Environmental Factors and Catch Fluctuation of Set-Net Grounds in the Coastal Waters of Yeosu (여수연안 정치망 어장의 환경요인과 어항 변동에 관한 연구)

  • In order to investigate the environmental properties of set net grounds located in the coastal waters of Yeosu, oceanographic observations on the fishing grounds were carried out by the training ship of Yeosu Fisheries University from Jun. 1988 to Dec. 1990. The resultes obtained are summarized as follows; 1) The water mass in the fishing grounds were divided into the inner water (29.50-31.00$\textperthousand$), the mixed water (31.10-32.70$\textperthousand$) and the offshore water (32.70-34.30$\textperthousand$) according to the distribution of salinity from T-S diagram plotted all salinity data observed from Jun. 1988 to Dec. 1990. In spring the mixing water prevailed and in summer the inner and mixing water. But in autumn and winter the mixing and offshore waters prevailed. 2) The inner water which was formed by land water from the river of Somjin and the precipitation in the Yeosu district flowed southerly along the coast of Dolsando and spread south-easterly in the vicinity of Kumodo. The inner water and offshore water which supplied from the vicinity of Sorido and Yokchido formed the thermal front and halofront. 3) As the mixing water flowing from the western sea of Cheju to the southern coast of korea was low in temperature, the water mass of low temperature which appeared at the offshore bottom of Sorido in summer was considered not to be the Tsushima warm current. 4) As vertical mixing was made frequently in spring, autumn and winter, the differences in temperature and salinity between surface and bottom was respectively small. In summer, however, the mixing was not made because of the inner water expanded offshore through the space between surface and 10m layer and so a thermocline of $2.0^{\circ}C$/10m and halocline of 4.0$\textperthousand$/10m respectively in vertical gradient was formed. 5) In the vicinity of Dolsando and Kum a water low in salinity prevailed, but in the vicinity of Namhaedo and YoKchido the reverse took place. The inner and mixing waters formed at these arease was limited to the observation area not to spread widely.

Improvement for Marine Environmental Impact Assessment on the Development of Offshore Wind Power (해상풍력개발사업의 바다환경영향평가 개선방안)

  • We diagnosed on status and problems of environmental assessment regarding development of offshore wind power, and also on reasonable core assessment items. Most of the coastal wind power are located on the western coastline of Korea and Jeju Island. In the selections of the site for the offshore wind farms, a previous investigations should be conducted with regard to distances from the land, stabilities from external forces (tide, wave, etc.) and topographical changes, and characteristics of the surroundings (distributions of protected area, fishing ground, artificial seagrasses, and shipping traffic). It is needed to assess dispersion of suspended solids, changes of the sea bottom, and impacts on fisheries resources and fishing activities under construction of offshore wind power. Furthermore, the responses of marine organisms to noise and vibration, impacts by electromagnetic fields, impacts on sea birds, hindrances to sea lane routes, and damaged scenery and marine protection areas are thoroughly assessed during operation processes. The consultation criteria in case of development of offshore wind farm is adjusted by focusing marine environmental impact assessment.

Distribution and Mortality of Eggs and Larvae of Anchovy, Engraulis japonica, in the Southern Coastal Waters of Korea (한국(韓國) 남해(南海) 연안(沿岸)의 멸치 난(卵) 자어(仔魚) 분포(分布)와 사망율(死亡率)의 변동(變動))

  • A study on the distribution and mortality of eggs and larvae of anchovy. Engraulis japonica, was carried out on the basis of data collected from ichthyoplankton survey in the southern coastal waters of Korea from June to August in 1990. Egg and larval distribution areas were shifted from the adjacent waters of Namhae Is, to the eastern waters of Goeje Is, while eggs and larvae were developed in June. However, high densities of eggs and larvae of anchovy and were found near Goeje Is. in July. Anchovy eggs and larvae were correlated significantly with zooplankton in July, and were not in June and August. It is likely that the low instantaneous mortality coefficients in eggs and high values in the larvae during June and high values in eggs and low values in the larvae during July were affected by the distribution pattern of zooplankton.

Economic Valuation of the Off-Shore Fisheries Stock Enhancement Project (근해 수산자원 증대사업의 경제적 타당성 평가)

  • This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government's policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.

Long Term Trend of Change In Water Temperature and Salinity in Coastal Waters around Korean Peninsula (한반도 근해 수온 및 염분의 장기변화 추이)

  • The long­term trend and inter­relationship with depth of temperature and salinity in coastal waters of Korea are studied using coastal oceanographic observation and serial oceanographic data measured by National Fisheries Research and Development Institute. Temperature of coastal waters of Korea except south­western sea of Korea where cold water appears to increase in summer. In case of temperature offshore, surface temperature of East Sea increases, the reverse, for 50m and 100m decreases. Temperature in South Sea of Korea increases in whole depth and for the Yellow Sea, surface temperature increases, but for 50m decreases. In case of salinity offshore, surface salinity of East Sea decreases, but for 50m increases. Surface salinity in South Sea of Korea decreases, the reverse, form 50m and 100m increases. salinity in the Yellow Sea decrease in whole depth According to the result of inter­relationship analysis, for temperature relationship coefficients of 50m and 100m in the East Sea and South Sea of Korea is higher, however, for the Yellow sea the inter­relationship between 50m and 100m is lower. In case of salinity, the inter­relationship between surface and 50m, and for the South Sea of Korea, between 50m and 100m, and for the Yellow Sea, between surface and 50m is higher.

