The Korean Peninsula is considered as one of the most typhoon related disaster prone areas. In particular, the potential risk of flooding in coastal areas would be greater when storm surge and heavy rainfall occurred at the same time. In this context, understanding the mechanism of the interactions between them and estimating the risk associated with the concurrent occurrence are of particular interests especially in low-lying coastal areas. In this study, we developed a Poisson-Generalized Pareto (Poisson-GP) distribution based storm surge frequency analysis model to combine the occurrence of the exceedance of a threshold, that is the peaks over threshold (POT), within a Bayesian framework. The storm surge frequency analysis technique developed through this study might contribute to the improvement of disaster prevention technology related to storm surge in the coastal area.
The Korean peninsular having the complexity of the photography and variability of climate is located within passing area of a lots of typhoon occurring from the southern islands of Philippines. So, there are various patterns of wind and flooding damages in paddy field occuring by the strong wind and the heavy rain concentrated during the summer season of rice growing period in Korea. The wind damages to rice plants in Korea were mainly caused by saline wind, dry wind and strong wind when typhoon occurred. The saline wind damage having symptom of white head or dried leaves occurred by 1.1 to 17.2 mg of salt per dry weight stuck on the plant which was located at 2. 5km away from seashore of southern coastal area during the period(from 27th to 29th, August, 1986) of typhoon &Vera& accompanying 62-96% of relative humidity, more than 6 m per second of wind velocity and 22.5 to 26.4$^{\circ}C$ of air temperature without rain. Most of the typhoons accompanying 4.0 to 8. 5m per second of wind and low humidity (lesp an 60%) with high temperature in the east coastal area and southen area of Korea. were changed to dry and hot wind by the foehn phenomenon. The dry wind damages with the symptom of the white head or the discolored brownish grain occurred at the rice heading stage. The strong wind caused the severe damages such as the broken leaves, cut-leaves and dried leaves before heading stage, lodging and shattering of grain at ripening stage mechanically during typhoon. To reduce the wind damages to rice plant, cultivation of resistant varieties to wind damages such as Sangpoongbyeo and Cheongcheongbyeo and the escape of heading stage during period of typhoon by accelerating of heading within 15th, August are effective. Though the flood disasters to rice plant such as earring away of field, burying of field, submerging and lodging damage are getting low by the construction of dam for multiple purpose and river bank, they are occasionally occurred by the regional heavy rain and water filled out in bank around the river. Paddy field were submerged for 2 to 4 days when typhoon and heavy rain occurred about the end of August. At this time, the rice plants that was in younger growing stage in the late transplanting field of southern area of Korea had the severe damages. Although panicles of rice plant which was in the meiotic growing stage and heading stage were died when flooded, they had 66% of yield compensating ability by the upper tilling panicle produced from tiller with dead panicle in ordinary transplanting paddy field. It is effective for reduction of flooding damages to cultivate the resistant variety to flooding having the resistance to bacterial leaf blight, lodging and small brown planthopper simultaneously. Especially, Tongil type rice varieties are relatively resistant to flooding, compared to Japonica rice varieties. Tongil type rice varieties had high survivals, low elongation ability of leaf sheath and blade, high recovering ability by the high root activity and photosynthesis and high yield compensating ability by the upper tillering panicle when flooded. To minimize the flooding and wind damage to rice plants in future, following research have to be carried out; 1. Data analysis by telemetering and computerization of climate, actual conditions and growing diagnosis of crops damaged by disasters. 2. Development of tolerant varieties to poor natural conditions related to flooding and wind damages. 3. Improvement of the reasonable cropping system by introduction of other crops compensating the loss of the damaged rice. 4. Increament of utilization of rice plant which was damaged.
In this study, the coastal urban flood prediction and warning system based on HEC-RAS and SWMM were investigated to evaluate a watershed of On-Cheon stream in Busan which has characteristics of costal area cased by flooding of coastal urban areas. The basis of this study is a selection of various geological data from the numerical map that is a watershed of On-Cheon stream and computation of hydrologic GIS data. Thiessen method was used for analyzing of rainfall on the On-Cheon stream and 6th regression equation, which is Huff's Type II was time-distribution of rainfall. To evaluate the deployment of flood prediction and warning system, risk depth was used on the 3 selected areas. To find the threshold runoff for hydraulic analysis of stream, HEC-RAS was used and flood depth and threshold runoff was considered with the effect of tidal water level. To estimate urban flash flood trigger rainfall, PCSWMM 2002 was introduced for hydrologic analysis. Consequently, not only were the criteria of coastal urban flood prediction and warning system decided on the watershed of On-Cheon stream, but also the deployment flow charts of flood prediction and warning system and operation system was evaluated. This study indicates the criteria of flood prediction and warning system on the coastal areas and modeling methods with application of ArcView GIS, HEC-RAS and SWMM on the basin. For the future, flood prediction and warning system should be considered and developed to various basin cases to reduce natural flood disasters in coastal urban area.

