project cost and time control process in practice.
세계는 신형 코로나바이러스 감염증(COVID-19)으로 수 많은 인명 피해와 경제적 손실을 기록하고 있는 상황이다. 우리나라 정부는 연구개발(Research & Development)을 통해 국가 감염병 위기를 극복하려는 전략을 수립하고 실행하기 위한 투자방향을 수립하였다. 기존 기술분류나 과학기술 표준분류에 따른 통계를 활용하면 특정 R&D 분야의 특이점 및 변화를 발견하기 어렵다는 한계가 존재해왔다. 최근 우리나라 감염병 연구개발 과제를 대상으로 수요자의 목적에 맞게 분류체계를 수립하고 연구비 비교 분석을 통해 투자가 요구되는 연구 분야를 제시하는 연구들이 진행되었다. 하지만 현재 국가 보건 안보와 신성장 산업육성이라는 목표를 달성하기 위한 실행방안으로 요구되고 있는 전염병 연구분야의 국가간 협력전략 수립에 필요한 정보를 체계적으로 제공하고 있지 못한 상황이다. 따라서 국가 공동 연구개발 전략 수립을 위한 분류체계와 분류모델기반의 정보서비스에 대한 연구가 요구되고 있다. 우선 감염병관련 NTIS 과제데이터를 기반으로 정성분석을 통해 7개의 분류체계를 도출하였다. 스코퍼스(Scopus) 데이터와 양방향 RNN모델을 사용하여, 분류체계 모델을 학습시켰다. 최종적인 모델의 분류 성능은 90%이상의 높은 정확도와 강건성을 확보하였다. 실증연구를 위해 주요 국가의 코로나바이러스 연구개발 과제를 대상으로 전염병 분류체계를 적용하였다. 주요 국가의 감염병(코로나바이러스) 연구개발 과제를 분류체계별로 분석한 결과, 세계적으로 유행하는 바이러스의 예상치 못한 창궐이 확산되는 속도에 비해 백신과 치료제 개발이 제대로 이뤄지지 않는 원인의 배경을 간접적으로 확인할 수 있었다. 국가별 비교분석을 통해 미국과 일본은 상대적으로 모든 영역에 골고루 연구개발 투자를 하고 있는 것으로 나타난 반면, 유럽은 상대적으로 특정 연구분야에 많은 투자를 하는 집중화 전략을 취하는 것으로 나타났다. 동시에 주요 국가의 코로나 바이러스 주요 연구조직에 대한 정보를 분류체계별로 제공하여 국제 공동R&D 전략의 기초정보를 제공하였다. 본 연구 결과를 통해 세 가지 정책적 의미를 도출할 수 있다. 첫째, 데이터기반 과학기술정책 관점에서 수요자 관심분야에 대한 국가 R&D사업의 정보를 글로벌 기준으로 문서를 분류하는 방안을 제시하였다. 둘째, 감염병관련 국가 R&D사업 영역에 대한 정보분석 서비스 기획의 기반을 마련하였다. 마지막으로 국가 감염병 R&D 분류체계 수립을 통해 분류 체계의 궁극적 목표인 산업, 기업, 정책 정보를 제공할 수 있는 기반을 마련한 것이다.
최근 도청 이전 신도시, 위례신도시 등 두 개 이상 지자체를 포함하는 신도시(복합경계신도시) 개발이 증가하고 있다. 그러나 현행 도시개발제도는 단일 지자체 신도시를 대상으로 하고 있어, 복합경계 신도시의 개발과 관리를 위한 제도 개선이 필요하다. 다층적 거버넌스(Multi-level governance) 개념은 광역지자체와 기초지자체가 포함된 위례신도시에서 갈등이슈를 파악하고, 개발사업자와 주민까지 참여하는 협력 대안을 모색하는데 유리한 개념틀을 제공한다. 본 연구의 목적은 위례신도시를 사례로 다층적 거버넌스(Multi-level governance)의 개념틀을 활용하여 복합경계신도시의 개발과 관리 운영 과정에서 발생하는 갈등이슈를 파악하고, 협력적 관리방안을 제시하는 것이다. 이를 위해 관련자 및 전문가 인터뷰, 문헌연구, 전문가 포럼 등을 진행하였으며, 도시개발 관련 선행연구와 경제자유구역 등 유사사례로부터 시사점을 도출하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 위례신도시 개발 관리의 주요 부문을 학교 학군, 행정서비스, 공급처리시설, 도시기반시설로 구분하고, 각 부문별 갈등이슈를 분석하여 갈등구조를 파악하였다. 둘째, 위례신도시는 복합경계 신도시로서 행정구역 별 분리 관리와 통합 관리간의 대립, 광역적 관리 대 국지적 관리가 갈등의 기본축을 형성하고 있음을 확인하였다. 셋째, 위례신도시의 협력적 관리를 위해서는 최소한 지자체 행정협의회, 지자체조합, 전문관리기구의 세 가지 차원에서 Multi-level governance를 구성하여야 한다는 점을 향후 관리방안으로 제시하였다.