Acharacteristics on the forming of fishing ground and population ecological study of Yellow tail, Seriola quinqueradiata, in the coastal waters off Gim-nyeong of Jeju Island, Korea (제주도 김녕 연안해역의 방어 어장형성 특성과 자원생물학적 기초 연구)

  • The forming of fishing ground and the population ecological characteristics of yellowtail, Seriola quinqueradiata, in the coastal waters off Gim-nyeong of Jeju Island were investigated. The stock of yellowtail, Seriola quinqueradiata, between Jeju Island and coastal areas of the East Sea is probably the same. Water temperature probably is a major factor for controlling distribution of yellowtails in deeper, offshore areas off Jeju Island. However, the major factor that determines aggregation of yellowtails in coastal areas of Jeju Island, especially off Gim-nyeong is probably strong tidal currents driven by distribution of yellowtails rather than hydrological conditions such as Yellowtails collected off Jeju Island were from 1 to 4yrs old and about 50% of them were $1^{-yr}$ old, probably indicating overfishing. Jack mackerel was the major prey item for yellowtails off Gim-nyeong from October to March, suggesting concurrence of the two species.

An Comparative Study on the Foreign Worker's Employment System of Fishing Vessels in Korea and Japan (한·일 외국인선원 고용제도 비교 연구)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

An Analysis of Fishermen's Preference for the Type of Fishing Quota System by Fish Species (어업인의 어종별 어획쿼터제도 유형의 선호도 분석)

  • In this study, a conjoint analysis was conducted to derive a combination of fishing quota management system by fish species preferred by fishermen. In the analysis, detailed levels were set according to each attribute of the system. For analysis, this study conducted a design question survey for conjoint analysis on 303 fishermen engaged in fishing activities in the offshore and coastal sea. The Conjoint analysis was conducted on all fishermen, offshore fishermen and coastal fishermen. In addition, an analysis was conducted on TAC system participants and non-TAC system participants, and the targets were classified for comparison according to the characteristics of fishermen. Fishermen's preference for the system confirmed for six attribute ("catching fish even if there is no fishing quota", "how to allocate fishing quota", "fishing quota management agency", "upper limit of fishing quota," "Possibility of Trading in the Fishing Quota", and "Application of Other Regulations.") and the detailed level of each attribute. As a result of the analysis of the importance of attributes, fishermen thought that "fishing quota management agency (24.1%)" was very important, and "catching fish even if there is no fishing quota (23.9%)" and "how to allocate fishing quotas (22.9%)" were also given some importance.

Organization of integrated navigation system for coastal and offshore fishing boat (연근해 어선 통합항법시스템의 구축)

  • The integrated navigation system(INS) for fishing boat which organized the marine radar, global positioning system(GPS) compass, automatic identification system(AIS), echo sounder, GPS and electronic nautical chart(ENC) was manufactured to reduce the marine accidents of fishing boats occurred frequently at coastal and offshore. The application possibility of INS for fishing boat was examined for basic experiments in the sea. Integration display of various information, such as other vessel's behavior, depth, own vessel's position etc. was done to help the operate user who understood the circumstance around own boat. Therefore, the system will be utilized as a useful equipment for safety voyage and fishing work on the fishing ground.

Polychaete Community Structure from Inshore and Offshore of Lake Shihwa (Korea) in March, 2008 (2008년 3월 시화방조제 내측과 외측해역에서 저서다모류 군집구조)

  • Polychaete community structure and its spatial distribution was investigated in 2008 from inshore and offshore of Lake Shihwa, Korea, in order to evaluate status of the benthic environment according to construction of the dike and the water gate. In the present study, the number of species, density, and diversity of polychaete community in inshore was significantly different from those in offshore. The density of polychaete community in offshore increased with the number of species whereas the diversity in inshore increased with the number of species. Dominant species in offshore were 13 species, higher than 1% of the total polychaete individuals. Heteromastus filiformis, known as the most dominant species before the construction of the dike, was the most dominant species in offshore, which collectively account for 54% of the total polychaete individuals. In inshore, the seven species were dominant, higher than 1% of the total individuals. Lumbrineris longifolia, Polydora sp., Capitella capitata, Pseudopolydora paucibranchiata, known as pollution tolerant species, contributed to higher than 75% of the total individuals in inshore. Multivariate statistical analyses, non-metric multidimensional scaling, showed apparent difference in polychaete community structure between inshore and offshore, and also difference between inner sites and outer sites of inshore around the water gate. Sediment characteristics (total organic carbon and nitrogen, ignition loss, and acid volatile sulfide) measured in this study also supported to this result. Therefore, this indicates that the offshore provides better benthic environments for polychaete habitation than the inshore, and the inshore around the water gate shows improving benthic environment, compared to the inner inshore.