Compound coastal disasters are a type of natural disaster featuring both internal and external flooding due to rises in sea-level, torrential rains, typhoons, and tsunamis. The, incidence and scale of damage from such disasters is increasing. This aim of this study was to review the current laws and systems managing the phenomenon of the coastal complex disaster, and to derive recommendations for improvements to manage and prevent them. In this study, the Framework Act on the Management of Disasters and Safety, the Countermeasures against Natural Disasters Act, the National Land Planning and Utilization Act, the Coast Management Act, the River Act, and the Sewerage Act were reviewed, with focus on the district-zoning system designated by ministries for the management of natural disasters along the coast. Through a comparison of the purpose and nature of the laws, spatial scope, and management resources, it was judged that it would be desirable to comprehensively manage compound coastal disasters based on the Countermeasures Against Natural Disasters Act. In order to overcome the limitations of the current system and to derive specific measures to improve laws and systems, a questionnaire survey on detailed factors was conducted targeting experts in natural disaster management. The results indicated that it is necessary to improve the current system or introduce a new system for the management of coastal complex disasters, with integrated management of land and sea areas through the installation and operation of integrated decision-making governance by related ministries such as MOIS, MOLIT, MOF, and ME.
Following the Fukushima accident, a special safety inspection was conducted in Korea. The inspection results show that Korean nuclear power plants have no imminent risk for expected maximum potential earthquake or coastal flooding. However long- and short-term safety improvements do need to be implemented. One of the measures to increase the mitigation capability during a prolonged station blackout (SBO) accident is installing injection flow paths to provide emergency cooling water of external sources using fire engines to the steam generators or reactor cooling systems. This paper illustrates an evaluation of the effectiveness of external cooling water injection strategies using fire trucks during a potential extended SBO accident in a 1,000 MWe pressurized water reactor. With regard to the effectiveness of external cooling water injection strategies using fire engines, the strategies are judged to be very feasible for a long-term SBO, but are not likely to be effective for a short-term SBO.
Background: Over the past three decades, gradual eustatic sea-level rise has been considered a primary exogenous factor in the increased frequency of flooding and biological changes in several salt marshes. Under this paradigm, the potential importance of short-term events, such as ocean storminess, in coastal hydrology and ecology is underrepresented in the literature. In this study, a simulation was developed to evaluate the influence of wind waves driven by atmospheric oscillations on sedimentary and vegetation dynamics at the Skallingen salt marsh in southwestern Denmark. The model was built based on long-term data of mean sea level, sediment accretion, and plant species composition collected at the Skallingen salt marsh from 1933-2006. In the model, the submergence frequency (number yr-1) was estimated as a combined function of wind-driven high water level (HWL) events (> 80 cm Danish Ordnance Datum) affected by the North Atlantic Oscillation (NAO) and changes in surface elevation (cm yr-1). Vegetation dynamics were represented as transitions between successional stages controlled by flooding effects. Two types of simulations were performed: (1) baseline modeling, which assumed no effect of wind-driven sea-level change, and (2) experimental modeling, which considered both normal tidal activity and wind-driven sea-level change. Results: Experimental modeling successfully represented the patterns of vegetation change observed in the field. It realistically simulated a retarded or retrogressive successional state dominated by early- to mid-successional species, despite a continuous increase in surface elevation at Skallingen. This situation is believed to be caused by an increase in extreme HWL events that cannot occur without meteorological ocean storms. In contrast, baseline modeling showed progressive succession towards the predominance of late-successional species, which was not the then-current state in the marsh. Conclusions: These findings support the hypothesis that variations in the NAO index toward its positive phase have increased storminess and wind tides on the North Sea surface (especially since the 1980s). This led to an increased frequency and duration of submergence and delayed ecological succession. Researchers should therefore employ a multitemporal perspective, recognizing the importance of short-term sea-level changes nested within long-term gradual trends.