최근의 연구개발 사업은 산업체, 연구소, 학계 등이 함께 참여하는 공동협력 연구의 형태를 많이 띠고 있다. 공동연구개발은 연구개발에 따르는 비용과 위험을 분담하고 지식을 보완함으로써 연구개발에 있어서 규모의 경제성과 경제적 효율성이 달성될 수 있다. 그러나 연구개발 주체간의 힘의 불균형과 정보의 비대칭성, 신뢰의 상실, 이로 인한 기회주의적 행태 등으로 인해 그 성과가 미미하거나 실패로 끝나는 경우가 빈번하게 발생하기도 한다. 본 연구는 일련의 연구개발 과정을 지식과 정보라는 서비스 상품이 생산되고 소비되는 과정으로 인식하여 서비스 마케팅적 관점에서 접근하고자 한다. 또한 연구개발에 참여하는 여러 주체들 사이의 행동적 특성을 관계 마케팅이라는 시각에서 접근하고자 한다. 조직간 관계를 설명하는 변수들이 많이 있지만 본 연구에서는 공정성과 품질, 신뢰, 그리고 충성도 간의 관계를 규명하여 보고자 한다. 공동연구를 수행하는 과정에서 공정성과 품질이 신뢰 및 충성도에 어떠한 영향을 미치는지를 검증하는 것이 본 연구의 목적이다. 연구에 참여하는 기관의 종사자들에게 설문지를 돌려 자료를 수집하였으며, 다양한 통계분석을 거쳐 설정된 가설과 연구모형에 대한 검증을 하였다. 분석결과 절차적 공정성과 분배적 공정성은 조직 신뢰와 구성원 신뢰에 긍정적인 영향을 미쳤다. 과정 품질과 결과 품질도 대체적으로 조직신뢰와 구성원 신뢰에 긍정적인 영향을 미쳤으나 결과 품질은 구성원 신뢰에 유의적인 영향을 미치지 못했다. 그러나 절차적 공정성과 분배적 공정성은 모두 충성도에 긍정적인 영향을 미치지 못했다. 결과 품질은 충성도에 유의한 영향을 미쳤지만 과정 품질은 그렇지 못했다. 또한 조직 신뢰와 구성원 신뢰는 충성도에 모두 유의한 영향을 미쳤다.
The main objective of this research is to identify the evaluation criteria of the local governments' projects for the fisheries industry development (LGPFID) and to develop the evaluation software prototype applicable to LGPFID. This research does not try to develop the whole evaluation processes and programs for LGPFID, but just to outline the approach to managing LGPFID. The evaluation processes and programs developed in this study is based on the group decision support systems(GDSS), which is a collaborative, system-oriented, and objective system useful in evaluating LGPFID. Specifically the goals of the programs are to : (1) enhance the quality of evaluation process for LGPFID; (2) provide the local government decision makers' and interest groups' access to comprehensive evaluation information; (3) support private-public collaboration in government's decision making. We used analytic hierarchy process model as a group decision making model and programmed the application software prototype with Visual Basic language.
Management of today's dynamic projects requires a shift of focus from product to process. The purpose of traditional project controls is to conform performance to plan. The purpose of lean project controls is to make the best possible choices at each point in time during the course of the project, as well as contributing knowledge to the parent organizations so they can learn from project experience. The Lean Construction Institute(LCI) proposed the Last Planner System(LPS) capable of accomplishing that purpose, principally through controlling the quality of planning and of management processes themselves, as distinct from concentrating exclusively on project performance. The case project was a pilot project for the implementation of the Last Planner. Consequently, the coordination of the work on this project was extremely successful. The project had its share of challenges. The coordination did not prevent design problems, or supplier errors, but helped the team deal with the problems effectively while maintaining the work flow. The last planner helped the contractors know: a) who will be doing what and where, b) what each one needs from the others, and c) what are the project priorities. The system itself created a more collaborative environment, because it 'demands' that the subcontractors address these issues.
Toxicology is under challenge from several new trends in science and technology, namely computer, the Internet, genome projects, genomic technologies, and combinatorial chemistry. These new trends will drastically change research style of toxicology. In addition to conventional uni cellular tests and animal tests using rodents, computer simulation, DNA chips (microarrays), in vivo tests using simple model organisms such as nematodesor flies become important routine screening tests. How to arrange these tests in tiers will become a new problem. Endocrine disruptors hypothesis is a good example for this kind of futuristic approach. Computer, particularly the Internet, is also enabling toxicologists and regulatory experts to collaborate more closely. The IPCS (International Program for Chemical Safety) which is ajoint project of WHO, ILO and UNEP, is a well-known international collaborative research for chemical risk assessments. The GINC project of IPCS is an effort to utilize the Internet for such collaborations. Some efforts were also made to establish regional collaboration network in East Asia under this project.