The multi-slope MUSCL, proposed by T. Buffard and S. Clain, determines slopes of conserved variables at each edge of a cell in the linear reconstructions of data. In this study, the second order accurate numerical model was developed according to the multi-slope MUSCL to solve the shallow water equations on the unstructured grids. The HLLL scheme of approximate Riemann solvers was used to calculate fluxes. For the review of the applicability of the developed model, the results of the model were compared to the 'isolated building test' and the 'model city flooding experiment' conducted as part of the IMPACT (Investigation of extreMe flood Processes And unCerTainty) project in Europe. There were limitations to predict abrupt rising of water depths by the resistance of model buildings and water depths at the specific locations among the buildings. But they were identified as the same problems also revealed in results of the other models to the same experiment. On the more refined meshes to the 'model city flooding experiment' simulated results showed good agreement with measurements. It was verified that the developed model simulated well the complex phenomena such as a dam-break problem and the urban inundation by flash floods.

Storm surges caused by a typhoon occur during the summer season, when the sea-level is higher than the annual average due to steric effect. In this study, we analyzed the sea-level pressure and tidal data collected in 1 h intervals at Incheon, Kunsan, Mokpo, Seogwipo stations on the Yellow Sea coast to analyze the summer season storm surge and wave overtopping. According to our analyses, the summer mean sea-level rise on the west and south coasts is approximately 20 cm and 15 to 20 cm higher than the annual mean sea-level rise. Changes in sea-level rise are closely related to changes in seasonal sea-level pressure, within the range of 1.58 to 1.73 cm/hPa. These correlated mechanisms generates a phase difference of one month or more. The 18.6 year long period tidal constituents indicate that in 2090, the amplitude of the $M_2$ basin peaks on the southwest coast. Therefore, there is a need to analyze the target year for global warming and sea-level rise in 2090. Wave overtopping was simulated considering annual mean sea-level rise, summer sea level rise, the combined effect of nodal factor variation, and 100-year frequency storm surge. As a result, flooding by wave overtopping occurs in the area of Suyong Bay, Busan. In 2090, overtopping discharges are more than doubled than those in Marine City by the recent typhoon Chaba. Adequate coastal design is needed to prepare for flood vulnerability.

Recently, in the light of environments and utilization, countermeasures to preserve beaches in coastal area are required without depending on such as jetties and breakwaters. The necessity of integrated sand management including not only coastal sediment but also sediment discharge from hinterland rivers is increased so as to establish long-term counterplan for sediment transport. In this regard, the following subjects are examined in this study; efficient ways for discharged sand to be transported from a river to the neighboring coast, the river terrace occurrence and its growth at the river delta, measures to improve storage efficiency of the discharged sand and measures to prevent the sand resources from being discharged into the deep sea during flooding. In recent, A jetty of 260 m length was constructed at Namdae River mouth in the year of 2005 as a countermeasure against the occurrence of sand-bar at river mouth and its close. In this study, a series of numerical experiments were carried out to investigate the characteristics of sediment transport and morphological change due to the construction of jetty at the entrance of Namdae River mouth. Firstly, The sand discharge from Namdae River is quantified by one-dimensional numerical analysis assuming the mixed sand of three different particle diameters. Then, in order to understand the transport behavior of the sand discharge from river and river mouth phenomena the numerical experiments were then conducted to examine the flow behaviors of river efflux and wind generated circulations in coastal area. And, after establishing the numerical model system, which predicts the sea bed changes obtained from the flux model combining with the wave propagation, wave-induced currents and sediment transport models, the sediment transport in the vicinity of Namdae River mouth is analyzed.

A storm surge barrier is a specific type of floodgate, designed to prevent a storm surge or spring tide from flooding the protected area behind the barrier. A surge barrier is almost always part of a larger flood protection system consisting of floodwalls, dikes, and other constructions. Surge barriers allow water to pass under normal circumstances but, when a (storm) surge is expected, the barrier can be closed. Among the various means of closing, buoyant flap typed storm surge barrier which was indicated by MOSE project in Italy is chosen for Masan bay protection, and the motion of the surge barrier under the action of storm surge and wave is examined using FLOW-3D, a computational fluid dynamics software analyzing various physical flow processes. Numerical result shows that storm surge barrier is successfully operated under wave height 3 m, and tidal range 2 m.
